The Ministry of Education enrolls students in military, armed police, public security and related political colleges (such as China Youth University for Politics) every year. ) and other colleges and universities within the scope of early admission. The so-called early admission is a little earlier than the admission time of ordinary colleges and universities. Early admission is generally conducted before the end of June each year. Because there is a time difference between this and ordinary normal admission, if the candidates who are included in the early admission list are unqualified for one reason or another, they can also fill in their volunteers to participate in the national unified college entrance examination.
Colleges and universities admitted in advance have special professional requirements, so they have certain requirements for candidates' academic performance, political and ideological status, political history and political performance of major family members and major social relations, and of course they also have higher requirements for physical conditions.
After the list of candidates is confirmed, the unit that enrolls students in advance will conduct political examination and interview assessment for these candidates before the end of June. Candidates who meet the conditions of political examination and interview shall be issued an early admission form by the relevant units. Candidates are eligible to participate in early admission only after the completed volunteer form is reviewed by the relevant units and stamped with the official seal of the county (city, district).
The admission of freshmen in military schools is different from the early admission mentioned above. If the total score of the college entrance examination scores of all subjects reaches the local score control line, the admissions offices of all provinces, municipalities directly under the Central Government and autonomous regions will immediately provide the candidates' files to the military academies where the candidates apply, and the schools will conduct a comprehensive assessment from three aspects: morality, intelligence and physical fitness, and admit them after they are found to be qualified.
Candidates who have been admitted to military academies are no longer admitted to local colleges. Those who have not been admitted to military academies and universities will be admitted to local colleges and universities according to the order in which the candidates voluntarily fill in.
To apply for military schools, we must first find out the enrollment situation and related materials of each military school. Because the situation of each military school is different, the enrollment requirements of each college in that year are different. For example, some military schools only recruit boys but not girls, and some military schools have strict requirements on the ratio of male to female students, and so on. It is best for candidates to have a deep understanding of these situations, so as to have a clear idea and have a higher success rate.
Military schools also have higher requirements for physical examination standards. Therefore, candidates who apply for military academies should not only take part in the physical examination of local colleges, but also take part in the re-examination of their own military academies, and only after passing the re-examination can they be considered qualified. If you don't take part in the military school re-examination, the military school has the right to refuse admission.
Candidates admitted to military academies can enjoy military treatment, obtain military status from the date of admission, and begin to calculate length of military service.
During the study in school, the living allowance, meals and study expenses are all provided by the state. Of course, according to different school areas, the food standards are different.
Second, school preparation
The period from the announcement of candidates' scores to the implementation of admission in colleges and universities is called the preparation stage of college entrance examination. At this stage, for the examination department, the examination papers are issued, the results are announced to the public, and the examination work is completed. So this stage is mainly the work of the admissions department.
At present, China implements a provincial admission system, and college admissions are organized by provincial local enrollment departments. Colleges and universities allocate enrollment plans to all provinces, autonomous regions and municipalities directly under the central government. When enrolling students, colleges and universities have a working relationship with the enrollment departments of all provinces, autonomous regions and municipalities directly under the Central Government. According to the Interim Provisions on Enrollment in Colleges and Universities issued by the former State Education Commission 1987, the provincial local enrollment departments are the enrollment committees of colleges and universities in all provinces, autonomous regions and municipalities directly under the Central Government and their permanent institutions-the enrollment offices. Generally, the head of the local government serves as the director, and the heads of local education administrative departments and other relevant departments and institutions of higher learning serve as deputy directors and members.
The preparatory work for admission, including the preparatory work for enrollment colleges and the preparatory work for local enrollment, mainly refers to the preparatory work for local enrollment.
From the perspective of local recruitment, the work at this stage mainly includes the following aspects:
(1) There are different arrangements for organizing candidates to fill in their volunteers. Some provinces arrange before the college entrance examination, some provinces arrange after the college entrance examination, some provinces report after the exam, and some provinces report after the results are announced. At present, more and more provinces fill in their volunteers after the scores are announced.
(2) The establishment of candidates' files is a record of candidates' personal learning experience and social experience, a highly concentrated "portrait" of candidates, which reflects the basic situation of candidates and their desire for further studies, and is the main basis for college enrollment. Establishing candidates' files is the basic work of local recruitment offices. Archives are generally established and managed by local cities. At present, Guangxi, Tianjin, Beijing, Shanghai, Liaoning, Sichuan and other provinces and cities are trying out online admission and remote admission. These provinces should not only establish ordinary files of candidates, but also establish electronic files suitable for computer admission.
(III) Establishment of Candidates' Information Database All provinces, autonomous regions and municipalities directly under the Central Government have generally implemented computer-assisted admission, and all basic information such as enrollment plans, candidates' lists, test scores, candidates' specialties and candidates' volunteers are managed by computers. Before admission to colleges and universities, all local recruitment offices must prepare a complete information base including the above and other basic information to form a comprehensive, accurate and normal information system.
(4) Delineating the minimum control scores of each batch After the results of the college entrance examination are announced, the admissions offices of all provinces, autonomous regions and municipalities directly under the Central Government will calculate the minimum control scores of each batch according to the candidates' scores and the number of enrollment plans, and report them to the Admissions Committee for collective discussion and decision, and then officially announce them to the public. The number of candidates above the minimum control score is generally 1 10%- 120% of this batch of enrollment plan.
(5) Guarantee admission to other jobs, select admission places, establish organizations, formulate admission policies, notify relevant universities, and organize physical examinations, interviews and oral examinations for special candidates.
From the perspective of colleges and universities, admission preparation includes two aspects. One is to prepare admission materials such as notice, admission notice and new student registration form. Colleges and universities that implement distance admission should prepare computers, fax machines and other equipment; The second is to select and train the staff who participate in the admission. Enrollment is a very serious job, and the selection of enrollment personnel is also very detailed. Correct thinking, decent style, fairness and adherence to principles are the primary criteria for selecting enrollment personnel. In order to reduce interference, the Ministry of Education also stipulates that anyone who has relatives or children who took the college entrance examination in the same year is not allowed to participate in the enrollment work in the area where the candidates are located.
Third, the admission process of colleges and universities
We call the process of college admissions that the college admissions staff understand the candidates' applications, review the files, finally determine the admission list and send the admission notice. This process is one of the most important links in all aspects of college entrance examination. This process can usually be divided into the following steps:
(1) After college admissions personnel enter the admission site, they first call out the information of candidates who apply for the school through the recruitment office, and determine the number of files according to the students' situation. Generally speaking, a group of colleges and universities admitted in advance can extract all files above the control score line, and the proportion of files extracted by the first group of colleges and universities can be flexibly grasped, generally controlled within 120% of the enrollment plan; The proportion of files extracted by the second batch of admission institutions is120% of the enrollment plan; University archives are extracted according to the enrollment plan. After colleges and universities determine the file list, the admissions office will provide candidates' files according to the list. This work habit is called "filing". If the first volunteer student has enough files from high score to low score, the score of the last student is the score line of the school; If the number of people is insufficient, the score line of the file control can be used as the score line of the school.
(2) After reviewing the archives, colleges and universities begin to read the archives. The purpose of reading the archives is to exclude unqualified candidates according to the requirements of the school, to inspect the students' character strengths, and to prepare for determining the major. When reading archives, we should generally pay attention to the following aspects: whether the archival materials are complete; Whether the physical examination and political examination are qualified; Whether the major is limited; What is the result of HKCEE; What kind of rewards or punishments have you received? Of course, the military, public security and other institutions should also focus on the family and social relations of candidates, and foreign language institutions should look at the oral test results. When reviewing the files, if the files are found to be incomplete or in doubt, the admissions staff will contact the Provincial Admissions Office and the Municipal Admissions Office in time.
(3) If there is no problem in reviewing the files of the proposed admission list, the admissions staff will arrange all the candidates' files from high score to low score, and then arrange them according to the candidates' professional wishes. Under normal circumstances, candidates with high scores are given priority in the same volunteer order and major. Candidates with similar test scores and low total scores but high scores in related subjects or other advantages can also be considered. For example, A has a total score of 650 and B has a total score of 639. The first choice is the department of physics, and then a will be given priority; If A has a total score of 650 and a total score of 649, but B's physics score is much higher than A's, and B won the physics competition prize, then B can take precedence over A ... Because of the differences between schools and majors, the professional standards for enrollment are not uniform. For example, 588 points, the second major volunteered to report international politics, and the second candidate scored 580 points. The first professional volunteer newspaper international politics. Is a priority or b priority? At this point, colleges and universities have their own choices. After the majors are arranged, the admission list can basically be determined. The process of specialization is also the process of merit-based admission. Candidates who generally get high marks and obey professional adjustments will not be eliminated. Some candidates with low scores, high volunteers and no care items are most likely to be eliminated. As for how to embody the care policy, there are great differences among provinces and schools. In some places, candidates with care items are filed according to the original score, and care points are not included in the total score. For example, the original score is 560, and the other care score is 10, which is 570. Admission is decided by colleges and universities. In some places, the care score is directly counted as the total score, and the file is filed according to the total score; Some schools consider taking care of scores, while others don't.
(4) Withdraw from the colleges and universities with redundant files, determine the initial admission list, and start to cancel the files of students who have not been admitted. If unreasonable dismissal is found after examination by the Admissions Office, the Admissions Office will negotiate with the institutions and reconsider the admission list. If the institution insists on quitting, the local recruitment office will record it, and if the candidates complain, the institution will be responsible.
(5) The admission list shall be confirmed and approved by the local admissions office. After the files of students who have not been admitted are recovered, it is confirmed that the remaining students are officially admitted.
(6) After admission, the official admission list will be confirmed by the local admissions office, and the admission is basically over. Next, the college admissions staff will do the work after admission: fill in the freshman roster, count the relevant data, fill in and mail the admission notice, and mail the candidates' files. At this point, the university admission is completed.
At present, some provinces and cities are trying online admission and remote admission, and the admission work is carried out on the computer. Due to the change of admission method, the admission process has also changed. The main difference is that candidates' files are electronic files, and the admission process is "paperless". So what is "computer remote admission"?
Admission to the college entrance examination every year is a very complicated project. It takes a lot of manpower, material resources and time from the classification of candidates' files to the final filing and file withdrawal, and the error rate is high. Therefore, it is difficult for the traditional portfolio paper files to meet the requirements of the new era. The development of the situation requires us to adopt a fast and efficient admission method in the college entrance examination in order to complete the college entrance examination accurately and timely.
In recent years, with the development of computer, an intelligent character reader called ICR(intelligent Character Reader) came into being, which made the college entrance examination take a big step forward. ICR integrates optics, mechanics and electricity, and has the advantages of large amount of information, fast processing speed and high recognition accuracy. This is a quick and effective method, which makes manual proofreading and rechecking easy and accurate. Generally speaking, its reading recognition accuracy can reach 100%. Because of the good optical performance of ICR, it can be used for writing with ordinary pens, pencils, ballpoint pens and signature pens, which is very simple and convenient. Due to the extensive use of sensor technology, the machine is equipped with a system for detecting whether there is paper or not and detecting duplicate pages, so that the information card can be completely monitored during the paper feeding process, and the abnormal situations such as duplicate pages and missing pages can be reported in time to avoid unnecessary and effective information omission. ICR intelligent paper format recognition can identify different types of information cards, and can scan 256 types of information cards at the same time, and users can operate at will.
The college entrance examination adopts ICR system, which provides the quickest and simplest method for computer remote admission. Operators can scan candidates' registration forms, volunteer forms, physical examination forms and other information and photos into the electronic computer one by one through the ICR character reader, and store digital information such as test number, name volunteers, weight and height, so that the intelligent recognition computer can automatically make electronic files for all candidates in the country invisibly. When enrolling students, they only need to be intelligently identified from the computer through the remote computer network, and colleges and universities do not need to send people to recruit students on the spot all over the country. This can not only shorten the time, improve the accuracy, but also prevent the situation of asking for help, taking care of relationships and handing notes, and also save business expenses and a lot of manpower. Through remote admission, the admissions staff can accurately enroll qualified candidates from all over the country to local colleges and universities without leaving the office building. This practice is what people usually call computer remote admission.
In addition, from 65438 to 0998, Guangxi Zhuang Autonomous Region made some attempts in computer remote admission and accumulated successful experience. The Ministry of Education is going to implement the nationwide computer long-distance admission network gradually within three years by means of pilot first and then promotion. It has been more than 20 years since 1977 resumed the national college entrance examination. As a result, the old enrollment method has formed a fixed old model in the minds of many enrollment personnel. Although the use of computer-assisted enrollment has gradually become popular, due to the influence of old ideas, many people are not used to receiving and issuing instructions, collecting and exchanging information and reading electronic documents with computers. In this case, the Ministry of Education requires the enrollment staff of all provinces, autonomous regions, municipalities directly under the Central Government and universities to get rid of old ideas and learn new knowledge, and strive to achieve the new goal of computer distance enrollment proposed by the Ministry of Education within three years.
The use of computer remote admission can undoubtedly strengthen the comprehensive monitoring of college entrance examination. At that time, the computer will file and withdraw files in strict accordance with the regulations, and accurately record every point of each candidate. Because every data input into the electronic computer cannot be changed artificially, such as human feelings, information, back door, etc. They are all eclipsed by computers, but they are rigorous, scientific and fair. Therefore, it can be said that the implementation of computer remote admission has further strengthened the supervision and restriction of enrollment rights, greatly improved the transparency of admission, and will undoubtedly play a positive role in promoting the development of education in China.
Fourth, the role of school voluntary service.
In the college entrance examination, some schools have enough first-choice candidates, some schools may be insufficient, and even some schools can't complete the enrollment plan with one, two or three volunteer candidates. How do schools with insufficient students complete the enrollment plan?
On the other hand, due to the limitation of the number of students admitted, some candidates' first choice cannot be satisfied. At this time, do candidates' second and third choices play a role? How does it work? On the positive side, let's analyze it from the perspective of the school.
(1) When there are enough first-choice candidates, if there are enough first-choice candidates above the school control score, then the college admission process is basically the situation introduced in the last part of this article.
(2) When the number of the first volunteer candidates is insufficient, if the number of the first volunteer candidates above the control score is less than the enrollment plan of the school, the school will generally wait for the admission of the second volunteer candidates. This work is generally required by colleges and universities. After all the first voluntary schools quit, provide the list of candidates who apply for the second voluntary school and the files that colleges and universities need to extract, and the colleges and universities will examine and accept them.
(3) In the case of insufficient candidates for the second volunteer, if the total number of candidates for the first and second volunteers still cannot meet the requirements of the school, the school will apply for admission. After all the second volunteer schools quit, the school will provide the list of candidates for the third volunteer and the files needed by the school, which will be examined and accepted by the school.
(4) When the number of volunteer candidates is insufficient, if the total number of candidates who fill in the volunteers on the school control line is still less than the number of admission plans, the provincial and municipal admissions offices shall be responsible for providing a list of non-school volunteer candidates who cannot meet the requirements of filling in the volunteers on the control line but are adjusted by institutions, and the schools shall select the best candidates until the enrollment plan is completed.
Through such analysis, it can be seen that whether the candidates' reported school wishes can be met mainly depends on the situation of college students.
The above is the general situation in the admission, and then introduce several special situations:
(1) Although the number of first volunteers in a school is sufficient, the school is ready to admit candidates with high scores. At this time, some places can be reserved to recruit candidates with high scores in the second or third choice. For example, the number of first-time volunteers in a university has exceeded the admission plan, but there are very few candidates with a score of 600 or above. At this time, some second-choice candidates in the school have been rejected by Peking University, Tsinghua and other schools, with a total score of more than 600 points. The school can vacate a certain number of places from such candidates for admission.
(2) Because some colleges and universities are unwilling to admit the second and third volunteer candidates, there are a number of high-scoring candidates every year, but there are still no schools to choose from, which leads to students who can go to famous universities not being able to get famous brands, students who can go to key universities not being able to attend key universities, and some students even have no books to study. In order to solve this problem and protect the interests of high-scoring candidates, some provinces and cities sometimes take some measures. For example, a province stipulates that if a candidate with a score of 600 or above is not admitted as the first choice, the admission institution shall not refuse to accept the first choice after the total score is reduced by 20 points. For example, a province stipulates that files should be provided in advance to schools with sufficient students, such as Peking University, Tsinghua, China University of Science and Technology and Nanjing University, giving priority to the second choice of high-scoring candidates in these schools, and the institutions applying for the exam will take it as the first choice.
(3) If the school basically meets the scores of candidates in run-to-run control, only a few plans have not been completed. For the convenience of admission, the provincial and municipal admissions offices may agree to admit candidates below the scores, or agree to reduce their enrollment plans and stop admission.
