Born in July, 1924, Shenyang, Liaoning. 1948 graduated from the law department of the former National Northeastern University, 195 1 graduated from the postgraduate class of Northeast Renmin University. He is currently a professor in the Law Department of Jilin University Law School and a doctoral supervisor in criminal law. He is also the consultant of China Criminal Law Research Association, Jilin Discovery Association, Jilin Lawyers Association and Jilin Comparative Research Association. Starting from 1950, He Peng devoted himself to the research and teaching of law, and was the first person in China to systematically study foreign criminal laws. As the only doctoral supervisor with comparative criminal law as the research direction in China, he has made important contributions to the establishment and improvement of foreign criminal law system in China and the exploration of comparative criminal law research model.
