Chapter one? general rule
Article 1 In order to ensure the smooth enrollment of undergraduate students in our university and earnestly safeguard the legitimate rights and interests of the university and candidates, the Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant laws, the relevant provisions of the Ministry of Education and the Articles of Association of Southeast University, combined with the actual situation of our university.
Article 2 Our school is called Southeast University, which is a comprehensive research university directly under the Ministry of Education and a world-class university. Legal address of the school: No.2 Sipailou, Xinjiekou Street, Xuanwu District, Nanjing, Jiangsu Province.
Article 3 Undergraduate students trained by our school who meet the graduation requirements of this major within the specified time shall be awarded the undergraduate diploma of Southeast University; In line with the relevant provisions of the school's degree granting, the bachelor's degree certificate will be awarded to undergraduate graduates of ordinary higher education.
Article 4 Undergraduate enrollment in our school includes general college entrance examination, strong foundation plan, comprehensive evaluation, special plans of colleges and universities, national special plans, students walking, high-level art groups, high-level sports teams, juvenile classes, art classes, high school classes in Tibet, high school classes in Xinjiang and preparatory classes for ethnic minorities.
Article 5 According to this year's Notice of the Ministry of Education on Doing a Good Job in Enrollment of Ordinary Colleges and Universities and the Regulations on Enrollment of Ordinary Colleges and Universities promulgated by the Ministry of Education, our school has fully implemented the "sunshine project" for enrollment of colleges and universities, and comprehensively evaluated and selected outstanding students on the principle of fairness, justice and openness.
Chapter II Organizational Structure and Responsibilities
Article 6 The Undergraduate Admissions Committee of Southeast University is the highest decision-making body for undergraduate enrollment, with the president as the director. The Undergraduate Admissions Committee has a leading group for undergraduate enrollment, with the principal as the leader, the school leaders in charge of enrollment and the school leaders in charge of student affairs as the deputy heads, and the heads of the Academic Affairs Office, the Student Affairs Office, the Supervision Office and the Undergraduate Admissions Office as members. Authorized by the Undergraduate Admissions Committee, the Undergraduate Admissions Leading Group is responsible for the daily enrollment decision of undergraduates in the school.
Article 7 The Admissions Office of Southeast University, as the permanent working body of the school, is under the direct leadership of the Undergraduate Admissions Committee and the Undergraduate Admissions Leading Group to co-ordinate the specific work of undergraduate enrollment. Its main responsibilities are:
(a) strictly implement the policies of the Ministry of Education on enrollment and the supplementary provisions and implementation rules of the admissions committees of the provinces (autonomous regions and municipalities);
(two) in accordance with the annual enrollment plan issued by the Ministry of Education and the relevant provisions of the preparation of sub regional and sub professional enrollment source plan, the release of school enrollment regulations;
(three) to carry out enrollment publicity and consulting services, and introduce our school's situation and enrollment policy to candidates and parents;
(four) to complete the enrollment work objectively and fairly, and to be responsible for coordinating and handling all kinds of problems encountered in the enrollment work;
(five) to organize special types of entrance examinations, identify and deal with illegal candidates in accordance with the Measures for Handling Violations in National Education Examinations, and report the facts of violations to the provincial admissions office where the students are located;
(six) to perform the corresponding duties of college enrollment information disclosure;
(seven) to cooperate with the relevant departments of the school to complete the audit of new students;
(eight) to complete other tasks assigned by the education authorities and schools.
Article 8 Schools shall set up regional enrollment publicity groups according to the needs of work. The regional enrollment publicity group is responsible for the enrollment publicity and consultation in the local area, and assists the recruitment office to complete the enrollment work in the responsible area.
Article 9 Undergraduate enrollment shall be conducted under the supervision of the Supervision Department of the School Commission for Discipline Inspection, and at the same time, it shall be supervised by the higher authorities such as the Ministry of Education and the society.
Chapter III Enrollment Plan
Article 10 Focusing on the goal of training leading talents, our school will innovate the talent training mode of "three systems and five modernizations". In 2022, we will continue to implement the enrollment mode of combining majors with disciplines (hereinafter referred to as "majors"), and plan to recruit 4 100 full-time undergraduate students nationwide. People.
Article 11? According to the relevant work requirements of the Ministry of Education, our school comprehensively considers the number of candidates in various provinces (autonomous regions and municipalities), the quality of students, the demand trend of economic and social development, the employment quality and destination of graduates, and the candidates' recognition of various majors in our school.
Article 12 Our school's annual enrollment plan and provincial and professional enrollment plans shall be subject to the announcement of the Ministry of Education and provincial enrollment institutions.
Thirteenth our school according to the provinces (autonomous regions and municipalities) enrollment plan and student situation to determine the proportion of file transfer. In principle, the number of batches of voluntary filing in sequence shall not exceed1.20%; According to parallel volunteer's filing batches, the ratio of file transfer shall not exceed 105% in principle.
Article 14 Our school takes 1% of the total enrollment plan as a reserved plan, which is mainly used to adjust the imbalance of students on the unified examination line in various provinces (autonomous regions and municipalities) and solve the enrollment problem of candidates with the same score. When using the reserved plan, adhere to the principle of quality first, openness and transparency.
Chapter IV Access Rules
Article 15 Our school enrolls students according to literature and history, science and engineering, and art. For candidates born in provinces with comprehensive college entrance examination reform, the selected subjects must be consistent with the professional requirements. When enrolling students, our school implements the plan and related measures announced by the provinces with comprehensive college entrance examination reform.
Article 16 When filing, the filing shall be conducted according to the results of filing provided by the provincial recruitment offices (including the national college entrance examination plus points confirmed by the provincial recruitment offices). For the national college entrance examination plus points confirmed by the provincial admissions office, our school recognizes the highest plus points of all the plus points that candidates have, with a maximum of 20 points (the enrollment type without provincial plans is not applicable).
Seventeenth candidates who enter the file, according to the order from high score to low score, according to the number of enrollment plans of each major in the order of admission (that is, score priority). When enrolling students of the same major, if the scores of candidates are the same, the scores of Chinese, foreign languages and mathematics will be compared in turn by the provincial and municipal candidates whose preferred subjects are comprehensive reform of literature and history or history, and those whose preferred subjects are comprehensive reform of "3+3" mode, comprehensive reform of science and engineering and physics will be compared in turn. Candidates who can't meet all the professional volunteers will be transferred to other majors if they meet all the requirements and obey the professional adjustment. Candidates who can't meet all professional volunteers and don't obey the adjustment will be dismissed. These rules are applicable to all provinces (autonomous regions and municipalities) where our school has launched the Student Source Program.
Article 18 For the batches that volunteer to file in turn, if the number of first-choice candidates is insufficient, our school can accept non-first-choice candidates and select the best candidates according to the results of filing. If the number of qualified non-first-choice candidates is still insufficient, volunteers will be collected according to the arrangements of each province. According to the batch submitted by parallel volunteer, unfinished projects will also solicit volunteers. If the recruitment of volunteers is still insufficient, the remaining plans will be transferred to other provinces with good student quality to complete the enrollment plan.
Article 19 Our school uses the comprehensive quality files of students in the pilot provinces of the comprehensive reform of the college entrance examination as follows: as a reference for the interview of the strong foundation plan and as a reference for the adjustment of candidates' professional volunteers in the general college entrance examination.
Twentieth special types of enrollment measures, in accordance with the provisions of the Ministry of Education and other relevant departments of the state and the specific enrollment measures formulated by our school.
Article 21 The physical examination standard shall be formulated by our school as required according to the Guiding Opinions on Physical Examination for Enrollment of Ordinary Colleges and Universities issued by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation, as well as the relevant provisions and supplementary provisions.
Twenty-second freshmen, in accordance with the relevant provisions of the state and the school entrance qualification examination. Students who fail to pass the re-examination shall be dealt with severely according to the relevant documents of the Ministry of Education.
Chapter V Others
Article 23 Our school collects tuition and accommodation fees in accordance with the relevant regulations of the Ministry of Education and the standards approved by the Jiangsu Provincial Price Bureau.
Article 24 Our school promises not to let any student drop out of school because of family financial difficulties, and actively helps students complete their studies through scholarships, grants, national student loans, work-study programs, subsidies for difficulties, tuition fee remission and other means. The school organizes "love starts at home" home visits for freshmen, and opens a green channel to ensure that freshmen with financial difficulties can enter school smoothly. Freshmen admitted to our school, such as national poverty alleviation projects, have financial difficulties, and can apply for 2000 yuan and 5000 yuan spring rain grants for freshmen before entering school.

Chapter VI Supplementary Provisions
Article 26 Our school does not entrust any intermediary agency or individual to enroll students, and does not charge any fees other than those stipulated by the state. Our school reserves the right to investigate the responsibility of intermediaries or individuals who carry out illegal enrollment publicity activities in the name of our school.
Article 27 The articles of association shall be announced to the public through the undergraduate enrollment network of our school, and the complete enrollment articles published by our school shall prevail.
Article 28 The Admissions Office of Southeast University shall be responsible for the interpretation of these Articles of Association.
Article 29 The Articles of Association shall come into force as of the date of promulgation. From the date of promulgation of the Articles of Association, the original policies and regulations on undergraduate enrollment in our school shall be abolished; When the national laws and related policies at higher levels change, the changed provisions shall prevail.
