Chapter I General Provisions
Article 1 These Rules are applicable to students in our college.
Article 2 Students should generally complete their studies in the accepted schools and majors. Excellent academic performance or outstanding expertise, as well as physical reasons can not be admitted to the school or major to continue learning, within the scope of these rules can apply for transfer or transfer.
Chapter II Relevant Conditions and Procedures for Students to Change Majors
Article 3 Under any of the following circumstances, you may apply for changing your major:
(a) excellent academic performance, the average total credits in the first academic year ranked within the top 5% of the major, without punishment, and no record of unqualified make-up;
(2) having outstanding expertise, and changing majors can give full play to their expertise;
(3) Students who are found to have a certain disease or physical defect and can't study in their original major but can study in other majors in our school have been examined by hospitals above Grade II A (including Grade II A);
(four) according to the needs of discipline and professional development, the school has carried out a unified professional adjustment;
(5) If the original major has not continued to enroll students due to demotion, suspension from school and other reasons, it may be transferred to a similar major with the same academic system upon approval.
Article 4 Other requirements for changing majors:
(a) according to the national special enrollment forms, including general orientation, national defense orientation, free medical students, free normal students, special students in poverty-stricken areas, students walking, college-upgraded students, five-year consistent system, three-two-stage system, higher vocational classes (three-school students), higher vocational single enrollment, ethnic classes, Xinjiang classes, and Tibetan classes, and may not apply for changing majors;
(two) according to the provisions of these rules, the two majors of software engineering, integrated circuit design and integrated system can be transferred to each other, and in principle, they may not be transferred to other majors;
(3) Daheng Elite Experimental Class does not accept students who change majors;
(four) art and sports students are not allowed to transfer to other majors;
(five) between different professional disciplines, such as arts and sciences, you may not change your major;
(six) students admitted in low batches shall not be transferred to high-batch majors;
(seven) students majoring in international cooperation in running schools should, in principle, complete their major studies, but they can also transfer to related majors according to the school running situation and students' wishes, in line with the provisions of these rules;
(eight) students who have participated in international cooperation in running schools abroad may transfer to relevant majors according to the requirements of foreign cooperative colleges and universities and in accordance with the provisions of these rules;
(nine) according to the professional category of students, professional can only choose a major in the professional category;
(ten) students are only allowed to make a professional adjustment during their school days;
(eleven) the application for changing majors is only accepted within one week of the start of the third semester, and the application for changing majors is not accepted at other times;
(twelve) in line with the standard of tuition fees for students majoring in transfer;
(13) Students in Rongcheng College can only change their majors in the college, and they are not allowed to apply for changing their majors at the headquarters.
Article 5 Transfer to a major program:
(1) Changing majors due to excellent grades.
1. Each major shall formulate detailed rules for the implementation of changing its major to major according to these rules, which shall be reported by the College to the Academic Affairs Office for the record;
2. Before 30 June each year, each college shall draw up the number of transferable students in each major according to the conditions of running a school, and report it to the Academic Affairs Office for review, which shall be responsible for publishing it;
3. Students who meet the conditions in Item (1) of Article 3 of these Rules may apply for changing their major within one week after the start of the third semester. Students fill in the Application (Confirmation) Form for Students with Excellent Academic Performance in harbin university of science and technology to Change Major (see Annex 1) and submit it to their college for review. After the audit, the college will report it to the Academic Affairs Office for summary;
4. Each college set up a leading group for transferring majors, and each major set up an evaluation group for transferring majors. According to the detailed rules for the implementation of major transfer, the students applying for major transfer are evaluated and the list of students to be transferred to major is screened out.
5. The Academic Affairs Office will summarize the list of students to be transferred to major in each college and publicize it on the website of "Educational Administration Online" for three working days.
(2) changing majors for special reasons.
1. Students who have some outstanding specialties and can give full play to their specialties by changing majors will be evaluated by experts from relevant colleges to form evaluation opinions;
2. Students who apply for changing majors due to physical reasons must provide relevant medical diagnosis from hospitals above Grade II A (including Grade II A);
3. Determine the students who are allowed to change majors, and fill in the Application (Confirmation) Form for Students of harbin university of science and technology University to Change Majors for Special Reasons (see Annex II).
Article 6 The Academic Affairs Office is responsible for summarizing the situation of students who plan to transfer to major, forming a school document and submitting it to the Provincial Department of Education for review and filing.
Chapter III Relevant Requirements and Procedures for Students' Transfer
Article 7 It shall not be transferred under any of the following circumstances:
(1) Not registered in the admission school or not obtained the electronic student status;
(2) those who have studied in school for less than one semester;
(three) to complete the fifth semester of undergraduate and the third semester of junior college;
(4) Between different educational levels;
(5) From the next batch of schools where the students are enrolled to the last batch of schools;
(six) the admission score of the transfer school is lower than the minimum admission score of the transfer school;
(seven) when enrolling students, it is determined to be a directional entrusted trainer;
(8) Students admitted according to the enrollment form of national special students include free medical students, free normal students, special students in poverty-stricken areas, students walking, college graduates, five-year consistent system, three-two-stage system, higher vocational classes (students from three schools), higher vocational single-recruit, ethnic classes, Xinjiang classes, Tibetan classes, etc. ;
(9) Out-of-school children;
(10) Being held in custody for more than trial;
(eleven) scholars should retire;
(12) When transferring, it involves changing majors, which belongs to the limited scope of changing majors;
(13) those who transfer once;
(14) There is no other justifiable reason.
Article 8 Transfer procedures:
(1) The student himself submits a written application for transfer to his school;
(2) Students who transfer due to illness shall provide relevant medical diagnosis certificates of hospitals above Grade II A (including Grade II A), and students who transfer due to special difficulties shall provide proof materials of special difficulties;
(3) Transfer the school's business letter to the school, transfer it to the school to reply, and transfer it to the relevant colleges of the school to organize the assessment of the professional teachers of the students to be transferred to form assessment materials;
(four) the transfer school to transfer school approval and transfer school instructions, to the local provincial education administrative department to receive the "higher school students transfer application (confirmation) form";
(5) The application (confirmation) form for transfer of college students shall be truthfully filled in by the students themselves, and the leaders who transferred out and transferred to the school in charge of student status shall sign their opinions and affix the official seal of the school. The staff in charge of student status management in the transferred school will submit this form and other relevant materials to the local provincial education administrative department for approval; Scholars who transfer from other provinces shall go through the examination and approval procedures at the provincial education administrative department of the transfer place.
Article 9 The materials submitted to the provincial education administrative department for examination and approval shall include, in addition to the materials listed in Items (1) and (2) of Article 8:
(1) Application (Confirmation) Form for Transfer of Students from Colleges and Universities in Heilongjiang Province signed by the students themselves;
(3) The transcripts of courses completed by students applying for transfer shall be stamped with the official seal of the transfer school;
(four) the comprehensive conduct appraisal report of the students to be transferred to the school with the official seal of the school;
(five) the evaluation certificate to be transferred to the school;
(six) other materials required by the provincial education administrative department.
Chapter IV Supplementary Provisions
Article 10 The missing courses of students who transfer to our school should be filled before graduation, and the transferred institution is responsible for filling out the List of Supplementary Courses for Students who Transfer to harbin university of science and technology (see Annex 3) and submitting it to the Academic Affairs Office for processing.
Eleventh to major, transfer procedures signed by the school leaders specifically responsible for the management of academic qualifications, if necessary, decided by the principal's office.
Twelfth transfer and transfer matters shall be handled by the Academic Affairs Office responsible for the management of student status and academic qualifications in accordance with the provisions of the provincial education administrative department.
Thirteenth these rules shall come into force as of the date of promulgation, and the original "Implementation Rules for the Management of Changing Majors and Students in harbin university of science and technology" (Harbin Institute of Technology [2013] No.57) shall be abolished at the same time. The Academic Affairs Office is responsible for the interpretation of these rules.
