Measures for the Administration of Intercollegiate Exchange Students in Dalian Maritime University (Provisional)

In order to further improve the organization and coordination of intercollegiate student exchange programs between our university and foreign universities, standardize the selection and management of intercollegiate exchange students, maintain the normal teaching order of our school, and ensure that such programs are carried out in a standardized and orderly manner, this management method is formulated according to the relevant documents of higher authorities and the actual situation of our school.

Chapter I General Principles

Article 1 The term "inter-school student exchange program" as mentioned in these Measures refers to the inter-school student exchange and cooperation agreement signed between our school and foreign institutions, in which both parties send students to each other's schools for no more than one year (including teaching practice, course study, cooperative research, etc.). ), and the two sides recognize each other's credits and exempt tuition fees and other expenses. The dual-degree joint training program carried out through inter-school exchanges belongs to this kind of project.

Article 2 The term "inter-school exchange students" as mentioned in these Measures refers to students selected by our school to study in overseas institutions of higher learning through the inter-school exchange program mentioned in the preceding paragraph. Students participating in the inter-school exchange program should be full-time registered students of our school.

Article 3 These Measures shall apply to student management in inter-school exchange activities conducted by departments outside China.

Article 4 The Department of International Cooperation and Exchange is responsible for the unified management of inter-school student exchange programs.

Chapter II Scheduling and Selection

Article 5 The principle of selecting students to go abroad for inter-school exchange programs is "students voluntarily sign up, colleges and universities select the best candidates, schools conduct centralized evaluation, and students sign up for dispatch". The selection principle of exchange students at doctoral level is to give priority to teachers who are studying for doctoral degrees in combination with the school teacher training plan.

Article 6 The International Cooperation and Exchange Department of the school is responsible for communicating with foreign universities, proposing the conditions and requirements for selecting and sending students according to the inter-school exchange agreement, and sending the selection notice to the students of relevant colleges and majors in the school.

Article 7 Eligible students apply voluntarily, fill in the Application Form for Students Studying Abroad of Dalian Maritime University, and submit their school transcripts and related foreign language test scores. After the application materials are sent to all departments, they will be reported to the Office of International Cooperation and Exchange.

Article 8 The Office of International Cooperation and Exchange is responsible for organizing an evaluation team to evaluate the candidates, and determining the candidates through written examination and interview. In principle, the evaluation team consists of the International Cooperation and Exchange Office, the Academic Affairs Office, the Graduate School, the Student Affairs Office, the heads of relevant institutions and professional foreign language teachers.

Article 9 Selection criteria for intercollegiate exchange students:

1. Full-time students with China nationality officially admitted by our school (except national defense students and entrusted students);

2. Good political quality, love for the motherland, good moral character, dedication and sense of responsibility for the construction of the motherland;

3. Excellent academic performance, no failed courses according to the training plan, solid professional knowledge and high foreign language level;

4. During my study in our school, my academic performance was excellent, and there were no illegal acts and serious violations of discipline;

5. Physical and mental health, with the economic ability and adaptability to study and live abroad;

6. Meet other special requirements of the exchange institution;

7. There is no arrears in school tuition, book fees and dormitory fees, and all loans must be paid off;

8. Commitment to fulfill the relevant obligations of the inter-school exchange project agreement and these Provisions.

Tenth evaluation should ensure "openness, fairness and impartiality", and the evaluation results will be publicized to the whole school according to a certain proportion of the difference after being passed by the evaluation team. After the publicity, the Office of International Cooperation and Exchange will submit the candidate's application materials to relevant overseas institutions. The final admission list is subject to the admission notice of foreign institutions.

Article 11 The selection of exchange students involving school teachers shall be jointly determined by the personnel department of the school and the graduate school. Each college is responsible for the selection of international exchange students according to the above procedures, and the selection results are reported to the International Cooperation and Exchange Office, Academic Affairs Office, Graduate School, Finance Office, Student Affairs Office and other relevant departments for the record.

Chapter III Management before Going Abroad

Article 12 The students sent by the school to study abroad for exchange shall handle the external contact matters under the guidance of the Office of International Cooperation and Exchange, and provide relevant materials according to the requirements of the other party, and shall not contact the other party without authorization.

Article 13 The Department of International Cooperation and Exchange and all departments are respectively responsible for guiding and helping the selected inter-school and inter-school exchange students to go through the relevant procedures for studying abroad, and giving them education before going abroad.

Article 14 Before going abroad, international exchange students should sign the Agreement on Studying in Dalian Maritime University with the school (school), specifying the responsibilities for medical treatment and accidents, economic security, and the commitment to return to school on time during their study abroad. The office of international cooperation and exchange is responsible for the management of the signing of the inter-school exchange student agreement, and each college is responsible for the management of the signing of the inter-school exchange student agreement.

Fifteenth international exchange students must go through the formalities of studying abroad before going abroad. The procedures for studying abroad are applied by the students themselves, and the departments to which the students belong report to the International Cooperation and Exchange Office. The International Cooperation and Exchange Office informs the Academic Affairs Office or the Graduate School, and the students can leave the school only after the Academic Affairs Office or the Graduate School handles their student status. Those who leave school without application or approval will not be recognized by the school and will be treated as leaving school without authorization.

Article 16 Before the exchange students leave school, their departments should designate a contact person to keep in regular contact with them. Care about their thoughts and life during their study abroad and give necessary guidance during their study abroad.

Seventeenth inter-school exchange students in our school as teachers, before leaving school, they should also sign a work agreement with the school personnel department, and return to school on schedule.

Chapter IV Cost Management

Article 18 Foreign institutions do not charge tuition fees for international exchange students while studying abroad, but students should pay tuition fees and accommodation fees to our school normally before going abroad. The charging standard is the annual fee standard of this major.

Article 19 Exchange students between schools must apply for passports and visas themselves and pay relevant fees.

Twentieth inter-school exchange students must purchase overseas medical insurance and accident insurance according to the regulations.

Article 21 When going abroad, international exchange students should entrust a person with independent civil capacity and economic repayment ability as their agent and guarantor in China, and provide the school with the detailed mailing address and contact information of the guarantor. Students should inform the school in advance if they want to change their guarantors halfway, and provide written proof and contact information that the new guarantors are willing to bear relevant responsibilities.

Twenty-second inter-school exchange students do not enjoy all the benefits of students during their study abroad.

Chapter V Management of Student Status, Credits and Examinations

Article 23 The international exchange students sent are still registered students in our school, and they must abide by the relevant rules and regulations of our school, complete the courses specified in our school's teaching plan, and the graduation conditions and degree granting conditions should comply with our school's rules and regulations.

Article 24 For the courses and credits involved in inter-school exchange programs, the Office of International Exchange and Cooperation shall be responsible for communicating with foreign universities to obtain specific information about the courses, and the relevant colleges shall organize the professional committees of the colleges to determine alternative courses and credits, and report them to the Academic Affairs Office or the graduate school for examination and approval.

Twenty-fifth foreign courses selected by graduate students in inter-school exchanges should meet the requirements of Dalian Maritime University's postgraduate training program, and the professional courses should be the same as or similar to the courses prescribed by the disciplines. The selected courses and the training plan during the study abroad should be reported to the college and tutor for review and confirmation, and finally to the graduate school for confirmation. The total credits of graduate students at home and abroad are not less than 24 credits, and the degree courses are not less than 14 credits. The graduate school will change the training program of disciplines and majors according to the scores and credits of the courses it has taken abroad, but it cannot exceed the course credits stipulated in the training program.

Article 26 The courses and credits of exchange students between schools in the other school shall be converted according to the alternative courses and credits recognized by our school. After the transformation, according to the progress of our school's training plan, there are still some missing courses, and exchange students choose their own courses to make up for them according to the school's opening situation.

Twenty-seventh exchange undergraduates involved in the graduating class need to return to school to participate in the defense within the specified date, and submit the materials required for graduation qualification examination (including academic performance, electronic photos that meet the specifications, etc.). ) Go to the Academic Affairs Office of the College before graduation qualification examination. The course scores declared after the deadline are regarded as invalid, and the graduation qualification cannot be obtained as scheduled. If you need to extend your studies, you need to submit a written application to the college before the end of April of the graduation year (subject to the time when the college receives the application), and go through the formalities for extending your studies in accordance with the Regulations on the Administration of Student Status, otherwise it will be handled as a fresh graduate.

Twenty-eighth exchange graduate students need to postpone the defense, in accordance with the "Dalian Maritime University graduate students in advance or postpone the defense of the Interim Provisions".

Chapter VI Management during Dispatching Period

Twenty-ninth exchange students should inform the contact person designated by their department within 1 week after arriving at the receiving institution, so as to keep in touch with the school. All departments should report all the students sent by the project to the Office of International Cooperation and Exchange within 3 days after receiving the feedback from the students sent.

Thirtieth overseas students and students in inter-school exchanges shall report their study and life abroad to their departments and international cooperation and exchange offices every month;

Thirty-first students in inter-school exchange should abide by the relevant laws and regulations of our country and the place where they are located, respect local customs and religious beliefs, and strive to learn professional knowledge; We must abide by foreign affairs discipline, pay attention to personal safety, and don't do anything that harms national dignity; In case of major events involving the interests and reputation of the state and the school, it shall report to the local China embassy or consulate or institution or school in time. If there is any violation of discipline, the school will deal with it according to relevant regulations.

Thirty-second students studying abroad, the sending department should be specifically responsible for the management of students, responsible for maintaining regular contact with students, regularly understand the students' ideological trends and study life, and give guidance at any time to enable them to successfully complete their studies. Strengthen the integrity education of the students sent, and urge them to return to school on time to continue their studies.

Article 33 Exchange students who violate local laws or disciplines of foreign universities during their study abroad and are ordered to return to China shall be dealt with as appropriate according to the relevant regulations on student management in our school.

Thirty-fourth exchange students are not allowed to extend their stay abroad, transfer to another school or live in a third country for any reason. If you can't return on time due to special reasons, you must ask for leave from the International Exchange and Cooperation Office in advance, and the leave time can't exceed two weeks. Those who fail to take leave or return after the deadline will be treated as dropping out of school.

Thirty-fifth inter-school exchange students who cannot complete the task of studying abroad for special reasons shall apply for returning to school to complete their studies. In principle, if the absence time is less than 1 month, it can be inserted into the original class for study. If it exceeds 1 month, it will be transferred to the next grade.

Chapter VII Back to School Management

Article 36 Inter-school exchange students should report to their departments within 7 working days after returning to school, submit a summary of studying abroad (not less than 2,000 words), and report it to the International Cooperation and Exchange Office, which will notify the Academic Affairs Office or the Graduate School to go through the formalities of restoring their student status.

Article 37 After returning to school, exchange students should provide their academic achievements to their college within 1 week, and the college will uniformly review their student status according to their achievements and report them to the academic affairs office or graduate school according to relevant regulations.

Article 38 The exchange students' colleges should hold symposiums and reports in time, and the students sent to the colleges should report their experiences and understandings of studying abroad to the teachers and students of the colleges, share their learning achievements and improve the learning enthusiasm of all students.

Thirty-ninth these Measures shall be implemented as of the date of promulgation, and the projects that have been carried out before the promulgation and implementation of these Measures shall still be implemented according to the previous relevant regulations.

Article 40 The International Cooperation and Exchange Office, Academic Affairs Office, Graduate School, Student Affairs Office, Finance Office and Personnel Office are jointly responsible for the interpretation of these Provisions.

Article 4: Party B shall keep in mind the safety awareness. All losses caused by not purchasing medical insurance shall be borne by Party B. ..

Article 5: During his stay abroad, Party B shall guarantee to abide by the laws of China, the regulations of China on overseas personnel, the laws of the host country (region) and the rules and regulations of his school.

Article 6: According to the inter-school student exchange agreement, during the exchange study period, Party B is exempted from paying tuition fees from schools outside the country (territory), but Party B shall normally pay tuition fees and accommodation fees to Party A..

Article 7: Party B must return to China according to the agreed time, and shall not terminate, postpone or change the content of going abroad (territory) in advance without special reasons; In case of termination due to force majeure, a written application shall be submitted to Party A at least one month in advance, and it shall not be changed without Party A's consent.

Article 8: When Party A deems it necessary, it has the right to decide to send a copy of this agreement to the relevant departments or individuals in the country (region) where Party B is located through our embassies and consulates abroad.

Article 9: Party B shall report to Party A within 7 days after returning to China, submit the summary of going abroad according to relevant regulations, and go through relevant procedures such as credit transfer.

Article 10: When Party A violates this agreement, Party B has the right to complain to Party A's superior department and ask Party A's superior department to instruct Party A to implement this agreement and compensate for the losses. If necessary, Party B may bring a lawsuit to the judicial authorities in China, and pursue the legal responsibility of Party A. When Party B violates this agreement, Party A will criticize, educate and deal with Party B according to the breach of this agreement. If necessary, Party A may notify the relevant departments of the country (region) where Party B is studying abroad, or bring a lawsuit to the judicial authorities to pursue Party B's legal responsibilities.

Article 13: After Party B agrees to drop out of school automatically due to breach of contract, Party A shall hand over Party B's files to the local talent exchange center or relevant file keeping department, and the file keeping expenses shall be borne by Party B personally.

Article 14: This Agreement shall come into force as of the date of notarization or signature by all parties, and all signatories shall guarantee to abide by it. Valid until the date when Party B reports to Party A's unit and completes relevant formalities.
