The special plan of colleges and universities enrolls studious and excellent rural students in high schools below the county level (including county-level cities) in remote, poor and ethnic minority areas, and the specific implementation area is determined by the relevant provinces (autonomous regions and municipalities).

Candidates who meet the requirements of the college entrance examination must take part in the college entrance examination, and fill in the college special plan volunteers according to the unified arrangement of the provincial entrance examination institutions where the students are located and the requirements of our school (the subjects selected by the candidates in the comprehensive reform province of the college entrance examination must meet the requirements of the subjects selected by the reported majors (categories)). The college entrance examination scores reached the first batch of undergraduate admission control scores in the provinces (autonomous regions and municipalities) where the students are located.
