The exploration of oil shale resources in China was mostly carried out by different departments such as geology, coal, petroleum, chemical industry and building materials in the 1950s and 1960s. The data are old, the investigation methods are different, and there is no national summary of oil shale. This is the first time to systematically evaluate oil shale resources nationwide.

The new round of national oil and gas resources evaluation is jointly organized by the Ministry of Land and Resources, the National Development and Reform Commission and the Ministry of Finance for the first time, which fully embodies and embodies the characteristics of national oil and gas resources evaluation.
The evaluation task is undertaken by Jilin University, and the cooperative units are Guangdong Geological Archives, Jilin Geological Survey Institute and Hainan Geological Survey Institute. With the strong support of China Youshi University, Fushun, Huadian, Maoming and other production departments, the evaluation model of combining Industry-University-Research is implemented to give full play to the advantages of each unit.

As Jilin University undertakes the work of "National Oil Shale Resource Evaluation" alone, the project team adopts the weekly meeting system and the evaluation scheme demonstration system, so that the problems can be solved and unified in time. Therefore, "unified organization, unified thinking, unified methods, unified standards and unified progress" have been fully realized, especially the unification of evaluation methods and key parameters, which ensured the credibility of the evaluation results.
Fourth, the technical expert group has played a technical check and guidance role.
From the overall design of oil shale resource evaluation, the formulation of implementation plan and management measures, the work design review of each evaluation unit, the training of evaluation methods, the mid-term inspection of the project, the review and acceptance of stage results, and the summary of evaluation results, the technical expert group participated in the evaluation work all the time to strictly ensure the quality of evaluation results.
5. The evaluation system of oil shale resources is established.
A series of resource assessments were put forward in the initial implementation plan. At that time, it was mainly put forward according to the conventional oil and gas resources evaluation system. However, it is very difficult to apply it in practical work, and there is no evaluation standard for oil shale in China. Therefore, according to the new classification standard of solid mineral resources/reserves (GB/T 17766- 1999), and referring to the evaluation standard of coal resources and international practices, a relatively systematic national oil shale resource evaluation system has been established through practical work. The evaluation system fully considers geological factors, economic factors and feasibility, adopts three-dimensional classification and volume method of resources and reserves, is in line with international standards, and implements classification verification and supplementary modification of resources and reserves to make the evaluation results more scientific and applicable.
6. The research on technical recovery coefficient and recovery coefficient was carried out.
Referring to the recovery rate standards of underground and open-pit coal mining stipulated in the Coal Code, the determination standards of technical recovery coefficient of oil shale in evaluation units under different conditions (mining mode, thickness, dip angle, geological conditions and geological reliability) are established. According to the investigation of shale oil recovery and utilization at home and abroad, combined with the actual situation in China, the recovery ratio of shale oil in this evaluation is determined.
Seventh, the single-layer block is used as the basic calculation unit, which improves the quality and accuracy of evaluation.
