Yes, many universities offer it now. If it is a university town type, it can be opened around, but if it is only a comprehensive university, it is recommended to open it inside. Unless there is a special commercial street outside the school (clean and tidy, not the kind of barbecue stalls, fruit stalls and garbage everywhere). It is recommended to drink alcohol in the evening (after 8 o'clock).
