What are the rules for national defense students to apply for graduate students?

National defense students should submit a written application to the training office of the school, which will be examined and approved by the cadres of the political department of the military unit. National defense students who meet the requirements of recommended exemption for postgraduate study shall be reviewed and recommended by universities and campus training offices in accordance with relevant regulations. First, the basic conditions for studying for a master's degree

Second, the application procedure

1. National defense students should submit a written application to the school-based training office to determine the institutions and majors to apply for. The application time is before July 20 of the third academic year for undergraduates.

2. After the school-based training office receives the application for national defense students' postgraduate entrance examination, it should carefully examine and check the candidates' political ideology, realistic performance, colleges and majors, and report the national defense students who meet the conditions for entering the exam to the cadre departments of military units before the end of August of that year.

3. The cadre departments of military units shall review the opinions submitted by the school selection and training office, and issue examination and approval opinions before the end of September of that year.

4. The school-based training office shall promptly notify the applicant of the examination and approval, and may not apply without approval.

Third, the admission work

4. All enrollment units should give priority to the national defense students who apply for the exam under the same conditions as other candidates.

Fourth, graduate students in military academies and military scientific research units.

Five, in institutions of higher learning for graduate students.

1. All students admitted to ordinary colleges and universities are directional or entrusted students, and their qualifications for postgraduate entrance examination are reserved. After reporting for work in the army 1 to 2 years, return to school as a military cadre.

2. After the national defense students who retain the admission qualification join the army, the relevant military units shall arrange for them to return to school on time for postgraduate study within the validity period of their qualifications. During the period of retaining the admission qualification, if the performance in the army is poor and it is not suitable to continue to be a cadre of the army, according to the appointment and removal authority, the political department of the unit where the unit belongs will notify the ordinary colleges and universities, and the relevant colleges and universities will cancel their admission qualification according to the opinions of the army.

3. The management and tuition during the resumption of military cadres shall be implemented in accordance with the relevant provisions of the Ministry of Education and the army on military cadres going to local places to study for degrees.

3 selection conditions

First, the conditions for new high school graduates to apply for national defense students

National defense students must meet the following basic conditions:

The selection object must be an undergraduate or full-time graduate student who is admitted to the national unified examination or meets the admission conditions. These conditions are:

Students who enjoy social compulsory scholarships (directional training) are not included in the selection scope.

4 Admission procedures

There are two kinds of national defense students.

"National Defense Scholarship Agreement" stipulates that

The rights and obligations of national defense students are mainly:

2. I voluntarily take my student status file, graduation certificate and degree certificate as the guarantee to fulfill my obligations, which will be kept by the school and the army.

4, to participate in military and political education and training activities organized by the army, to meet the assessment standards; During the military and political training, I accepted the paramilitary management implemented by the army.

5. Complete all the courses specified in the syllabus within the academic system, with good academic performance. Upon graduation, it is required to comply with the relevant regulations for the army to accept graduates from ordinary colleges and universities.

6. No transfer, study abroad, drop out of school or drop out of school.

7. With the consent of the military, you can change your major, choose a second major, graduate ahead of schedule and apply for a master's degree (including recommended graduate students). Changing majors and choosing two majors should be urgently needed majors in military units. Those who graduate ahead of time will have studied in school for at least three years and obtained a degree certificate. Applicants for master's degree should obtain good academic performance and obtain the CET-4 certificate; The institutions applying for the examination should be colleges, military academies or other local universities that have signed contracts with the military region; The major to apply for should be this major or other majors that are in short supply in the military region recognized by the army; After the school determines the admission, if the major needs to be supplemented with technical posts, it can be directly studied as an army cadre after going through the enlistment procedures, and assigned to the corresponding posts according to the needs of the army after graduation; If the major to be studied needs to be supplemented with command posts, they should work in the army for 1 2 years on the premise that the school reserves the qualification for postgraduate entrance examination, and then continue their studies after supplementing the necessary work experience.

8. After graduation, obey the assignment of troops and work in command or technical positions of troops below the division level; Those who work in the armed forces shall implement the relevant provisions of the Law of the People's Republic of China on Officers in Active Service.

6 principles and scope of choice

(1) In selecting national defense students from college students, we should focus on the objective requirements of cultivating new military talents, adhere to the principles of comprehensive evaluation, quality assurance, fair competition and merit selection, focus on selecting and cultivating professional and technical talents urgently needed by the army, and appropriately select and train junior military command talents.

(2) The scope of selection is mainly science and engineering students, taking into account students of literature and history; Colleges and universities with offices for selecting and training reserve officers are the main ones, and they can also be selected from other contracted colleges and universities as needed.

(3) The selection targets should be undergraduates and graduate students who have participated in the national unified college entrance examination or meet the admission conditions. Undergraduate students choose from the second grade, and graduate students generally choose from the first grade. Students who enjoy other compulsory scholarships such as directional majors in colleges and universities do not participate in the selection.

(4) Encourage outstanding students to participate in the selection of national defense students. Under the same conditions, priority is given to students party member, student cadres, outstanding students, special students, master students and doctoral students, as well as students who voluntarily work in remote and hard areas and grassroots units after graduation.

The physical examination requirements of national defense students are: good health, in principle, in line with the physical examination standards for recruiting students in military academies. Main requirements: the height of boys is not less than 162 cm, and that of girls is not less than160 cm; The weight of boys is not less than 50 kg, and that of girls is not less than 45 kg. Those who are too obese (more than 25% of the standard weight) are not qualified; Uncontrolled vision standard is that the naked vision of each eye is above 4.5(0.3) and the corrected vision is above 4.9(0.8); The command class requires that the visual acuity of each eye is above 4.7, and the excellent ones can be relaxed appropriately, and there is no weakness in red and green blindness; No infectious diseases and so on. What is the difference between national defense students and ordinary college students?

Do a good job in military and political training and daily management of national defense students (including those recruited from ordinary high school graduates), master the thinking and learning trends of national defense students, and pay attention to regular ideological and political work. While completing the prescribed teaching content and military and political training tasks, organize national defense students to visit the army in winter and summer vacations to enhance their understanding of the army. National defense students should have the basic qualities of military cadres when they graduate, and can basically meet the needs of their posts.

National defense students are screened during the whole training period. Colleges and training offices should conduct follow-up inspection, establish training assessment files, and fill in the Registration Form for National Defense Students in Ordinary Colleges and Universities. Those who are not suitable for further training will be disqualified from national defense students.

The difference between national defense students and military school students

Military cadets study in military academies, and after passing the re-examination, they obtain their student status and military status, and begin to calculate length of military service. During the study in school, tuition and fees, living expenses and accommodation fees are not paid, and the military service system is implemented, wearing uniform and student epaulettes, and receiving monthly subsidies.

National defense students study in local universities and enjoy a certain amount of national defense scholarship every year (per year 1 10,000 yuan). Under the condition of not affecting their normal study, the army will carry out necessary military and political training (the required clothes will be uniformly distributed by the army), join the army after graduation and appoint officers. Length of military service is counted from the date of graduation and enlistment. During their study in school, national defense students enjoy the same rights as national unified enrollment except other compulsory scholarships.

The courses of national defense students are different from those of ordinary college students.

Armed police national defense students

If you can become a national defense student, you will have the following 13 subjects different from other ordinary college students. They are national defense construction, introduction to military law, introduction to the people's army, military psychology, ideological and moral cultivation of revolutionary soldiers, military grass-roots cultural work, military sports, queues, basic military skills, military thinking, a brief history of war, an overview of military high technology, and military leadership science and methods.

Treatment of national defense students after graduation and enlistment

After national defense students graduate and join the army, the first year is the probation period, and length of military service is counted from the date of joining the army. The first evaluation of military ranks, evaluation of professional and technical positions, determination of professional and technical grades and allocation of housing are treated equally with graduates who entered military schools in the same period. Wages and salaries shall be implemented in accordance with the relevant regulations of the Central Military Commission and the headquarters.

National defense students enjoy the same treatment as cadres at the same level after graduation and enlistment. For example, according to the Regulations on the Leave of Military Cadres, cadres living at home can take 20 days off every year as officers; Cadres living in other places can take 30 days off every year if they are unmarried, and 40 days off every year if they are married; After passing the post (level) or professional skills, if their family members or their parents are only children, they can go through the formalities of enlistment and move their household registration to the military station where the cadres are located. 7. Treatment of national defense students

① For the national defense students admitted, the enrollment colleges, the training center and the students themselves sign a national defense student scholarship agreement, and they can enjoy the national defense student scholarship of 1 10,000 yuan per person per year provided by the army during their study at school (if more scholarships are added, they will be implemented according to the new standards), and they can also enjoy other non-compulsory scholarships from other universities.

② The troops arrange military and political education and training for national defense students in their spare time or holidays, and visit and practice in the troops.

After graduation, national defense students can choose jobs in combat troops, scientific research institutes, colleges, logistics, armed police and equipment technical support units under the jurisdiction of major military regions and headquarters, formally go through the enlistment procedures, be appointed as lieutenants, and enjoy the treatment of officers with the same rank in the same region.

It is reported that national defense students can enjoy national defense scholarships provided by the army and non-compulsory scholarships during their studies at school. The national defense scholarship is tentatively set at 10000 yuan per person per year. The political examination, interview and physical examination of candidates are carried out simultaneously with the recruitment of high school graduates from ordinary middle schools in military academies.

During their study in school, national defense students have achieved their training objectives, obtained corresponding academic qualifications and degree certificates, and their political, age and physical conditions meet the requirements of "Several Provisions on Receiving Graduates from Ordinary Colleges and Universities". According to the training objectives and the professional and personal qualities of national defense students, they are selected to serve as military (police) officers in the army according to the agreement. National defense students who graduated from the army are treated equally with graduates who entered military academies at the same time in terms of initial evaluation of military (police) titles, evaluation and employment of professional and technical posts, determination of professional and technical levels, housing and so on. National defense students who graduate from universities are generally designated as deputy company posts (professional technology 13 level) and lieutenant ranks (police).

Fudan University is the earliest university with national defense students in China. On 1999, the school signed an agreement with the Armed Police Force to recruit national defense students, and its system is different from that of ordinary national defense students. All national defense students of Fudan University can obtain military status and receive similar treatment as military schools. Tuition, books, accommodation, utilities and other expenses are free. Starting from 1999, national defense students enrolled journalism (1999, 2003, 2005), law (2002), Chinese (200 1 2006), philosophy (2000, 2007) and computer. In recent years, due to more and more schools enrolling national defense students, the number of students has become insufficient. Since the national defense students of Chinese Department in 2008 entered the school, the system of "joining the army when entering the school" has been abolished, and new national defense students enjoy the same treatment as other schools.

In addition, national defense students who are not employed after graduation must go to military academies (specifically related to receiving troops) for a period of training. According to relevant regulations, the minimum service life is 8 years from length of military service.

8 default processing

Twenty-seventh people who enjoy the national defense scholarship have one of the following acts, and shall terminate the agreement:

(a) the political stance is not firm, there are anti-party and anti-socialist remarks or behaviors, and they join illegal organizations.

(two) in violation of national laws and regulations, punished by the judicial and public security departments.

(seven) other personnel who are not suitable for continuing training. Students whose agreement is terminated will no longer enjoy national defense scholarships.

Twenty-eighth training office shall, in accordance with the plan, timely inspect the replacement object and do a good job in replacement.

Students who fail to perform the agreement during the period of enjoying the national defense scholarship or when they graduate shall be regarded as breach of contract. Those who violate the contract must return the national defense scholarship they have enjoyed and give certain economic penalties. Students who are eliminated due to the reasons in Items (1), (2), (3) and (4) of Article 27 of the Measures for the Issuance and Management of National Defense Scholarships shall pay a certain amount of compensation in addition to returning the national defense scholarships they have enjoyed. If individual circumstances are serious, administrative punishment shall be given or legal responsibility shall be investigated in accordance with relevant regulations; Students who have been eliminated due to the provisions of Item (5) of the Measures for the Issuance and Management of National Defense Scholarships need to return the national defense scholarships they have enjoyed; Because paragraph (6) of the Measures for the Issuance and Management of National Defense Scholarships stipulates that eliminated students can enjoy national defense scholarships without refund.
