1. Qualified graduates should contact the Academic Affairs Office of their college with relevant supporting materials, apply for and fill out the Application Approval Form for Employment and Entrepreneurship Subsidies for College Graduates in Shenyang, and prepare relevant application requirements as required.

2. The College Student Affairs Office conducts a preliminary examination of the application materials, and submits the list of graduates applying for subsidies and the application materials to the Employment Guidance Center of the College Student Affairs Office.

3. The Employment Guidance Center of the Student Affairs Office of the school will review the application materials, and submit the list of graduates and application materials approved by the school to the Municipal People's Social Security Bureau for review.

4. The Municipal People's Social Security Bureau shall review the application materials, and submit the list of graduates and application materials approved by the review to the finance department at the same level for appropriation.

5. The financial department at the same level will directly allocate the subsidy funds to the individual bank accounts of graduates applying for subsidies according to the list of graduates audited by the Human Resources and Social Security Bureau and the subsidy standards.
