1976 graduated from the Chinese Department of Hubei University and stayed in school; 1987 graduated from the political department of Hubei University with a bachelor's degree in law. He studied in China Renmin University and South China Normal University for two years. 1before February 1993, he served as secretary of the Youth League Committee of Hubei University, deputy director of the Propaganda Department, deputy director of the Education Department, and secretary of the General Party Branch of the Marxist-Leninist Department. 1February, 1993, served as vice president of Hubei University and member of the Standing Committee of the Party Committee. 1March 1995 Deputy Secretary of the Party Committee of Hubei University. He is also a member of the Hubei Provincial Political Consultative Conference and director of the National College Ideological and Political Education Research Association; Vice President of Hubei University Ideological and Political Education Research Association; Vice President of Hubei Higher Education Research Association. In June 2000, he served as Party Secretary of Three Gorges University.
