He used to be an assistant engineer and engineer of Jinan Textile Machinery Factory, a teacher of Jinan Branch of Shandong Institute of Mining and Technology, a deputy manager of technology development company of Jinan Branch of Shandong Institute of Mining and Technology, a cadre of graduate education center of Shandong University, director of enrollment office of graduate school of Shandong University (deputy department level), director of degree office of graduate school of Shandong University (deputy department level), and deputy director of provincial quality and technical supervision bureau.

In May 2007, he served as Chairman of Shandong Provincial Committee of Jiu San Society.

In June 2008, he served as deputy governor of Shandong Province.
