Before making a decision on punishment, the college (department or directly affiliated unit) where the student belongs shall inform the student of the facts, reasons, basis and punishment level to be punished, and listen to the student's own statements and defenses, and the student entrusts an agent to make statements and defenses. The identity and authority of the agent shall be confirmed in the form of written power of attorney.

The written decision on punishment shall be delivered to the student by the college (department, directly affiliated unit) of the student together with the political and educational affairs office and other relevant departments within 15 working days after the decision is made, and the student shall record the date of receipt and sign the notice (see Annex 2 for details);
If a student refuses to accept the written decision on punishment, the addressee shall truthfully record the situation and date of refusal on the notice of service, which shall be signed by two witnesses present, and the written decision on punishment shall be deemed to have been served.
If the punishment decision cannot be delivered to the student himself, it can be registered by the Student Affairs Office and mailed to the adult family members of the student. From the date of mailing (subject to the postmark date of the post office), it will be deemed to be mailed 30 days later;
If it cannot be mailed, the Student Affairs Office will make an announcement on campus. After the expiration of 30 days from the date of announcement, it shall be deemed to have been sent, and the reasons and process shall be truthfully recorded.
