Chapter III Measures for the Administration of Hydropower in Southwest University
Hydropower management

Article 7 Application and acceptance of water and electricity use

(a) all units and individuals that need water and electricity shall apply to the functional department of water and electricity management, and the units and individuals outside the school shall sign a water and electricity supply contract with the school and pay the deposit according to the regulations;

(two) units and individuals to change the nature of water and electricity, household name, suspend or stop using water and electricity, mobile metering facilities, should apply to the water and electricity management department in advance, go through the relevant formalities;

(3) Units that need to add high-power (more than 2KW for a single piece and more than 0kW for multiple pieces/kloc-0) power facilities and equipment shall submit the procurement application materials to the Infrastructure Logistics Department for review and filing.

Article 8 Hydropower metering management

(a) all units and individuals that use water and electricity must install meters, and all buildings and units that can centrally measure must install master meters. For units and individuals that are difficult to measure independently, their electricity consumption is shared by electric power, and water consumption is comprehensively shared by housing area and number of students;

(two) the installation of metering devices shall be the unified responsibility of the hydropower management department, and no unit or individual may purchase, install, change or dismantle them by itself;

(three) the metering device can not be accurately measured, should be replaced in a timely manner, the cost of their own.

Article 9 Water and electricity cost management

(a) strictly implement the unified national standard of water and electricity charges, adhere to the principle of "who uses, who pays";

(two) the office utilities of the party and government departments of the school shall be borne by the school, and the non-office utilities shall be paid according to the actual amount;

(three) all other units and individuals in the school pay the utilities according to the actual amount;

(4) The water and electricity used by students in student dormitories are "free of charge and overpaid";

(five) production and operation, unit water and electricity are charged in full, and the management fee of 10% is added;

(six) the water and electricity management department should check the water and electricity consumption on a monthly basis and submit a quotation report to the school finance department on a monthly basis;

(seven) fees are divided into two forms: "withholding" and "paying" according to different objects. The units and employees in the school are withheld by the financial department of the school, and the logistics group and other units and individuals are paid by the hydropower management function department; (eight) for the unit that refuses to pay the water and electricity fee, after the approval of the school, the financial department will directly allocate the funds of the unit by virtue of the Notice on Payment of Water and Electricity Fee.

Tenth hydropower project management

(a) the school hydropower infrastructure construction by the school unified planning, design and implementation;

(two) where the design of new and rebuilt hydropower projects, must be audited by the hydropower management department. After the completion of the project, it must be accepted by the functional department of hydropower management. Relevant information on hydropower completion shall be submitted to the school archives for filing. Without the examination and acceptance of the hydropower management department, the project will not be electrified;

(three) the need to transform the internal hydropower facilities and pipelines of the unit shall be designed in accordance with the specifications, and the design scheme shall be submitted to the hydropower management department for review. Without consent, it shall not be organized and implemented without authorization.

Eleventh hydropower facilities maintenance and operation management

(a) the maintenance and operation of hydropower facilities to implement the "unified management, hierarchical responsibility system", units and individuals are not allowed to change and dispose of;

(two) the daily operation management and maintenance of the substation (distribution) room, pump room and meter room in the school shall be the responsibility of the infrastructure logistics department;

(3) The logistics team is responsible for the daily maintenance and repair of hydropower facilities.

Twelfth water-saving and electricity-saving management

(a) vigorously carry out education and publicity on saving water and electricity, improve the saving consciousness of teachers, students and employees of the whole school, advocate frugal lifestyle and form frugal fashion;

(2) Party and government organs and departmental staff should practice strict economy, turn off all kinds of power supplies when people are walking, and control the indoor air conditioning temperature to not less than 26℃ in summer and not more than 20℃ in winter;

(three) the heads of secondary colleges and departments, as the responsible person of water-saving and electricity-saving supervision in this department, will incorporate water-saving and electricity-saving into the target responsibility system of each unit. For laboratories with large-scale experimental devices, the person in charge of the laboratory shall be designated as the person in charge of hydropower management;

(4) The Student Affairs Office should incorporate the construction of conservation-oriented campus into the management of students' education, actively guide and support students to carry out extensive educational activities to save "one drop of water and one degree of electricity", and put an end to the phenomenon of "ever-burning lamps and flowing water";

(five) public * * * teaching building, public * * * classroom water and electricity to implement target responsibility management, to avoid water and electricity waste;

(six) strictly control the switching time of public lighting and landscape lights, and make maximum use of natural light;

(seven) green water, environmental sanitation, road spraying and other water to minimize the use of tap water;

(eight) to promote the use of water-saving and electricity-saving new products.
