Article 1 In order to ensure the smooth progress of undergraduate enrollment in Tsinghua University and safeguard the legitimate rights and interests of candidates, the Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and other relevant provisions of the Ministry of Education, and in combination with the specific situation of undergraduate enrollment in Tsinghua University.

Article 2 The enrollment work in Tsinghua University follows the principles of "fair competition, fair selection, open procedures, comprehensive assessment, comprehensive evaluation and merit-based admission".

Article 3 Enrollment in Tsinghua University is subject to the supervision of discipline inspection and supervision departments, candidates, parents, media and all sectors of society.

Chapter II Organizational Structure

Article 4 Tsinghua University shall set up an enrollment leading group, which shall be responsible for formulating the articles of association, enrollment plan and enrollment policy for undergraduates, and discussing and deciding major issues of undergraduate enrollment.

Article 5 Tsinghua University Admissions Office is a permanent organization that organizes and implements the enrollment work, and is responsible for the daily work of undergraduate enrollment.

Article 6 The Tsinghua University Admissions Office shall set up working groups according to the needs to recruit students from all provinces (autonomous regions and municipalities).

The Admissions Working Group assists the Admissions Office to carry out enrollment publicity, consultation, registration and admission in all provinces (autonomous regions and municipalities).

Article 7 The enrollment work in Tsinghua University is supervised by the school discipline inspection committee.

Chapter III Planning and Access

Article 8 The enrollment scale of Tsinghua University shall be discussed and decided by the school affairs meeting.

According to the actual situation of our school's talent training objectives and school conditions, Tsinghua University has made overall consideration of the number of candidates, the quality of students, coordinated regional development, key support policies and calendar year plans, and determined the enrollment plan by province.

After being approved by the Ministry of Education, it will be announced to the public by the provincial admissions departments.

Article 9 Tsinghua University implements the admission system of "the school is responsible and the enrollment is supervised" stipulated by the Ministry of Education.

Under the leadership of the Ministry of Education, it is conducted under the unified organization of the competent departments of enrollment in all provinces (autonomous regions and municipalities).

Article 10 Tsinghua University accepts candidates according to the categories of science and engineering, literature and history and art.

Eleventh Tsinghua University according to our school in the provinces (autonomous regions and municipalities) enrollment plan and candidates to enter oneself for an examination, determine the file transfer ratio and file transfer score, file transfer ratio is generally controlled within 120% of the enrollment plan.

At the time of admission, the school can make appropriate adjustments to the enrollment plan of each examination area according to the quality of the students who apply for the examination.

Article 12 In the case that the ideological and political moral assessment and physical health examination are qualified, and the college entrance examination scores reach the admission control scores of a number of undergraduate students in this province (autonomous regions and municipalities) and meet the requirements of Tsinghua University's file transfer, the school will refer to the comprehensive quality evaluation and academic level test scores of candidates, and enroll them from high score to low score according to the college entrance examination scores of candidates, and the scores of single subjects should reach the passing level in principle.

Thirteenth Tsinghua University in the file transfer, admission in principle, the provinces (autonomous regions and municipalities) admissions department according to the relevant policies of the Ministry of education to give candidates extra points; If the same candidate has more than one policy plus points, only the highest score will be taken, and the plus points shall not exceed 20 points.

For self-selected candidates accredited by Tsinghua University, unless otherwise agreed in the accreditation agreement, the agreement shall prevail.

Fourteenth only in the case that the number of volunteer candidates in the first university is insufficient, Tsinghua University accepts non-first university volunteer candidates.

However, the scores of non-first volunteer candidates in the college entrance examination must reach the average score of a volunteer candidate in our school and be subject to professional adjustment.

Fifteenth Tsinghua University according to the candidates' college entrance examination results and professional volunteers for professional admission, there is a certain level difference between professional volunteers.

The principle of determining the grade difference of scores is to take the satisfaction rate of all candidates who apply for Tsinghua in this examination area as the maximum, and select a certain score between 1-5 as the grade difference.

Article 16 When Tsinghua University was admitted to Jiangsu Province, the minimum requirements for the academic level test were A+ and A; The minimum requirements of the two elective subjects for self-taught candidates, art specialty students, non-common language candidates and other special types of candidates are the academic level test scores of high-level athletes and Art Candidates, which shall be implemented in accordance with the relevant regulations of Jiangsu Province.

Seventeenth Tsinghua University in some provinces to recruit national defense students and orientation students.

When provinces (autonomous regions and municipalities) enter oneself for an examination the number of candidates of national defense students and orientation students in the first batch of undergraduate admission scores in Tsinghua University is less than the enrollment plan, they can consult the files of candidates who have filled in the volunteers of national defense students and orientation students within 20 minutes of the first batch of undergraduate admission scores in Tsinghua University, and choose the best candidates.

Article 18 Tsinghua University undertakes the "Special Plan for Targeted Enrollment in Rural Poverty-stricken Areas" in accordance with the relevant provisions of the state, and conducts targeted enrollment for candidates who take the national unified examination in 832 key poverty alleviation and development counties and concentrated contiguous counties with special difficulties.

Special planning shall be carried out with single report, single batch and single standard.

Nineteenth Tsinghua University in accordance with the relevant provisions of the state, in conjunction with the army to recruit and train "dual student status" flight students.

After being recruited and selected by flight cadets, students first enter the Military Flight Academy for intensive military and political training and screening for experiencing flight, and then our school selects the best students with flight potential to enter the "pilot class" for study.

"Pilot class" candidates' college entrance examination scores shall not be lower than 60 points (750 points system, non-750-point provinces are converted in proportion) under the undergraduate admission scores of the provinces (autonomous regions and municipalities).

The training mode is "3+ 1". Students study in Tsinghua for three years first, and then in the Military Flying Academy 1 year.

Chapter IV Supplementary Provisions

Twentieth Tsinghua University in accordance with the relevant provisions of the Ministry of Education and the school, to carry out the enrollment work of students who walk, students who choose independently, students with artistic specialties, high-level athletes, non-common languages, overseas Chinese from Hong Kong, Macao and Taiwan.

Twenty-first Tsinghua University Academy of Fine Arts shall, according to the articles of association and the characteristics of art majors, formulate specific implementation rules for enrollment.

Twenty-second Tsinghua University undergraduate enrollment physical examination standard according to the Ministry of education, the Ministry of health, the China Disabled Persons' Federation issued the "guidance of physical examination in colleges and universities", combined with the actual situation of our school, and as the basis of our college entrance examination.

Article 23 After the promulgation of the Articles of Association, in case of adjustment of enrollment policies for college entrance examinations in some provinces, Tsinghua University will formulate corresponding enrollment policies and announce them separately.

Article 24 The Tsinghua University Admissions Office shall be responsible for the interpretation of these Articles of Association.
