Ordinary undergraduates can take the exam directly, while junior college students need to work for more than two years to take the exam. They definitely need a degree. Postgraduate entrance examination does not require CET-4, but it can't pass CET-4, and English for postgraduate entrance examination doesn't necessarily cross the line.
