Haibin College of Beijing Jiaotong University is a full-time undergraduate independent college approved by the Ministry of Education and jointly organized by Beijing Jiaotong University and Huacheng (Huanghua) Science and Education Co., Ltd.. It belongs to the Education Department of Hebei Province and is included in the national unified enrollment plan. The college is a private institution of higher learning.

All majors have a four-year academic system. Students who have completed their studies and passed the examination will be awarded the undergraduate diploma by Haibin College of Beijing Jiaotong University. Those who meet the requirements of bachelor's degree will be awarded a bachelor's degree certificate from Haibin College of Beijing Jiaotong University.
