According to the report, since the reform and opening up, more than 700,000 people with higher education in China have gone abroad to study, but less than13 of them have returned to China, and more than 2/3 have chosen to stay abroad for development. According to relevant surveys, since 1985, more than 70% of the graduates from Tsinghua Peking University who are involved in high-tech majors have gone to the United States.

In addition, the "internal drain" caused by R&D institutions of multinational enterprises in China has become a new trend worthy of attention in the flow of scientific and technological human resources in China. According to the report, although some R&D institutions set up by multinational companies in China have R&D personnel and technical experts from China working in China, from the perspective of their clients, the attribution of research results or contributions cannot be reasonably included in China's statistics. Therefore, this kind of personnel can not be reasonably included in the category of China's scientific and technological human resources. At present, more than 400 Fortune 500 companies from 14 countries have set up R&D institutions in China. Some multinational companies in China have become the first choice for returnees and graduates from famous domestic universities.
