First, encourage college graduates to work in small and medium-sized enterprises and non-public enterprises. Enterprises that absorb and reserve college graduates can enjoy relevant employment support policies. Within three years from the date of implementation of this notice, the local government will give appropriate subsidies to small and medium-sized enterprises and non-public enterprises that employ and reserve a certain number of local college graduates and sign labor contracts with newly hired college graduates for more than one year and pay social insurance; For high-growth high-tech demonstration enterprises that employ and reserve college graduates and sign labor contracts with newly-hired college graduates for more than 1 year and pay social insurance, the municipal government will give each enterprise a one-time job training and social insurance subsidy of 2000 yuan. College graduates who are employed in non-public enterprises and participate in the basic old-age insurance will be employed by state organs and institutions in the future, and their basic old-age insurance payment period can be combined and calculated as the length of service. College graduates who are employed in non-public enterprises are treated equally with employees of state-owned enterprises in terms of professional and technical qualifications.
Second, support college graduates to start their own businesses. Self-employed college graduates can enjoy the discount policy of small secured loans and other forms of small loans, and the maximum amount of discount loans does not exceed 50,000 yuan. In accordance with the principle that the provincial, city, county (city) district-level finance shares a certain proportion, a full discount will be given within 3 percentage points of the benchmark loan interest rate announced by the People's Bank of China. Self-employed college graduates who meet the requirements of the Youth Entrepreneurship China (YBC) project can get a three-year interest-free and unsecured start-up capital loan of 30,000-50,000 yuan. If college graduates who are self-employed and flexible in employment need personnel agency, the personnel service agency of the government personnel department will provide personnel agency service for three years free of charge. College graduates who engage in self-employment within two years after graduation, except for industries restricted by the state, will be exempted from registration, management, licenses and other administrative fees within three years from the date of first registration in the industrial and commercial departments, and can enjoy preferential tax policies according to state regulations. Five, strengthen the employment service for college graduates. Government personnel departments should actively bridge the gap between universities and employers, support universities to adjust their major settings according to social needs, implement "order-based" education and directional training, and create a "through train" for employment. Government personnel departments and their subordinate talent service institutions should hold various talent exchange meetings regularly and irregularly to build a two-way selection platform for college graduates and employers. All kinds of college graduates' recruitment activities organized by the government personnel department and its subordinate talent service agencies are free for employers and college graduates to enter the market, and provide free file storage and transfer services for college graduates who intend to work within two years after graduation. Governments at all levels give special subsidies to public service institutions for personnel and talents who provide public services for free employment of college graduates.
Six, give key support to the employment of college graduates from difficult families. Personnel service agencies of government personnel departments provide free employment guidance and employment recommendation services for rural low-income families, urban poor workers' families and college graduates from zero-employment families; If personnel agency is needed, the personnel service agency of the government personnel department will provide personnel agency service for five years free of charge. In line with the conditions of people with employment difficulties, the county (city) district-level public employment service institutions shall indicate on their employment unemployment registration certificates that they can enjoy relevant employment assistance policies. Give priority to arranging college graduates from poor families to participate in employment internships, and give priority to recruiting college graduates from poor families to work in public welfare posts. College graduates from poor families are exempted from registration fees and medical examination fees when they take the civil service examination and the examination for recruiting staff in public institutions.
Seven, relax the conditions for college graduates to settle down. After leaving school, college graduates can move their registered permanent residence to their place of work or return to their places of origin according to their own wishes. If it is necessary to move the household registration back to the original household registration place, the household registration certificate and graduation certificate shall be used to go directly to the public security organ where the original household registration place is located for settlement procedures. College graduates who have found employment units and have handled personnel agency in the personnel agency of the government personnel department are allowed to settle in the personnel agency of the government personnel department or the collective households of employment units. Graduate students with master's degree or above who meet the application conditions of economic rental housing shall be declared by the talent service agency of the government personnel department, and can go through the settlement formalities in the public security organ where the economic rental housing is located.
Eight, vigorously tap the employment of college graduates. Give full play to the role of government investment and major projects in promoting employment. When arranging government investment and determining major construction projects, it is important to increase the employment of college graduates, protect and support the development of enterprises, and do everything possible to expand employment. Encourage large and medium-sized enterprises, especially innovative enterprises, to attract college graduates, and support difficult enterprises to retain the technical backbone of college students. State-owned enterprises and institutions should give priority to college graduates when accepting personnel. Units and universities undertaking major national and local scientific research projects should actively employ outstanding graduates. Special scientific research projects in colleges and universities can attract graduates to participate in the research, and their labor costs and related social insurance premiums should be paid from the project funds. The personnel, labor and social security departments of governments at all levels should actively take the lead in coordinating government departments and units, as well as various industry associations and non-governmental organizations, vigorously tap the employment positions of college graduates, collect job demand information from all walks of life, and publish it regularly.
9. Attracting outstanding graduates from normal universities and medical colleges to work in Chengdu. Strengthen college graduates' employment education and psychological counseling, guide them to rationally and objectively understand the employment situation, reasonably adjust employment expectations, and establish a correct concept of employment and success, thus forming a good environment in which the government cares about college graduates' employment, the society supports college graduates' employment, and college graduates actively seek jobs and start businesses.
