First, the structure and writing of the instruction.
The request includes the title, the main sending organ, the text and the time of receipt.
(1) Title: The title of request for instructions should generally indicate the issuing authority, reason and language, and the issuing authority may be omitted sometimes.
(2) Text: The text of the request includes three parts: reasons, matters and requirements.
1. Reason. The reason for asking for instructions is the reason and basis for asking for instructions and requirements. It should be written at the beginning of the text, explaining the reasons first, and then writing the matters and requirements for instructions, so as to be logical and convincing.
2. It matters a lot. Refers to the specific matters approved, helped and answered by superiors. Generally, it includes principles, policies, methods, measures, opinions and opinions. Matters for instructions shall comply with national laws and regulations, be practical and operable. Therefore, the matters should be written specifically and clearly.
3. It's over. At the end of the request for instructions, there are generally words such as "above, please reply", "above, please instruct" and "above, please approve". Although these are simple sentences, they are an indispensable part of asking for instructions and cannot be omitted or vague.
Second, the writing principle of asking for instructions
(1) One article and one thing.
A request can only write one thing. Some units ask for instructions from superiors, and often several questions are written together, thinking that as long as one problem can be solved, none can be solved, because "one article involves many things" and involves many policies, it is difficult for any superior to answer, let alone several units to answer at the same time.
(2) Don't ask multiple principals for instructions.
A request for instructions is only sent to one higher-level leading organ or higher-level competent department, not to two or more organs at the same time, nor to multiple leaders respectively. When necessary, the relevant units can adopt the form of cc. In this way, we can avoid prevarication and wrangling. Some units think that it is a mistake to issue insurance for a long time and engage in "extensive cultivation and thin harvest". As a result, everyone is related, but no one cares.
(three) shall not leapfrog instructions
Asking for instructions, like other official documents, is generally not beyond the scope of asking for instructions. Because of special circumstances or urgent matters need leapfrog instructions, should also be copied to the leapfrog authorities.
(four) shall not be copied to the lower authorities.
The request for instructions is an upward document, and it is not allowed to be sent to subordinates at the same time, and it is not allowed to ask subordinates to perform matters without the approval and consent of superiors.
