Chapter I General Provisions
Article 1 In order to standardize the enrollment of Xiamen University and safeguard the legitimate rights and interests of candidates, these Articles of Association are formulated in accordance with the Education Law of the People's Republic of China, the Higher Education Law of People's Republic of China (PRC) and the relevant provisions of the Ministry of Education, combined with the actual situation of Xiamen University.
Article 2 The full name of the school is Xiamen University (GB code 10384), which consists of Siming Campus, Xiang 'an Campus, Zhangzhou Campus and Malaysia Branch. Xiamen University was founded in 192 1 by Mr. Chen Jiageng, a famous patriotic overseas Chinese leader. Article 3 From 20 16, the Malaysian branch of Xiamen University began to enroll students in China, which was included in the national unified college entrance examination, and a batch of undergraduate students in various provinces (autonomous regions and municipalities directly under the Central Government) were admitted to Xiamen University. Article 4 The enrollment work of Xiamen University follows the principles of fair competition, fair selection, openness and transparency, and is conducted through comprehensive assessment, comprehensive evaluation and merit-based admission.
Chapter II Organizational Structure
Article 5 Xiamen University shall set up a leading group for enrollment work, headed by the president, with school leaders in charge of enrollment examination, educational affairs and student affairs as deputy heads, and members shall be composed of leaders at or above the school level and heads of relevant departments, who shall be responsible for formulating enrollment policies and studying and deciding on major enrollment matters.
Article 6 On the basis of the leading group for enrollment work, Xiamen University shall set up the Admissions Committee of Xiamen University by absorbing representatives of teachers, students and alumni, and give full play to its role of decision-making, consultation, democratic supervision and management.
Article 7 The Admissions Office, as a permanent institution for enrollment of Xiamen University, shall, under the leadership of the leading group for enrollment of Xiamen University, implement the national enrollment policies and regulations, and be specifically responsible for organizing and implementing the enrollment of Xiamen University.
Article 8 The discipline inspection and supervision department of Xiamen University is responsible for supervising the enrollment of schools.
Chapter III Enrollment Plan
Article 9 Xiamen University enrolls students for all provinces (autonomous regions and municipalities directly under the Central Government) within the annual enrollment scale approved by the Ministry of Education. According to the spirit of relevant documents of the Ministry of Education and the reality of Xiamen University, combined with the compilation and specific use of the enrollment plans of Xiamen University by province and specialty in recent years, Xiamen University has made the enrollment plan scientifically and reasonably, taking into account factors such as the number of students, the quality of students, the enjoyment of educational resources and the coordinated development between urban and rural areas and regions. The specific enrollment plans of all provinces and majors can refer to the enrollment plans of colleges and universities published by Xiamen University Admissions Network () or the enrollment departments of all provinces.
Article 10 Candidates who apply for Xiamen University's high-level sports teams and foreign language majors are not included in the provincial and professional plans announced by our school.
Article 11 According to the relevant documents of the Ministry of Education, Xiamen University reserves an enrollment plan of no more than 1% within the annual enrollment scale approved by the state, which is mainly used to adjust the imbalance of students in the online entrance examination.
Twelfth Xiamen University will continue to implement the national special plan and the university special plan (Phoenix Plan) to recruit students, and further increase the proportion of enrollment plans in the central and western provinces. Our school will consider the quality of students and the rationality of regional distribution as a whole, and refer to the arrangement of our school's enrollment plans in various provinces to determine and announce the enrollment majors and number of students in the special plan of colleges and universities (Phoenix Plan).
Article 13 Xiamen University adopts the mode of "large-scale enrollment and large-scale training" in undergraduate enrollment and training. Chapter IV Enrollment Requirements
Fourteenth candidates who apply for foreign language major in Xiamen University are required to use English as the language of the college entrance examination. All majors in Xiamen University Malaysia are taught in English. Candidates whose college entrance examination language is not English should fill in the form carefully. For details, please refer to "General Rules for Recruiting Undergraduate Students from China in 2020". All majors in the School of Creativity and Innovation of Xiamen University are taught in both Chinese and English. Candidates whose language is not English in the college entrance examination should fill in the form carefully.
Fifteenth candidates who apply for arts, high-level sports teams, foreign languages, strong foundation programs, and characteristic college programs (Phoenix Program) shall be subject to the relevant assessment requirements and relevant notices. After students of art and high-level sports teams enter the school, Xiamen University will review their professional level according to the enrollment policy and admission standards, and those who do not meet the admission conditions will be disqualified.
Sixteenth Xiamen University enrollment categories do not limit the proportion of men and women.
Article 17 The requirements for candidates' physical health status shall be implemented in accordance with the Guiding Opinions on Enrollment Physical Examination of Ordinary Colleges and Universities issued by the Ministry of Education, the Ministry of Health and the China Disabled Persons' Federation and the Notice of Ministry of Human Resources and Social Security, the Ministry of Education and the Ministry of Health on Further Standardizing Enrollment Physical Examination Items and Safeguarding the Enrollment and Employment Rights of HBsAg Carriers. Within three months after the new students enter the school, Xiamen University will re-examine their admission qualifications and physical health according to relevant regulations. Those who do not meet the admission conditions or resort to deceit will be disqualified.
Eighteenth Xiamen University in Zhejiang, Shanghai, Beijing, Tianjin, Shandong, Hainan enrollment category (professional) subject requirements to the latest information released by the provincial admissions examination department shall prevail. For enrollment categories (majors) with requirements for elective subjects, candidates can apply only if the elective subjects meet the requirements.
Chapter V Access Principles
Article 19 Xiamen University determines the file transfer ratio according to the file transfer rules of the source province and the quality of the applicants. According to the batch of parallel volunteer, in principle, according to the number of enrollment plans 100% admission; According to the non-parallel volunteer batch, in principle, the file is shifted within 105%- 1 10% of the enrollment plan. Zhejiang and Shandong are adjusted according to 100% of the enrollment category (major) plan, while Shanghai, Beijing, Tianjin and Hainan are adjusted according to 100% of the enrollment category (major) plan.
Article 20 Xiamen University enrolls majors in all provinces (autonomous regions and municipalities directly under the Central Government) according to the candidates' scores from high to low, and according to the candidates' volunteers and enrollment plans. There is no difference in professional grades between professional volunteers.
Article 21 Xiamen University is admitted in Inner Mongolia according to the rules of "Admission Plan 1: 1". Candidates can consult the Inner Mongolia Education Admissions Examination Center for information such as volunteering and admission rules.
Article 22 Xiamen University recognizes that it conforms to the national policies recognized by the Ministry of Education and the provincial admissions committees, but all the points and scores for the college entrance examination are not applicable to enrollment projects that do not arrange provincial and professional enrollment plans. According to the batch reported by parallel volunteer, Xiamen University enrolls students in major categories (or majors) according to the file scores containing candidates' ranking information after the provincial admissions department files (Note: Jiangsu's admission principle is subject to Article 26, Zhejiang, Shanghai, Beijing, Tianjin, Shandong and Hainan's admission principle is subject to Article 27), and the candidates with the same file scores are sorted according to the ranking rules determined by the provinces. For batches that implement parallel volunteer but do not provide candidates' ranking information, or batches that implement non-parallel volunteer filing, Xiamen University enrolls students according to categories (or majors) according to the results of candidates' filing after being filed by the provincial admissions department. For candidates with the same bidding results, those with the highest scores in the college entrance examination papers are preferred, those with the same scores in the college entrance examination papers are ranked in Chinese and mathematics, and those in science and engineering are ranked in mathematics and English.
Article 23 According to the batch of non-parallel volunteer, Xiamen University can accept candidates who are not volunteers from the first college if the number of volunteers from the first college is insufficient. According to the batch submitted by parallel volunteer, if the plan is not completed after the first submission, you can participate in the solicitation of volunteers in your province. If the recruitment of volunteers is still insufficient, the remaining plans will be transferred to other provinces with good student quality to complete the enrollment plan.
Twenty-fourth admission principles of art majors shall be implemented in accordance with the relevant provisions of the Ministry of Education and the art enrollment brochures. The admission rules for candidates who meet the requirements of foreign language walks, high-level sports teams, strong foundation plans and special plans (Phoenix Plan) in colleges and universities shall be implemented in accordance with the relevant provisions of the corresponding brochures. The special plan for directional enrollment in poverty-stricken areas shall be implemented in accordance with relevant state policies.
Article 25 Xiamen University recruits non-Tibetan students to work in Tibet as the national targeted employment enrollment plan, and ethnic minority preparatory classes, inland Tibetan classes and Xinjiang high school students as the national targeted employment enrollment plan. Xiamen University will recruit the above-mentioned students in accordance with the relevant policies formulated by the Ministry of Education and the provinces (autonomous regions and municipalities directly under the Central Government).
Candidates who apply for employment of non-Tibetan students in Tibet, who are less than 40 points below the graduation line of Xiamen University and not less than the ordinary classes in the province where the students are located, are selected by Xiamen University. Students enjoy relevant state subsidies, such as tuition, teaching materials, meals and accommodation. After graduation, enrich the grassroots cadres below the county level in Tibet and serve in Tibet for 5 years. Students admitted to the school must sign an Employment Agreement with the Tibet Personnel Department before registration, otherwise their admission qualification will be cancelled, and the relevant responsibilities will be borne by the students themselves.
The source of ethnic minority preparatory classes is limited to ethnic minority candidates who participated in the national college entrance examination in the provinces where Xiamen University had arranged enrollment plans that year. Xinjiang candidates are admitted from high score to low score according to the minimum control scores of various categories determined by the Xinjiang Uygur Autonomous Region Recruitment Committee. The admission scores of other provinces (autonomous regions and municipalities directly under the Central Government) are required to be no less than 80 points below the graduation line of Xiamen University in the province where the students are located. The matriculated students need to study in Xiang 'an Campus of Xiamen University for one year. Those who have passed the preparatory study and completed the course will be transferred to Xiamen University for undergraduate study according to their comprehensive scores in the preparatory examination, combined with the students' voluntary reporting and the enrollment plan before transfer drawn up by Xiamen University. Those who fail will be sent back to their source.
Requirements for two elective subjects of enrollment in Jiangsu Province (including strong foundation plan and university special plan (Phoenix plan)): one elective subject for science and engineering majors is physics, and one is not limited; One of the elective subjects for literature and history majors is history, and the other is not limited; The performance requirements of the two elective subjects are AA.
Twenty-seventh candidates from Zhejiang Province and Shandong Province who are studying in Xiamen University, who meet the admission conditions, are admitted according to major categories (majors). Candidates from Shanghai, Beijing, Tianjin and Hainan who have already studied in Xiamen University are enrolled and transferred in major (professional) groups.
Article 28 The School of Creativity and Innovation of Xiamen University is a Chinese-foreign cooperatively-run school jointly organized by Xiamen University and British University of Creative Arts. Enrollment is included in the national college enrollment plan, and only candidates who fill in the corresponding professional volunteers are recruited in the provinces where the college enrollment plan is implemented. The professional training program of the School of Creativity and Innovation of Xiamen University is jointly formulated by Xiamen University and British University of Creative Arts according to the requirements of China's Regulations on Chinese-foreign Cooperation in Running Schools. Twenty-ninth candidates admitted in accordance with the enrollment method of art majors may not be transferred to general majors after enrollment; Candidates admitted in accordance with the strong foundation plan and the special plan of colleges and universities (Phoenix Plan) shall not be transferred to other majors in principle after admission; Students admitted to foreign language and literature majors are not allowed to transfer to non-foreign language and literature majors after entering school; Non-Tibetan students who enter Tibet for employment may not transfer to other majors after entering school; Candidates admitted to the School of Creativity and Innovation may not be transferred to other institutions after admission; Candidates who apply for five majors, such as clinical medicine, stomatology, traditional Chinese medicine, nursing, public health and preventive medicine, may not be transferred to non-medical majors after admission.
Chapter VI Training and Management Mode
Thirtieth Xiamen University implements the talent training mode of "broad caliber, thick foundation, interdisciplinary, international, practical, innovative and diversified", and conducts professional diversion and determines the major (or direction) in accordance with the Interim Measures for the Selection of Major for Large-scale Enrollment Students of Xiamen University.
Thirty-first comprehensively promote quality education. Thirty-second deepen the reform of innovation and entrepreneurship education. Xiamen University reformed the talent training system with policy innovation, built a joint training platform with the campus, encouraged students to take the initiative to participate, and improved the service guarantee system with resource investment, thus forming the experience of Xiamen University's "four-wheel drive".
Thirty-third set up innovative credits. Xiamen University runs innovation and entrepreneurship education through the whole process of talent training, and strives to improve students' innovative spirit, entrepreneurial awareness and innovative and entrepreneurial ability. The project introduces foreign advanced teaching content and curriculum system, and the professional core courses are gradually taught in bilingual or full English. Article 40 The tutorial system for undergraduates shall be implemented, and professors shall pay attention to teaching undergraduates. Freshmen provide tutors for undergraduates after entering school, and provide guidance for students in ideological, academic research and training, innovation and entrepreneurship. Xiamen University requires professors and associate professors to undertake undergraduate professional courses, forming a campus culture in which famous professors and famous teachers teach undergraduates.
Article 41 Xiamen University's School of Electronic Technology, School of Information, School of Aeronautics and Astronautics, School of Life Sciences, School of Ocean and Earth, School of Environment and Ecology, School of Medicine, School of Pharmacy, School of Public Health and School of Energy enroll new students, Xiamen University's School of Creativity and Innovation enroll new students, Zhangzhou Campus enroll new students, other colleges enroll new students, and Siming Campus enroll new students.
Article 42 Students will complete the contents specified in the training plan and meet the graduation requirements within the study period specified by Xiamen University, and Xiamen University will issue undergraduate diplomas of national education series general higher education. Chapter VII Charging Standards
Article 43 tuition standard
1. School of Humanities, School of Journalism and Communication, School of Foreign Languages (except "Foreign Languages and Literature+Accounting/Financial Management"), School of Law, School of Public Affairs, School of Social and Anthropology, School of International Relations, School of Economics, School of Management, School of Mathematical Sciences, School of Physical Science and Technology, School of Chemical Engineering, School of Materials, School of Life Sciences, School of International Relations. Article 44 Accommodation standards
The accommodation fee of Xiamen University student apartment is 800- 1200 yuan per person per academic year, and there is one room for 2-6 people. Xiamen University will charge according to the actual accommodation room and the charging standard approved by the price department.
Tuition and accommodation fees, if adjusted, shall be subject to the charging standards approved by the price department.
Chapter VIII Incentive and Subsidy Policies

Article 49 The Articles of Association shall come into force as of the date of promulgation. After the promulgation of the Articles of Association, in case of any change in national laws, regulations, rules and relevant policies at higher levels, the changed provisions shall prevail. If some provinces adjust the college entrance examination enrollment policy, Xiamen University will formulate corresponding regulations according to relevant local policies and announce them separately.
