University conscription
The conditions for college students to join the army are relatively wide, ranging from age 18-2 1 one year old, from junior college to 22 years old, and from undergraduate to 23 years old, and their eyesight can be relaxed to 4.5. There are other conditions, but most of them are nonsense. In fact, as long as you are healthy, have no history of serious illness or infectious diseases, have no tattoos, and pass the political examination, the conditions for joining the army are not difficult.

(1) General conscription in winter. Every year, at the end of 10 and the beginning of 165438, there will be conscription information and registration points in local armed forces departments, streets, schools, talent exchange markets and other places. In the army, you are all conscripts, and everyone is treated equally. You won't be given any generous treatment, no training, no more money and so on just because you are a junior college student. That's impossible. Ordinary recruits are ordinary soldiers, but there are many preferential policies when recruiting, such as relaxing physical conditions appropriately. As for the discharge from the army, the state has no resettlement policy for conscripts and junior noncommissioned officers, and the local government is specifically responsible for the resettlement of these people. So it will be different according to different places, mainly the local civil affairs bureau. Specific policies can be asked by phone. Some places give preferential policies, some give resettlement work, and some give priority policies to institutions and local civil servants.

(2) Specially recruited technical non-commissioned officers. Generally, in June and July each year, the troops go back to some local colleges and universities to recruit the professional and technical talents they need. When you arrive in the army, you are technical non-commissioned officers, usually for fresh graduates. The policy will be different every year, depending on the news and newspapers at that time. Generally speaking, most of the requirements are mechanical engineering, repair and electronics. The junior college recruits are 1, and the salary is about 1300 per month. Without this major, the general contract is 3 years, and the salary is about 1900. The general contract is about 5 years. Of course, I majored in this major in the army, but it depends. If I don't have this major, then, after that, I choose to retire or change to a second-and third-grade sergeant. When I retired, the retirement fee for 1 period was about 20,000, and that for the second period was about 40,000. The policy of returning to the local area is the same as what I said in the previous paragraph. We need to specifically ask about the local policy. Non-commissioned officers above the third grade are intermediate non-commissioned officers and have the right to change jobs. Of course, in many cases, it doesn't matter if the third-level sergeant changes jobs, and he can't find a good unit. After all, they are soldiers, not cadres.

Since 2008, China People's Liberation Army and Armed Police Force have no longer recruited unemployed young people in cities and towns above senior high school and rural youth above junior high school, but fresh graduates from various universities.

In order to improve the academic level, the national military service organs even relaxed the requirements for physical indicators such as vision. The army has an unprecedented demand for highly educated soldiers.

Three reasons affect the quality of conscription.

"When one person is a soldier, the whole family is glorious." Over the years, joining the army can not only fulfill the heroic dreams of many young people, but also be a parallel choice and outlet with going to college and recruiting workers to enter the factory, which has the same competitive advantage.

However, this enthusiasm for joining the army has quietly cooled since the 1990 s.

In 2 1 century, although the army required that the education level of urban soldiers should be above high school when recruiting, it was actually difficult to recruit soldiers who really completed high school education.

The political commissar of a combat division once lamented: "I want to choose a high school graduate as the monitor now, which is very difficult."

What makes it difficult to recruit in good soldier? There are three reasons: the expansion of colleges and universities, the increase of choices and the decrease of promotion opportunities.

The first is the expansion of colleges and universities. Starting from 1999, China's colleges and universities began to expand their enrollment on a large scale. In the year of enrollment expansion, the enrollment scale of colleges and universities nationwide expanded from 198 to1590,000, and then expanded for several years in succession.

In 2005, the national college enrollment exceeded 5 million, and this year, the national college enrollment reached 6 million, nearly six times that of 1998. In Beijing, the university enrollment rate reached an unprecedented 76% this year.

This figure does not include the enrollment of various private colleges and technical schools. If added, it is estimated to be around100000. Obviously, after the survival of the fittest in colleges and universities, there are not many choices left for the army.

This does not mean that the rest of the young people are willing to join the army. China's years of rapid economic development have given them more choices. After the college entrance examination, the young people who failed in the exam obviously didn't have the patience to wait until the end of the year to recruit, and more people chose to apply for jobs in developed coastal areas. In many villages in underdeveloped areas in the west, it is difficult to find young people working at home.

Within the military, the mode of selecting officers has changed from elite soldiers to relying on military schools and local colleges. Young students must pass the exam to enter colleges and universities and become officers, while soldiers have fewer and fewer opportunities to become officers. This has also weakened the enthusiasm of young people to join the army to a considerable extent.

Three reasons lead to the continuous decline of recruits' quality. However, the soldiers' education level is obviously low, which affects and restricts the improvement of the combat effectiveness of the troops.

Improve the quality of soldiers and adjust the main body of conscription.

In recent years, the quality of soldiers has attracted the attention of all levels of the army, and various regions have also carried out pilot work to improve the quality of soldiers.

For example, the army began to directly recruit professional and technical non-commissioned officers in various vocational and technical schools and entered the army as drivers, electricians, nurses and other positions. Some military regions openly select young women with high comprehensive quality to join the army through written tests, interviews and talent shows.

In the reform of conscription, the most striking thing is to recruit college students. According to the current military service system in China, young people who enter colleges and universities are given an extension. Due to conceptual problems, this kind of delay has become a non-symbol in the actual operation process.

In recent years, the conscription office of the Ministry of National Defense began to promote the method of college students' voluntary enlistment through pilot projects, and issued a series of supporting policies.

However, facing hundreds of thousands of recruits, thousands of college students and fewer professional and technical non-commissioned officers every year, it is not enough to change the current situation of China's military structure. In order to improve the quality of soldiers, it is necessary to adjust the scope of recruits.

Within the framework of existing laws and regulations, the Military Service Conscription Department of the Ministry of National Defense finally made a decision to adjust the conscripts in the winter of 2008, and issued it to military service organs at all levels for implementation.

An official of the conscription office of the Ministry of National Defense explained that institutions at all levels refer to ordinary undergraduate courses, higher vocational colleges, ordinary high schools, ordinary secondary schools, vocational high schools and technical schools, but do not include the 2008 fresh graduates of various non-academic education and training institutions and correspondence and self-taught colleges. This year's graduates refer to those who graduated in the summer of 2008, and also include the 2009 graduates who are internship after completing professional courses and have the intention to join the army.

To put it simply, the recruitment in 2008 raised the educational threshold. The recruitment of highly educated young people has become an important indicator to measure the recruitment work of military service organs at all levels in 2008.

The standard of conscription has risen and fallen, which shows the determination of the army to improve the cultural quality of soldiers.

While raising the cultural threshold, the physical examination standard in 2008 was relaxed. Except for some special posts, the vision requirements of soldiers working in land service posts have declined. The higher their academic qualifications, the greater the scale of vision relaxation.

At the same time, the age for young people with college education or above to join the army has also been relaxed to 22.

"In some positions, wearing glasses will not affect the completion of the task. On the contrary, the factor that affects our combat effectiveness is that the education level of soldiers is too low. "The head of the conscription office of the Ministry of National Defense said this.

The conditions for political censorship have also changed accordingly. In fact, family background and other factors have been diluted more thoroughly this time, and moral level and social morality consciousness have become one of the evaluation indicators. "A young man who actively participates in community volunteer work, we think he has the basic political conditions." The person in charge stressed.

The conscription office of the Ministry of National Defense is also optimistic about whether a considerable number of high-quality soldiers can be recruited according to the upgraded standards. According to the statistics of the conscription office of the Ministry of National Defense, in 2007, there were 27 million students enrolled in various types of higher education in China, and in 2008, there were more than 5 million college graduates. There are nearly10 million male graduates in colleges and universities for military selection, which is a huge high-quality youth group.

In Beijing, Shanghai and other places, as a new thing, conscription public service advertisements and short cartoons began to appear in newspapers, television and subway stations, and various publicity activities were carried out in streets, schools and communities. The slogan has also changed from "one person joins the army, the whole family is glorious" to "men go to the army!" "Come on, let's join the army!" And other diverse slogans. In a university in Beijing, the post that six boys from a dormitory collectively signed up for the army was widely praised on the campus network.
