Article 2 The Association shall work independently under the leadership of the Party Committee and the direct guidance of the Youth League Committee, and welcome guidance and help from other parties.
Article 3 The purpose of this Association is to unite and mobilize all students to resolutely implement the Party's basic line and education policy, adhere to the four cardinal principles, adhere to the growth of the majority of students as the center, serve the reform and development of the school and the development of the quality of the majority of students, promote the all-round development of the majority of students, and become qualified talents in the cause of socialist modernization.
Article 4 The basic tasks of this Association are:
(1) Give full play to the role of "bridge" and "link". Dredge the normal democratic channels between students and schools, listen to and reflect the suggestions, opinions and demands of students, participate in the democratic management of school affairs involving students, and safeguard the legitimate interests of students.
(2) Advocating and organizing students to carry out self-education, self-management and self-service. Actively organize learning, scientific research, sports, public welfare and other activities. Is conducive to the growth of students, and strive to serve the whole school.
(3) Strengthen contact with all relevant units of the school, strive for the widest understanding and support, enhance friendship, exchange experiences and strengthen cooperation. Close contact with the student union of each brother college.
(four) actively and responsibly complete the tasks assigned by the superior organization. Article 5 All students and junior college students with Wuhan University status are members of this Association.
Article 6 Basic rights of members:
The right to vote and stand for election. Have the right to recommend candidates to undertake the organization and management of this association.
(two) have the right to supervise and criticize the work of this association, and have the right to put forward questions, opinions and suggestions on the work of this association. Have the right to demand the dismissal of incompetent staff in this association.
(3) Have the right to participate in various activities organized by the Association, and discuss and decide on major affairs of the Association through democratic procedures in accordance with its articles of association.
(4) Have the right to ask this Association to safeguard the legitimate rights and interests of individuals and enjoy all the conveniences provided by this Association.
Article 7 Basic obligations of members:
(a) adhere to the four cardinal principles, strictly abide by the laws of the state and the rules and regulations of the school, consciously strengthen ideological and moral cultivation, improve ideological and moral quality.
(2) Abide by the articles of association of this Association, implement the decisions of this Association, obey the leadership and arrangements of organizations at all levels of this Association, and actively complete all tasks assigned by this Association.
(3) assiduously study scientific and cultural knowledge, complete various learning tasks stipulated by the school, actively participate in recreational activities, and strive to be excellent students with all-round development in morality, intelligence, physique, beauty and labor.
Article 8 The organizing principle of this Association is democratic centralism. With the leadership of the Party Committee and the guidance and help of the Youth League Committee, the Association will independently carry out various activities.
(a) the presidium of the student union is elected by the student union.
(2) The organizations at all levels of the Student Union should implement the resolutions of the Student Union, and adhere to the principle of individual obeying the collective, minority obeying the majority, subordinate obeying the superior, and combining collective leadership with individual division of labor.
(three) the lower organizations of the student union should truthfully report the situation to the higher organizations, and ask for instructions and report their work in time.
Article 9 The Student Congress of Wuhan University (hereinafter referred to as the Student Congress) is the highest authority of the Association, and the student representatives are democratically elected at the grassroots level.
(a) the student congress is held every two years. Under special circumstances, the meeting may be held in advance or postponed upon the proposal of the Presidium of the Student Union and the consent of more than two thirds of the members of the Standing Committee. Only when more than two thirds of the delegates are present can the student congress be held. The convening of a student congress must be approved by the school party Committee.
(2) Before the student congress is held, a preparatory committee for the student congress should be set up, the members of which are mainly composed of the members of the presidium of the last student union and the presidents of the student unions of various colleges, and are responsible for the preparatory work for the student congress. The number of deputies to the student congress shall be decided by the preparatory committee of the student congress.
(three) the functions and powers of the student congress:
(1) Listen to and consider the work report of the last student union.
(2) Discuss and decide the future work policies and tasks of the Student Union.
(3) Formulate and revise the articles of association of the Student Union and supervise its implementation.
(4) Elect the new Presidium of the Student Union.
(5) To discuss and decide on major issues concerning the work of the Student Union.
Article 10 The Presidium of the Student Union is elected by the Student Congress, and is responsible for and reports on the work of the Student Congress, representing the Wuhan University Student Union. The Presidium of the Student Union has the following powers:
(a) to explain the constitution of the student union and supervise the implementation of the constitution.
(two) to formulate and implement the work plan of the student union; Formulate and modify the system of student union's job responsibilities, student cadre assessment, regular meeting and duty system, and supervise their implementation.
(three) when the Congress is not in session, responsible for implementing the resolutions of the Congress and exercising the functions and powers entrusted by the Congress.
(4) Regularly inform the Committee of Permanent Representatives about its work and accept its supervision.
(5) Prepare for the next student congress.
Article 11 The Student Union of Wuhan University shall have a chairman, a secretary-general, an executive vice-chairman and several vice-chairmen. The Presidium consists of Secretariat, Rights and Interests Department, Sports Department, Literature and Art Department, Girls' Department, Practice Department, Learning Department, Press and Publicity Department, International Liaison Department, Human Resources Department and International Communication and Etiquette Department. The student union of each college is a subordinate institution of the student union, and the class committee is the grass-roots organization of the student union.
Article 12 The Presidium of the Student Union employs a full-time cadre of the Youth League Committee as the Secretary-General, who is responsible for guiding and supervising the daily work of the Student Union.
Article 13 The Standing Committee of the Student Congress (hereinafter referred to as the Standing Committee) is the supervisory body of the Student Union, and is responsible for supervising the daily work and organizational operation of the Student Union. The Standing Committee has a director, and the current president of the student union of each college is the Standing Committee. The term of office of the permanent representative is the same as that of the student union.
Fourteenth the presidium elected by the student congress must be approved by the school party Committee. The division of labor among its members is decided through democratic consultation. When the president of the Student Union is away, the executive vice-president will act as the chairman. If the chairman and vice-chairman go out at the same time, a meeting of permanent representatives will be held to elect the acting chairman, who will temporarily exercise all the powers of the chairman. Article 15 College Student Union
(1) College Students' Union is a subordinate organization of College Students' Union, with a term of one year. The organization is set by each college. During his tenure, the presidents of the student unions of all colleges were ex-officio members of the resident representative committee of the student union of the school, and also resigned from the resident representative committee of the student union of Wuhan University.
(2) College students should consciously accept the leadership of the College Party Committee (General Party Branch) and the guidance of the College Youth League Committee.
(3) The College Students' Union should implement the resolutions of the College Students' Union, conscientiously complete the tasks assigned by the College Students' Union, and actively carry out college activities according to the purpose of the Association.
(4) The College Students' Union shall regularly report its work to the School Students' Union and put forward opinions and suggestions on the work of the School Students' Union in a timely manner.
Article 16 Grade Student Union
(1) College Students' Union can set up grade students' union according to its own situation, and its organizational structure is set by the college itself.
(2) The Grade Students' Union accepts the leadership of the College Students' Union and actively carries out the activities of this grade according to the purpose of the Association.
Seventeenth class committee is the grass-roots organization of the association, which is democratically elected by all the students in the class. The class committee should unite all the students, ensure the implementation of the aims and tasks of the association, and actively carry out the work according to the specific conditions of each class.
Eighteenth student union cadres are public servants of students, students should choose cadres according to the principle of having both ability and political integrity, and student cadres must accept supervision, inspection and assessment.
Nineteenth student union cadres must perform their duties as members as stipulated in Article 7 of the Articles of Association, and meet the following basic conditions:
(1) Stand firm politically, adhere to the Four Cardinal Principles, and actively demand progress ideologically.
(2) We should have the idea of serving students wholeheartedly, be strict with ourselves, set an example and play an exemplary role among students.
(three) serious and responsible work, diligent and practical, can complete the tasks assigned by the organization on time and with good quality.
(4) Having a democratic style of work, being able to keep close contact with the masses and unite with classmates, and being able to timely and comprehensively reflect the correct opinions and reasonable demands of classmates; Consciously accept the supervision of classmates and actively carry out criticism and self-criticism.
(five) study hard, excellent grades, can correctly handle the relationship between study and work.
(six) seriously abide by the rules and regulations of the student union.
Twentieth student union cadres can be replaced or removed according to certain procedures when necessary. Article 21 The right to interpret the Articles of Association belongs to Wuhan University Student Union.
Article 22 The Articles of Association shall come into force as of the date of adoption.
