The discipline category of Beijing Film Academy is too narrow and the scale is too small, which does not meet the standard of upgrading the Academy to a university. The Ministry of Education has made detailed provisions on the scale of running a school, the setting of disciplines and the change of the name of the school in the Interim Provisions on the Establishment of Ordinary Undergraduate Schools. According to the regulations of the Ministry of Education, an undergraduate college with more than 8,000 students and not less than 5% of the total number of full-time students can be called a university. There are only more than 2,000 full-time students in Beijing Film Academy, and only 4,000 students in adult education, continuing education and further study.
