The "985" project means that the state will focus on building several universities and disciplines that are close to and have the conditions to reach the international advanced level, and strive to make several universities and a number of key disciplines in China reach the world-class level. The project started on 1999, and the second phase of construction began in 2004.
The "2 1 1" project faces the 2 1 century and focuses on building a number of institutions of higher learning and key disciplines. After several years' efforts, about 100 colleges and universities and a number of key disciplines in China have greatly improved their education quality, scientific research, management level and school-running benefits, and made remarkable progress in the reform of higher education, especially the reform of management system, which has become a base for cultivating high-level talents and solving major problems in economic construction and social development in China. Among them, some key institutions of higher learning and some key disciplines are close to or reach the advanced level of similar international schools and disciplines, most of them have obviously improved their school conditions, made great achievements in personnel training and scientific research, adapted to the needs of regional and industry development, and are generally at the domestic advanced level, playing a key and exemplary role.
