Chapter 1 Article 1 In order to implement the spirit of Opinions on Strengthening and Improving the Work of Student Associations in Colleges and Universities (Zhongqinglianfa (2005) No.5) and strengthen the management and guidance of student associations in our school, these Provisions are formulated in accordance with the Articles of Association of Student Associations in Jilin University.

Article 2 These Provisions shall apply to all notes of Jilin University.

Student associations.

Chapter II Article 3 Students studying in Jilin University have the right to voluntarily organize and join qualified student associations.

Article 4 Classification of student associations: The student associations of Jilin University are divided into seven categories: science and technology, learning, practice, public welfare, literature and art, sports and language. Each student association can only apply for registration in one category when applying for establishment.

Article 5 Conditions for establishing a student association:

(a) by more than 30 students (including 30) as the promoters of the association, the promoters must have the basic quality and good moral quality stipulated in the articles of association to carry out the activities of the association;

(2) The promoters of the association together with the materials needed to formulate the articles of association and other applications for the establishment of the association;

(three) the name of the student association shall not use the name that has negative influence or ambiguity on the interests of the state, society or the public;

Article 6 The articles of association must include the following contents:

(a) the name of the student association;

(two) the purpose, scope and activities of the student associations;

(3) the types of student associations;

(4) Rights and obligations of members of student associations;

(five) the organization and management system of the association, the procedure and authority of the internal organs of the association;

(six) the association's financial management, capital use requirements and supervision methods;

(seven) the functions and powers of the person in charge of the association and the procedures for the emergence and removal;

(8) Procedures for amending the Articles of Association;

(nine) other matters that should be stipulated in the articles of association.

Article 7 Procedures for applying for the establishment of a student association:

(1) The sponsor of the association submits the application materials to the Federation of Student Associations in the school (or the newly applied associations in other campuses outside the Southern District can be transferred to the Federation of Student Associations in the school after passing the preliminary examination), which shall be signed by the secretary of the College Youth League Committee and stamped with the official seal of the College Youth League Committee;

(two) the school student association management department is responsible for the preliminary examination of the application materials for the establishment of the association; Students' associations that meet the conditions for establishment shall be reported to the Youth League Committee of the school for approval, and then approved by the Party Committee of the school;

(3) The Federation of Student Associations of the school shall publish the audit results within 15 days from the date of receiving the valid application materials of the association; The materials for the establishment of associations shall be kept by the Federation of Student Associations, the Youth League Committee of colleges and universities and the student associations respectively.

(four) the approved student association shall carry out the activities of the association in a timely manner according to the work plan listed in the application materials;

(5) The Youth League Committee of the school and the Federation of Student Associations of the school will issue the registration certificate of student associations of Jilin University after the annual examination of the associations, and continue to identify the identity of the associations.

Article 8 An application for the establishment of an association shall not be approved under any of the following circumstances:

(a) the conditions for the initiation of student associations do not meet the provisions of Article 5, Article 6 and Article 7 (1) of these Regulations;

(2) A student association of the same nature has been established in the same college;

(3) The contents of the application materials are inconsistent with the facts;

(four) in violation of other provisions of the school and student associations.

Chapter III Article 9 The internal organization of a student association shall conform to the principle of democratic centralism, and set up the organization according to its own characteristics, scale and other factors in accordance with the provisions of the articles of association of the association.

Article 10 A student association shall implement the responsibility system for the person in charge of the association, and the election methods, rights and obligations of the person in charge of the association must be clearly stipulated in the articles of association of the association.

Eleventh the change of the person in charge of the student association shall be carried out in accordance with the procedures stipulated in the articles of association, and the change shall be completed before the end of the third semester of the school year. The person in charge of the association shall submit the Registration Form for the Change of the Person in Charge of the Student Association to the association for registration and update the information of the person in charge of the association within/0/5 days after the change.

Article 12 In principle, the person in charge of the association shall not be re-elected for more than two years.

Thirteenth student associations must establish community archives, and do a good job in the management and updating of archives; The archives of the association shall include the following contents: the articles of association, the registration form of members of the association, the activity plan, the activity record and summary, the words, pictures and audio-visual materials of the association's activities, and the details of financial revenue and expenditure.

Chapter IV Article 14 The property of an association belongs to the student association collectively, and no member may occupy or misappropriate it without authorization.

Fifteenth student associations are non-profit organizations, and may not seek commercial interests for members of the associations in the name of student associations; The person in charge of the association and other members shall not conceal or cover up the commercial nature of the association's activities in other forms.

Sixteenth student associations must establish financial accounts since their establishment, and have a special person in charge of financial work; The person in charge of the association shall not be in charge of financial work, and shall not interfere with the work of financial personnel for abnormal reasons.

Seventeenth financial personnel of the association must carefully record and calculate the income and expenditure of various associations, establish the financial accounts of the previous activities, and accept the management and supervision of the association; The Federation of Associations will conduct a random audit of the financial situation of the Association.

Eighteenth associations to establish financial files must use formal bills; Invoices and receipts must be legible and stamped with effective official seals, and the amount shall not be altered.

Nineteenth student club membership fee collection plan must be submitted to the association for approval more than 0.5 days in advance; When collecting membership fees, each student association must issue a receipt stamped with the official seal of the association to its members; If extra fees need to be charged to members in club activities, special instructions must be made to members when recruiting new members.

Article 20 An association must publish its financial accounts to its members at least once every semester, and actively cooperate with the inspection of the association.

Twenty-first societies with chaotic accounts or without financial files will be criticized, warned, suspended or even cancelled as appropriate; If the circumstances are serious, it will be handed over to the relevant departments in accordance with relevant regulations to deal with the relevant responsible persons.

Article 22 If an association or the person in charge of an association refuses to accept the decision of the Federation of Associations, he may make a request for reconsideration to the Standing Committee of the Federation of Associations within seven days after receiving the decision, and the Standing Committee of the Federation of Associations shall announce the reconsideration result within seven days.

Chapter V Article 23 Association activities shall follow the following principles:

(a) to carry out activities, associations must abide by the Constitution and laws, support the line, principles and policies of the party and the state, and abide by school rules and regulations; No feudal, superstitious, obscene, reactionary and other related activities. ;

(2) The community should carry out various healthy and beneficial activities, which will help to cultivate the noble sentiments of community members and other students, enliven campus cultural life, and cultivate students' quality and ability in all aspects; The scope of activities should be within the scope stipulated in the articles of association;

(three) student associations shall not engage in any profit-making business activities.

Twenty-fourth basic requirements for carrying out community activities:

(a) before the activity, the community should make a detailed activity plan, determine the specific time and place of the activity, the required items, funds and the main person in charge;

(two) the person in charge of community activities should try their best to ensure the smooth progress of legal activities of legal associations, ensure the personal and property safety of participants, and make records of activities;

(three) after the end of the community activities, the community should summarize the activities and save the text, pictures and audio-visual materials for the student community to review.

Twenty-fifth student associations, after the association for the record, can use the logo on behalf of the association, but not the official seal.

Twenty-sixth student associations may apply to the office of the Federation of Student Associations for the issuance of qualification certificates or letters of introduction.

Twenty-seventh student associations shall not use the name and identity of other organizations or associations to carry out activities.

Article 28 The specific rules for applying for venues of student clubs refer to the corresponding regulations of the school.

Twenty-ninth activities carried out by the person in charge of the association or its main members in the name of the association are regarded as activities of the association. Due to the adverse consequences of community activities, the person in charge of community activities and the person in charge of the community shall bear the responsibility, and the Federation of Student Associations shall report to the Youth League Committee for review, and the person in charge of the community shall be given informed criticism and above. In severe cases, the qualification of association activities will be suspended or cancelled, and the right to further investigate the responsibility of relevant responsible personnel will be reserved.

Thirtieth student associations must abide by the following provisions when contacting off-campus sponsorship:

(a) when organizing activities, student associations can seek funds or in-kind sponsorship from units inside and outside the school;

(two) the student association does not have the legal personality, and the signing of the contract between the association and the organizer must be reported to the secretary of the Youth League Committee above the college for approval, and stamped with the official seal of the Youth League Committee of the college;

(3) In the process of cooperation, associations and organizers should pay attention to maintaining the image of our school and always maintain the good spiritual outlook and moral quality of contemporary college students;

(4) In the process of accepting donations or seeking sponsorship, student associations shall not promise or perform anything beyond the scope permitted by the relevant regulations of the school.

Thirty-first student associations holding outdoor activities must comply with the following provisions:

(1) The Association plans the activities in detail, forms a written activity plan, and submits it to the grassroots Youth League Committee of the Association for review, with the signature of the Youth League Committee Secretary and the official seal of the College Youth League Committee;

(two) the association shall submit a written application for the activity to the Federation of Student Associations three working days before the start of the activity, including the activity plan, the application for the activity venue and other materials;

(three) after the approval of the Federation of Student Associations, the association shall handle the relevant formalities with the certificate issued by the Federation of Student Associations;

(four) associations must organize activities according to the activity plan, and do a good job in organization and management;

(five) after the activity, the community should summarize the activity and save the text, pictures and audio-visual materials for the student community to review.

Thirty-second student associations holding lectures, reports and other activities must comply with the following provisions:

(1) Students' associations shall submit a written application to the Federation of Students' Associations 3 working days before the start of the activities when inviting staff inside and outside the school to hold lectures, reports and other activities; The application should include the name, unit, brief resume, time, place, content and main person in charge of the activity of the speech or report. When necessary, the identity certificate or letter of introduction of the invited person shall be presented; The application for activities shall be signed by the secretary of the Youth League Committee of the college affiliated to the association or above and stamped with the official seal of the Youth League Committee of the college;

(two) after the examination and approval of the Federation of Student Associations, the association shall handle the relevant formalities with the certificate issued by the Federation of Student Associations;

(3) The contents of lectures and reports must conform to the description of the application for activities, and the responsible person and organizer of the association shall bear the responsibility for the offenders;

(4) In principle, the Association shall not hold lectures, trainings and other activities unrelated to its own nature as stipulated in the Articles of Association.

Thirty-third student associations organizing off-campus activities must comply with the following provisions:

(a) the organization of off-campus activities must submit a written application to the Federation of Student Associations 7 working days before the start of the activity, and the application must include the time, destination, mode of transportation and safety emergency plan of the activity; If an off-campus unit participates in the activity, it is required to submit its introduction materials; The written application shall be signed by the secretary of the Youth League Committee of the college affiliated to the association or above and stamped with the official seal of the Youth League Committee of the college;

(2) Associations shall not hold activities with certain risks; When the association holds long-term and trans-regional off-campus activities, it includes tourism, investigation and social practice. Must apply for necessary personal safety insurance for members of the association;

Thirty-fourth student associations publications must comply with the following provisions:

(1) The student associations shall submit a written application to the Federation of Student Associations, stating the purpose, content, editors, distribution cycle, distribution scope and circulation of the publication, which shall be issued in strict accordance with the examination and approval requirements and shall not be changed without authorization;

(2) The author of the article, the editor of the journal and the person in charge of the association shall be responsible for the contents of the articles published in the journal of the association;

(three) publications of student associations are limited to display and exchange in schools, and are prohibited from being used for commercial distribution;

(four) where the publication is approved by the Federation of Student Associations, the responsible organization of the publication shall submit each sample to the Federation of Student Associations for the record;

(5) All publications issued without the approval of the Federation of Students are illegal publications. Once found, the Federation will immediately stop publishing activities and hold relevant personnel accountable.

Thirty-fifth student associations must abide by the following provisions when using promotional materials:

(a) student associations must apply for approval to use promotional materials three working days before using them. The written application shall include the time and place of use, contents and distribution methods of publicity materials, which shall be signed by the secretary of the Youth League Committee of the college affiliated to the Association or above and stamped with the official seal of the Youth League Committee of the college;

(two) after the approval of the Communist Youth League Committee and the Federation of Student Associations, the association shall go through the corresponding procedures with the certificate issued by the Federation of Student Associations;

(three) the association must use promotional materials in strict accordance with the examination and approval contents, and shall not arbitrarily change the time, place and way of using promotional materials;

(four) the community should keep the samples of publicity materials distributed to the outside world for inspection by the community federation.

Chapter VI Article 36 The Federation of School Student Associations organizes school student associations to carry out unified recruitment activities in September and 10 every year. In principle, associations do not carry out recruitment activities at other times;

Article 37 The collection of club membership fees shall comply with the provisions of Chapter IV of these Regulations.

Thirty-eighth student associations should do a good job in the registration of new members and make corresponding membership registration files.

Article 39 When recruiting new students, student associations should carry out club activities in a timely manner as promised.

Chapter VII Article 40 The Federation of Student Associations of our school conducts an annual review of the student associations of our school in the middle of May every year.

Forty-first principles of the annual review of associations:

(a) to eliminate the long-term lack of community activities or chaotic management of the community;

(2) Integrating societies with similar nature and activities;

(three) to guide and encourage the community to take the road of branding and cultivate excellent community activities.

Forty-second annual inspection of student associations is organized by the Youth League Committee, and the selection office is located in the Federation of Student Associations.

Forty-third annual review procedures of the Association:

(a) the Federation of Associations shall notify all student associations to participate in the annual review ten days before the annual review;

(two) student associations should submit written and electronic annual review materials within the specified date according to the requirements of the annual review notice;

(3) The Federation of Associations shall, according to the actual investigation and the review of association materials, determine the results of the annual review of associations and publicize the results of the annual review;

(four) the student associations have the right to apply to the Federation of Associations for review within 7 days after the publication of the results of the annual review;

(five) the Standing Committee of the Federation of Associations shall publish the examination results within 7 days after receiving the application for examination of associations.

Article 44 The basic criteria for the annual review of the Association are:

(a) the materials required for the annual review of the Association shall be complete and detailed;

(two) the annual review materials of the Association shall be audited by the College Youth League Committee and signed by the Secretary of the College Youth League Committee and stamped with the official seal of the College Youth League Committee;

(three) the annual report of the association, the organization structure of the association and the list of members of the association must be true;

(four) the proof materials of the activities of the community are true and complete;

(five) the financial details of community activities must be true and accurate.

Forty-fifth annual materials of associations shall include the following contents:

(a) the annual report of the association;

(2) the organizational structure of the association;

(3) List of members of the Association;

(four) the annual activity plan, record, summary and certification materials of the association;

(5) Financial details of community activities.

Forty-sixth annual review of student associations is a procedure to identify the legal status of student associations at all levels in our school. The association that fails the annual review shall not carry out any activities in the name of the association, and those who do not participate in the annual review will be forcibly cancelled; All student associations should take the initiative to cooperate with the annual review.

Forty-seventh societies that fail to submit the annual registration materials within the time limit shall be regarded as automatically applying for cancellation.

Chapter VIII Article 48 The Federation of Students' Associations of our school conducts the evaluation of students' associations and cadres in our school at the end of June 165438+ 10 every year.

Forty-ninth evaluation of community organizations and cadres in accordance with the principle of "fairness, justice and openness", on the basis of the recommendation of the campus community association and the consideration of the board of directors, the school community association will make a final evaluation.

Fiftieth Jilin University community evaluation and community cadre evaluation are organized by the Youth League Committee, and the selection office is located in the Federation of Student Associations, and the selection process is supervised by the teachers and students of the whole school;

Article 51 In the evaluation of societies, the award-winning student societies will be selected from the participating societies, and the number of award-winning places will be divided into pacesetter societies (10), excellent societies (20), excellent societies (30) and individual awards (the number of which is to be determined).

Article 52 Evaluation of Community Cadres Excellent community cadres are selected from the participating community cadres, and the selection ratio is about 15%-20% of the total number of participating student cadres.

Fifty-third clubs and cadres evaluation process:

(1) The Federation of Associations informs all student associations to participate in the evaluation of community cadres10 before the selection activity begins;

(two) student associations and cadres in accordance with the requirements of the notice in the specified time and place to submit evaluation materials;

(III) The federations of community organizations in each campus and the General Association of Management Societies shall, according to the actual investigation and review of appraisal materials, determine the recommended list of appraised communities and cadres, and report it to the federations of community organizations within the specified time;

(four) the Standing Committee of the Federation of School Associations shall determine the list of winners after examination and selection, and announce the selection results.

Fifty-fourth basic requirements for the evaluation of associations:

(1) a student association officially registered in the Association of Associations;

(2) The Association strictly abides by various rules and regulations, and there is no violation of discipline and rules. It is recommended after passing the examination of the College. The declaration form for the evaluation of the association shall be signed by the secretary of the Youth League Committee of the college to which the association belongs or above and stamped with the official seal of the Youth League Committee of the college;

(three) the main person in charge of the association has no violation of discipline within one year.

Article 55 Basic requirements for evaluating enterprise cadres:

(a) as the main person in charge of the student associations officially registered by the Federation of Associations for more than 6 months;

(2) The academic record before major 1/2 or above, and there is no violation of discipline and discipline. After passing the examination by the college, it is suggested that the "Declaration Form for Evaluation of Community Cadres" be signed by the secretary of the Youth League Committee of the college where the community cadres are located or above and stamped with the official seal of the Youth League Committee of the college;

Article 56 Specific criteria for evaluating associations:

(a) the association has a sound organization and a complete system of activities and work; Change norms and democracy;

(two) the number and scale of activities carried out by associations are relatively large and have a good influence on campus; The activity plan is complete, the records are detailed, and the summary is detailed, concrete and comprehensive;

(three) the evaluation materials shall include the plans, records and summaries of the activities of the community, as well as the pictures, audio-visual materials and other supporting materials of related activities;

(four) participating organizations should actively participate in the activities organized by the Youth League Committee and CSU in their daily activities, actively cooperate with CSU to carry out various work, and submit accurate and timely materials;

(5) Participating institutions shall abide by other provisions listed in these Regulations.

Article 57 Specific criteria for the assessment of enterprise cadres:

(a) the club won the club appraisal award or other awards at or above the school level;

(two) the construction of the community organization is in good condition, and I have high prestige among the members of the community;

(three) the activities of the community are planned, recorded and summarized, and the activities are in good condition, and the financial revenue and expenditure arrangements are reasonable and standardized;

(four) the participating community cadres should actively participate in the meetings and training of community cadres organized by the association and actively cooperate with the work of the association;

(5) Excellent academic performance or being a student cadre of other organizations at the same time is preferred.

Fifty-eighth associations and cadres awards:

(1) According to the award level, the Association divides the award-winning associations into pacesetter associations, excellent associations and excellent associations;

(2) The Association of Associations shall set up individual awards such as the Best Association Activity Organization Award, the Best Association Management Award and the Special Contribution Award for Campus Culture according to the specific activities of the associations;

(3) Jilin University Outstanding Community Cadres Award is selected by community cadres.

Fifty-ninth community appraisal and community cadres appraisal methods:

(a) according to the evaluation results, publicly commend and issue honorary certificates to the associations that have won the titles of "pacesetter association", "excellent association" and "excellent association", and the award-winning records shall be stored in the archives of the associations;

(two) according to the evaluation results, the community cadres who won the outstanding community cadres award of Jilin University were publicly commended, and honorary certificates were issued, and the award-winning records were stored in the archives of community cadres;

(3) Award-winning societies will be eligible for priority support from various resources of the societies, and award-winning cadres will be eligible for recognition from student cadres of the societies.

Chapter IX Article 60 The student association changes its name, the person in charge of the association, the college it belongs to, etc. , you must go through the registration formalities with the Student Union; Changing the name of the association is regarded as re-establishing the association;

Article 61 A written application shall be submitted to the Federation of Student Organizations for the merger of student organizations. The written application shall be signed by the secretary of the Youth League Committee of the relevant college to which the participating society belongs or above, and stamped with the official seal of the Youth League Committee of the college. After examination and approval by the Federation of Student Associations, the registration procedures for the establishment of new associations shall be fulfilled.

Sixty-second changes in the membership of student associations must be reported to the Federation of Student Associations for the record after the annual review and unified recruitment;

Article 63 If a student organization disbands itself, it shall submit a written application to the school organization. The written application shall be signed by the secretary of the Youth League Committee of the relevant college or above, stamped with the official seal of the Youth League Committee of the college, reported to the school association for the record, and the cancellation procedures shall be performed.

Article 64 If a student association cancels its registration, the Federation of Associations shall collect the student association registration certificate of the association and cancel it for the record.

Chapter X Article 65 There are special forms for registration involved in these Regulations, which can be downloaded from the website of the Federation of Associations or the special mailbox.

Article 66 If the previous provisions conflict with these provisions, these provisions shall prevail.

Article 67 The right to interpret the Articles of Association belongs to Jilin University Student Union.

Article 68 These Regulations shall come into force as of the date of promulgation.
