Learning the outline of education planning and renewing the concept of talent training

From August 9, 20 10 to September 3, 20 10, I was selected by the school to attend the 5th Beijing Key Seminar on Philosophy and Social Sciences Teaching and Research. In the Party School of Haidian District Party Committee, the fifth seminar arranged 8 live reports, 3 video reports, 2 group discussions, 4 self-study sessions, 1 student forum, organized the viewing of the film "The First Secretary" and organized an inspection tour to Xibaipo and other places. Professor Gong's Core Values and National Spirit of National Defense University, Yang Yi, former director of the Institute of Strategic Studies of National Defense University, and Professor Chang Xiuze's Research on China's Economic Development and Transformation have a broad vision and profound exposition, which is very enlightening after listening.
A century-long plan, education-oriented. During the seminar, I studied the Outline of the National Medium-and Long-term Education Reform and Development Plan (hereinafter referred to as the Outline) and made some thoughts on the education reform and development. Education is the cornerstone of national rejuvenation and social progress, and the fundamental way to improve national quality and promote people's all-round development. Starting from the overall strategy of China's modernization drive, the Outline describes the grand blueprint for China's education reform and development in the next decade, and scientifically stipulates the strategic objectives, work guidelines, overall tasks, reform ideas and major measures for China's education reform and development by 2020. This is the first outline of China's educational reform and development plan since the beginning of 2 1 century, and it is a programmatic document guiding China's educational reform and development. There are many things to be done to implement the outline. One of the most important points is to update the concept of talent training. The concept of talent cultivation is the general view or fundamental view of people on talent cultivation and its development law. The concept of personnel training is the forerunner of all educational actions, and updating the concept of personnel training is the premise of deepening educational reform. According to the spirit of the "Outline", this paper intends to talk about my own understanding on renewing the concept of talent training.
First, establish the concept of all-round development and promote the organic integration of "morality, intelligence, physique and beauty"
In a report 1996, UNESCO pointed out that the all-round development of human beings is "the development of body and mind, intelligence, sensitivity, aesthetic consciousness, personal responsibility and spiritual value". The concept of all-round development is aimed at one-sided development view. The all-round development of human beings, as far as individuals are concerned, is the all-round and coordinated development of moral education, intellectual education, physical education and aesthetic education. Pay more attention to intellectual education than moral education; Or attach importance to moral education and intellectual education and light sports; Paying more attention to morality, intelligence and physique than aesthetic education is one-sided development and cannot be called all-round development. In the history of education, the all-round development of human beings is an eternal theme, or the history of human beings is the history of human beings gradually realizing their all-round development. Since the day of birth, human beings have been exploring the world around them and have never stopped pursuing their all-round development. Confucius, an ancient educator in China, Aristotle, a philosopher in ancient Greece, Comenius, a Czech educator, and Suhomlinski, a Soviet educator, all put forward the idea of all-round development of human beings, and we should inherit these precious spiritual wealth.
All-round development is an educational process, and school education, family education and social education must be closely combined; Combining classroom teaching with colorful extracurricular activities; Combine cultural knowledge learning with ideological and moral cultivation; Cultivate students' practical ability, interest and specialty while imparting knowledge; Combine the harmonious development of students' morality, intelligence, physique, beauty and labor with personality cultivation. In other words, we should not only pay attention to students' spiritual growth, but also pay attention to their physical health. It not only attaches importance to students' knowledge acquisition, but also cultivates students' good aesthetic taste and humanistic quality; We should strengthen physical education, ensure students' physical education class and extracurricular activities, strengthen labor education, and cultivate students' feelings of loving labor and working people; We should not only strengthen aesthetic education, but also attach importance to safety education, life education, national defense education and sustainable development education. In short, the concept of all-round development is to promote the organic integration of moral education, intellectual education, physical education and aesthetic education, improve students' comprehensive quality, and make students become socialist builders and successors with all-round development in morality, intelligence, physique and beauty.
Second, establish the concept of everyone becoming a talent and promote the growth of all students.
The concept of everyone becoming a talent has two meanings. One is the concept of educating people, which is aimed at all students and promotes the growth of all students. Second, the concept of social employment should not only be guided by academic qualifications, professional titles, qualifications, identity, ability and performance, but also establish a concept of great talents and select talents in an eclectic manner. Thought is the guide to action. Only by overcoming the one-sided view of talents can we turn the strategy of strengthening the country through talents into conscious practice.
Everyone can become a talent and needs the efforts of education, society and individuals. First, we should develop social education. Only by studying can one succeed. At present, the average length of education in China is 8 years, while that in developed countries is 1 1- 14 years. To this end, the government should increase investment in education, enterprises should be willing to spend money to train employees, and individuals should also pay attention to the investment in lifelong education in order to become talents. Secondly, we should speed up institutional innovation, create an open, relaxed and inclusive social atmosphere, and form a good environment for cultivating, gathering and using talents. The third is personal efforts. I was born to be useful. Individuals should have a strong desire to become talents, but also choose the type of talents that suits them; We should not only be good at seizing the opportunity of becoming a talent, but also dare to break through the shackles of various traditional, conservative and inert customary forces; We should persevere, be brave in competition and not be afraid of failure. Trying to achieve personal success is not only the need to join the cause of Socialism with Chinese characteristics, but also the embodiment of realizing personal value and all-round development.
Third, establish a diversified talent concept and respect personal choice.
Diversified talent view is to respect individual choice, encourage personality development and cultivate talents in an eclectic way. Exam-oriented education has caused a large number of students in China to have "high scores and low abilities". The pressure of entrance examination still hinders the implementation of quality education. It is imperative to reform the talent evaluation system represented by the college entrance examination. The outline proposes that scientific and diverse evaluation criteria should be established according to the training objectives and talent concepts. Make a good record of students' growth and improve the comprehensive quality evaluation. Strengthen the investigation of practical ability in talent selection and use, and overcome the tendency of social employment to simply pursue academic qualifications.
In order to innovate the talent training mode, the outline puts forward: in teaching methods and means, we should pay attention to the combination of learning and thinking, advocate heuristic, inquiry, discussion and participation teaching to help students learn to learn; Pay attention to the unity of knowing and doing, and adhere to the combination of education and teaching with productive labor and social practice; Pay attention to teaching students in accordance with their aptitude, pay attention to students' different characteristics and personality differences, and develop each student's advantage potential. The thought of education and teaching reform put forward in the Outline directly points to the disadvantages of exam-oriented education, which is helpful to further strengthen the concept of quality education and establish a diversified view of talents.
Fourth, establish the concept of lifelong learning and keep pace with the times.
The so-called lifelong learning means that you have to keep learning, learning and learning all your life, and "it's never too late to learn". The new technological revolution has brought about a sudden change in knowledge, which not only increases the total amount of knowledge at an alarming rate, but also greatly shortens the updating period of knowledge. Human civilization has reached a new turning point. Learning is the way to survive. Learning ability is an individual's ability to survive and live in the future. For everyone, lifelong learning will become an investment with unlimited returns. The report of the 17th National Congress of the Communist Party of China pointed out that it is necessary to build a learning society with all-people learning and lifelong learning, so as to promote people's all-round development. This not only emphasizes the universality of learning in the process of people's all-round development, but also emphasizes the lifelong learning of individuals. Only the lifelong learning of the whole nation can realize the all-round development of the whole society.
Students concentrate on their studies at school. As teachers, they should not only teach students knowledge, but also learn to study. Learning to learn is to cultivate students' self-study ability, so that students can acquire scientific thinking methods, skills of collecting and integrating knowledge and the spirit of bold innovation. In order to improve the efficiency of classroom teaching, we must change the teaching method of "teaching as the main part, learning as the auxiliary part", "teachers as the leading part, students as the main part", and carry out education and teaching work with "learning" as the center to lay a good foundation for lifelong learning.
Fifth, establish the concept of systematic training and form an open talent training system.
"Those who govern the world are talents, and those who become talents in the world are education." Education is a systematic project, involving all aspects and must be arranged as a whole. First of all, primary schools, middle schools and universities should be organically connected, which is not only the connection of knowledge, but also the all-round cultivation of students' quality, step by step and perseverance. Second, teaching, scientific research and practice should be closely integrated. The school is a teaching unit, but it should also attach importance to scientific research, promote teaching with scientific research, and embody scientific research achievements in teaching, especially the most advanced educational concepts in the world should be embodied in cutting-edge classroom teaching. Schools should not only impart knowledge, but also cultivate students' practical ability and create good conditions for students' practice. Third, schools, families and society should cooperate closely, strengthen inter-school cooperation, school-enterprise cooperation, cooperation between schools and scientific research institutions, and Sino-foreign cooperation, and form a talent training system with open system, flexible mechanism, interconnected channels and diverse choices.
Some of the "five concepts" mentioned above are actually "old" concepts. For example, the first concept is the core education concept advocated by the new China education policy, and the first, second and fourth concepts are also the key concepts advocated by China for quality education for many years. The reason why it is still called "renewing the concept of talent training" is that since the mid-1980s, due to various reasons, these concepts have not been really implemented, and the tendency of "exam-oriented education" in primary and secondary schools has become increasingly fierce, which has seriously hindered the all-round development of students and the cultivation of high-quality talents. Therefore, it is necessary for us to transcend reality, resolutely correct the tendency of "exam-oriented education" and firmly establish the concepts of all-round development, talent for all and lifelong learning. The third and fifth concepts in the "five concepts" truly reflect the new achievements and new ideas of China's educational research in recent years, and also touch on the deep-water area of educational reform-the reform of educational system and mechanism. The Outline points out the direction for educational reform. The key issue now is to eliminate resistance and implement it conscientiously.
