Four, the layout of primary and secondary schools in key planning areas and problems analysis
(A) uneven spatial distribution
At present, primary schools are basically five-year complete primary schools, and some nine-year and twelve-year primary schools are centered on the old city. The distribution of primary schools is dense and sparse from the inside out, showing a decreasing trend and the spatial distribution is very uneven. Primary schools in the old city are densely distributed, while those in the new city or suburbs are sparse. Moreover, the area of primary and secondary schools in the old city is seriously insufficient and the development space is limited. On the one hand, in the process of old city reconstruction, educational land is gradually swallowed up, but the land and infrastructure of existing schools have not been improved accordingly, and the development space of many schools has been limited in this process, such as the fifth primary school and the seventh primary school. On the other hand, the supporting facilities of basic education have not kept up with the development of real estate, such as Lishuyuan area, Xinfengyuan area and the north of Changjiang Avenue (Far East and Chunyuan area). The continuation of this situation will lead to the uneven distribution of new space, which not only limits the healthy development of basic education, but also is not conducive to the rationalization of urban functional relations. A large number of school-age children in new districts (such as Lishu Garden and Spring Garden) must go to school in the old city, which increases the urban traffic flow and road congestion in the old city. At present, there are many forms of academic system in middle schools, including five nine-year schools, two twelve-year schools, five junior high schools, 1 1 complete middle schools and two senior high schools, among which there are zero vocational high schools and three mixed vocational high schools and junior high schools. If we simply analyze the distribution of teaching points, it is difficult to draw a conclusion that the spatial layout of middle schools is reasonable because of the inconsistent school system and unclear distribution level.
(B) uneven development
There is a big gap between primary schools and secondary schools in key planning areas in terms of school conditions, teaching quality and teachers' equipment, and the campus construction of most primary schools and some secondary schools is far from the provincial standards. Most primary schools have small land scale, imperfect supporting facilities and uneven distribution of students. Schools with high teaching quality have a serious problem of running schools in excess of scale. The class size of hot primary schools is generally too large. For example, in the fifth grade of the seventh primary school, there is a class with 85 students, far exceeding the prescribed class size. The class capacity is seriously exceeding the standard, and the classroom is overcrowded. Due to the shortage of land in hot schools, the scale of running schools is too large, and the school sports venues and green spaces are not up to standard, which affects students' physical and mental health and is not conducive to the all-round development of quality education. Insufficient investment in basic education
The investment gap in basic education is large and unbalanced, and the development of private basic education is slow. On the contrary, the demolition of some schools has reduced the land for basic education and brought new pressure to the popular schools around the demolished schools, such as the demolition of the fifth primary school and the demolition of the fourteenth primary school.
Lack of effective control over the layout of primary and secondary schools in urban areas
1. Lack of coordinated and unified urban primary and secondary school layout planning. In May, 20001year, our city began to work out the layout plan of urban primary and secondary schools. However, due to various reasons, the plan has not yet achieved formal results. 2. Real estate development is incomparable. In the process of real estate development, the supporting construction of primary and secondary schools and residential development are not synchronized. According to the relevant national standards and planning and design conditions, it is common that schools (including kindergartens) that need to be configured cannot be implemented as planned. Once the residential development is completed and residents move in, it is difficult to implement the supporting educational facilities. At present, relevant departments also lack effective control measures.
3. Obstacles in the education system. The education system in our city implements a two-level management system at the municipal and district levels. Most primary schools and some middle schools are under the unified management of the District Education Bureau, while some primary schools and most middle schools are under the management of the Municipal Education Bureau. In some schools, the education department and other departments still have multi-head management. This situation makes it impossible to ensure coordination in the process of optimizing and adjusting the layout of primary and secondary schools and the development direction of schools.
4. There are no effective measures to adjust the layout of primary and secondary schools in urban areas. In the process of rapid urban construction, in order to optimize the layout structure of basic education, it is necessary to replace some primary and secondary schools with land. In the case of serious shortage of investment in education and tight financial resources in China, it is often necessary to take administrative intervention, carry out various forms of investment and effective administrative coordination in basic education. V. Analysis of the present situation and problems of primary and secondary schools in non-key planning areas
Non-key planning areas mainly include Hu Xiang Group, Fuliang Group, Hongyuan Group, Luojia Group and the areas to the west of Changnan Group and to the north of Lumeng Group in the nine functional groups of Jingdezhen Urban Master Plan (2002-2020). As the administrative center of Fuliang County, Fuliang Group has relatively independent educational facilities and complete primary schools, junior high schools and senior high schools. Because Fuliang Group is close to the urban area, there is a certain influence and mutual penetration between its high school education and key planning areas. In particular, Fuliang County's beautiful natural environment, profound historical background and relaxed land use conditions are suitable for developing vocational education featuring tourism. Hu Xiang Group and Hongyuan Group are established towns with relatively complete infrastructure. In principle, their basic education facilities are implemented according to the overall planning of their respective towns. Other groups are currently rural areas with rapid urbanization, and primary and junior high school facilities are mainly village-run schools. With the acceleration of urbanization and the increasing demand of villagers for basic education, in the long run, these areas will be the key areas for the construction of primary and secondary schools.
Chapter III Principles for Layout Planning of Primary and Secondary Schools
The layout planning of primary and secondary schools in urban areas integrates population density, geographical environment, economic development, overall urban planning, recent urban construction planning and the current situation of primary and secondary schools. In line with the principle that primary schools are near to school, junior high schools are relatively concentrated, vocational high schools are actively cultivated and developed, and educational resources are optimally allocated, and on the premise of ensuring the convenience for students to study, feasible primary and secondary school layout planning and specific implementation plans are formulated, the layout of primary and secondary schools is scientifically adjusted, and the land for basic education development is effectively controlled.
First, adhere to the principle of overall consideration. Strive to unify the development of basic education with social and economic development, and make the layout of primary and secondary schools more reasonable, both forward-looking and operational.
Two, adhere to the principle of balanced distribution of primary schools nearby. Fourth, adhere to the principle of scale benefit in senior high school. Coordinate the development of high school education and prepare for the goal of popularizing high school education. First, expand the space for educational development, solve the bottleneck problems that restrict development, fully tap resources and expand the scale of existing high schools. Five, strengthen the development of vocational education. Gradually realize the separation of general education and vocational education, provide new development space for vocational education, and reserve land for the development of ordinary junior and senior high schools.
