Open education in RTVU is a kind of network education, which is an adult education organized by the Ministry of Education in 1999 in order to keep up with the international standards. It takes the form of network education and adopts the credit system. Network education is the development trend of adult education in the future, which will gradually replace self-study examination and adult college entrance examination.
