Some schools have special requirements, such as cheating in exams, and they can only get diplomas when they graduate, but they can't award bachelor's degrees.
Undergraduate students want to graduate smoothly and get a degree certificate. Credit rating points need to meet certain requirements. Many universities require a GPA of 2.5 (equivalent to 65), while those well-known universities require a GPA higher than this, so even if they fail the final course, they may not get a degree certificate.
