Liu Zhibiao (Executive Director, Yangtze River Delta Economic and Social Development Research Center, Nanjing University): "Sense of gain" is different from "happiness" and emphasizes a real sense of gain. This formulation is more pragmatic and concise, which is closely related to the plain, simple and heavy language style of the general secretary. If you don't talk about "sense of gain" and emphasize happiness blindly, it will easily become blurred. On the other hand, the proposal of "sense of gain" enables people to measure their income with indicators, and happiness is immeasurable. Therefore, in today's China, "sense of gain" is closer to people's livelihood and more considerate of public opinion. This "sense of gain" can generally be transformed into happiness.
Reporter: What do you think the "sense of gain" should at least include?
Liu Zhibiao: We can link "sense of gain" with "building a well-off society in an all-round way". The realization of a well-off society in an all-round way is undoubtedly a great satisfaction of the sense of gain. Per capita income level, per capita years of education and per capita life expectancy can measure the proportion of middle-income people in a country and the degree of basic modernization. Therefore, we should at least include the above three aspects to improve the "sense of gain" of the masses.
Reporter: Today, China is facing the pressure of economic downturn. How can we make people feel more "gained"?
Liu Zhibiao: To improve the "sense of gain", we must first rely on reform to improve labor productivity and help people increase their income. There are several ways to improve labor productivity: first, technological innovation to improve the level of technical equipment; Second, continuous reform to enhance economic strength; Third, strengthen management and improve the enthusiasm of employees; The fourth is to increase property income and encourage mass entrepreneurship and innovation; Fifth, strengthen the transformation of government functions, from focusing on the market and competitive areas to focusing on public services, and promote the equalization of urban and rural public services. It is also important to govern the country according to law. Only in a country ruled by law, when individual rights and interests are protected by law, people will have expectations and confidence in the future.
