The Articles of Association is divided into six chapters and thirty-seven articles. The first chapter is general provisions. The second chapter is the member units; The third chapter is organization; The fourth chapter is authority; The fifth chapter is obligation; Chapter VI is the supplementary provisions.
Chapter I General Principles
Article 1 The Federation of Student Associations of Shanxi University was established on June 5, 2002+10. It is based on the student associations of the whole school and aims at promoting the healthy development of the work of student associations. It is the highest decision-making body during the intersessional period of the student association congress.
Article 2 The basic work of the Federation of Student Associations: giving guidance and suggestions on the overall work of student associations and having the right to examine the feasibility of their activities; The right to supervise the management of mass organizations; The right to examine and verify the application for the establishment and cancellation of associations; On the premise of observing national laws and school rules, safeguard the legitimate interests of the majority of associations and members and help associations solve practical difficulties; Put forward written opinions or suggestions to the school party Committee and the school youth league Committee in terms of community activities.
Article 3 HKCSS shall hold regular meetings to inform the society, listen to the opinions of student associations and members, and actively study and solve them; Student associations must report their work to the student union in a timely and true manner, obey the leadership of the student union and cooperate with the work of the student union.
Article 4 All rules, regulations and decisions made by various student associations within the scope of Shanxi University shall be based on this and shall not conflict with the articles of association of student associations of Shanxi University.
Chapter II Member Units
Article 5 The member units of the Federation of Student Associations include: all kinds of student associations and affiliated associations officially registered in the Federation of Social Organizations of Shanda University. Member units enjoy corresponding rights and perform corresponding obligations.
Article 6 Member units shall enjoy the following rights:
(a) enjoy equal voting rights, the right to be elected and the right to vote;
(two) the right to supervise the work of the Council;
(three) have the right to put forward opinions and suggestions on the problems in the management of mass organizations, and ask the Federation to truthfully reflect them to the school party committee and the school youth league committee;
(four) when the legitimate rights and interests are violated, the right to request the Council to give protection;
(five) the right to participate in the discussion of community work;
(six) the right to ask for reasonable help in the management and activities of the community;
(seven) in case of dereliction of duty, have the right to complain to the higher authorities of this Council.
Article 7 A member unit shall perform the following obligations:
(1) Abide by the Constitution and laws, safeguard social morality and campus civilization, and abide by the rules and regulations of the school;
(two) abide by the articles of association, implement the resolutions of the Council, and participate in the activities of the Council;
(three) actively participate in democratic management, and strive to complete the task of student associations;
(four) to safeguard the honor and interests of the Council and the Shanda Association.
(5) Each student association shall pay the association registration fee and network maintenance fee to HKCSS at the designated time every year.
Chapter III Organizational Structure
Article 8 The organizing principle of this Association is democratic centralism.
Article 9 This Association is composed of the presidium and various ministries.

Presidium: the highest decision-making leading body of the Federation of Students, responsible for overall work and reporting to the higher authorities regularly. Responsible for assigning, guiding and supervising the work of various departments.
Secretariat: comprehensively coordinate the work of various ministries and commissions, upload and distribute them, and be responsible for meeting organization, information notification, seal keeping, document drafting and submission for approval.
Organization Department: Supervise and guide the personnel work of associations, be responsible for the registration, merger and cancellation of associations, and regularly carry out the "merit-based" membership, assessment and evaluation of associations.
Propaganda Department: responsible for the Federation's regular publicity at home and abroad, undertaking publicity planning of various activities, making publicity plans, approving and managing publicity supplies.
Supervision Department: responsible for managing and supervising the daily operation of associations, carrying out illegal inspections of association work, evaluating and filing the activities of associations, and putting forward opinions and suggestions.
Information Department: responsible for strengthening the construction of network security, undertaking the maintenance and update of network information platform and news editing, carrying out network publicity and guiding network public opinion.
Activity Department: responsible for the planning and development of various activities, organizing and coordinating community cultural and sports activities, improving the quality of community activities, and planning and holding community cultural festivals.
External relations department: responsible for external communication, undertaking all kinds of public relations work, raising funds and sponsoring activities, and providing necessary sponsorship information for community activities.
Finance Department: responsible for financial management, fund allocation, collection of registration management fees of associations, audit of activity budgets, standardization of financial use of associations, and regular publication of financial bills.
Rights & Interests Department: coordinate and solve disputes over rights and interests of associations, and carry out rights protection of associations, credit certification of members, and fund application. At the same time, a complaint center will be established to accept students' complaints.
Community development research center: responsible for community theoretical research, community elite training, student community forums, etc. Often carry out investigation and research, guide the association to carry out activities, make suggestions for the association's development, and provide intellectual support.
Article 11 The Central Social University is elected by the general meeting of the whole school, and the presidium is elected by the representatives of all departments of the Central Social University and the leaders of the societies. Candidates need to work in social trade unions and associations for more than one year, and perform well during their tenure. The list of selection qualifications and candidates shall be reviewed and published by the presidium of the last Social Federation. In principle, elected members of the presidium cannot hold any posts of any nature in student associations. Ministers and deputy ministers are nominated by the presidium and democratically elected by the general assembly of the Council.
Article 12 The Association shall implement the chairman responsibility system, and the chairman shall be responsible to the Association and the members' congress. If the chairman is unable to exercise his functions and powers for some reason, the chairman shall entrust the vice chairman to handle the daily work of the Council.
Thirteenth CSU staff can not continue to work, you can submit a written application for resignation, with the consent of the CSU Presidium, reported to the Youth League for instructions. When the staff of the social trade union have serious dereliction of duty in their work, they may be removed from the list after discussion and approval by the presidium of the social trade union and approval by the Communist Youth League Committee.
Fourteenth after the resignation or dismissal of the staff of the Council, the vacant position can be held by election according to the actual situation. Candidates are nominated by the Presidium of the Social Science Federation, and detailed materials are prepared and reported to the Youth League Committee for approval. After the Youth League Committee has passed the examination, it will vote at the community congress, and the voting results will be announced in the whole school.
Article 15 The term of office of each student union is one year, and the general election is held around1February every year.
Chapter IV Duties and Powers
Article 16 HKCSS regularly organizes meetings of community leaders, which can be held temporarily in case of major activities (community activity month, community recruiting new members, etc.). ) or special circumstances.
Article 17 When holding large-scale activities for the whole school or the society, all member units need to invite off-campus personnel to carry out academic exchange activities in the school, and they need to submit an activity application and activity plan to HKCSS, and the activities can only be held after being approved by HKCSS.
Eighteenth student organizations can carry out activities within the scope permitted by their articles of association and system. However, in case of activity problems (such as time or place conflicts) and major activities, they should report to the Federation of Social Organizations in time and obey its coordination, management and decision.
Article 19 The Central Federation of Social Organizations has the right to supervise and inspect the use of membership fees and sponsorship funds of various organizations.
Twentieth members of the presidium of the Social Welfare Council shall participate in the regular meeting or activities of the community in charge more than once every semester and put forward necessary opinions and suggestions; The members of the presidium shall hold more than one meeting of the heads of the associations each semester.
Article 21 When members of the board of directors have different opinions on the resolutions made by the board of directors, they have the right to reserve and appeal, but they must be strictly implemented within the validity period of the resolutions.
Twenty-second more than half of the members suggest that a general meeting can be held to discuss and amend the Regulations on the Administration of Student Associations in Shanxi University, and it will take effect only if more than two-thirds of the members agree.
Article 23 HKCSS shall be responsible for the application of student organizations. For student associations applying for establishment, HKCSS should strictly examine the qualifications and application materials of applicants. Arrange a meeting within half a month to put forward suggestions and guidance. The revised application materials must be submitted to the chairman in charge within one week, and failure to submit them within the time limit shall be regarded as abandonment of the application.
Article 24 HKCSS has the responsibility to review and revoke its member units. CSU regularly evaluates its member units. Central South University has the right to start the cancellation procedure for the societies with chaotic management, unclear finances, strong reaction from members and serious violation of the Articles of Association and the Regulations on the Management of Student Associations of Shanxi University, and cancel the units according to the regulations.
Chapter V Justice Affairs
Article 25 members of the board of directors have the obligation to abide by the articles of association and resolutions of the board of directors.
Article 26 The central competent authority shall, in principle, hold a general meeting of members of the central competent authority in its office at a fixed time every week. Hold a community leadership meeting in the last week of each month.
Twenty-seventh members of the Federation should safeguard the honor of the Federation and various associations, and should fight against acts that infringe on the interests of student associations.
Article 28 When discussing resolutions, the Council must abide by the principle of democratic centralism and ensure openness, justice and fairness.
Twenty-ninth members of the association must set an example, conscientiously implement the "Regulations on the Administration of Student Associations in Shanxi University", and must attend the meeting on time. In case of special circumstances, you should ask for leave in writing in advance.
Thirtieth on the basis of doing a good job, members of the Federation should actively complete the tasks assigned by the presidium and make suggestions for the development of student associations.
Thirty-first social organizations should always take the initiative to contact with student associations, understand the development trends of student associations, supervise and support student associations, and help them develop and progress.
Thirty-second student associations must truthfully reflect the problems existing in student associations and the opinions of their members to HKCSS, and actively provide solutions.
Thirty-third associations should take the initiative to contact with various schools' associations, exchange their management experience, and provide help for inter-school exchanges and activities of schools' associations.
Chapter VI Supplementary Provisions
Thirty-fourth more than two-thirds of the full members of the Federation of Social Sciences propose that a general meeting of the members of the Association can be held to discuss and amend the articles of association, and it can only be adopted with the consent of more than two-thirds of the participants.
Article 35 Matters not covered in the Articles of Association shall be discussed and decided by the general meeting of members of the Board of Directors.
Article 36 The right to interpret the Articles of Association belongs to the Student Union of Shanxi University.
Article 37 The Articles of Association shall come into force as of the date of promulgation.
