The national special plan is a poverty alleviation plan in which the enrollment schools are universities affiliated to the central government and key universities affiliated to various provinces (autonomous regions and municipalities), and the enrollment is oriented to concentrated contiguous counties with special difficulties, national key poverty alleviation and development counties and four southern Xinjiang States.

1. University admission to national special programs refers to the establishment of targeted enrollment plans from some special groups in order to promote educational equity and social justice. These special groups may include students from poor areas, rural students, ethnic minority students, disabled students, excellent art and sports students and other special groups. The national special enrollment policy will give these special groups some care and special treatment in the college entrance examination according to the specific situation and needs, and provide more fair selection opportunities.

2. Before a batch of undergraduate enrollment, the admission score line is not lower than the batch admission control score line of ordinary enrollment schools in principle. For the relevant provinces that merge undergraduate admission batches, the national special plan begins to file admission before the undergraduate batch, and the admission score line is not lower than the undergraduate batch admission control score line.

3. When the number of students enrolled in the same batch of colleges and universities is insufficient, the unfinished special plan shall not be transferred to the ordinary plan, and the students shall be admitted or transferred to the provinces with qualified students through repeated public solicitation of volunteers. The unfinished plan after soliciting volunteers should be appropriately reduced. Colleges or majors with special enrollment requirements for candidates, such as public security, arrange for early batch admission.

1. 3.
