All kinds of students studying abroad should master the language of the corresponding country, be proficient in reading foreign professional books and periodicals, have certain listening, speaking and writing skills, and be able to conduct academic exchanges in related disciplines in foreign languages after short-term training. The foreign language ability of college students and graduate students who go abroad must reach the level of being able to attend lectures.

(2) Operating conditions

College students who go abroad should be high school graduates with excellent grades. Graduate students who go abroad should be excellent people who have graduated from university or above, and should stipulate the actual working years before going abroad according to the characteristics of different disciplines.

Overseas students and visiting scholars should be the backbone of teaching, scientific research and production, have a bachelor's degree or above, and have been engaged in this major for more than five years in institutions of higher learning, scientific research units, industrial and mining enterprises and other departments (especially excellent or can be shortened appropriately due to work needs), or have been engaged in this major for more than two years after obtaining a master's degree, or engaged in vocational and technical education for more than two years.

The age of international students and visiting scholars should be determined according to the different types of studying abroad, and generally should not exceed 50 years old. The short-term (three to six months) visiting scholars of associate professors or associate researchers may be appropriately relaxed.

(3) Political conditions

Love the motherland, love socialism, excellent ideological and moral character, outstanding performance in practical work and study, and actively serve the socialist modernization.

(4) Physical condition

The health status of all kinds of public students studying abroad must meet the prescribed standards for studying abroad, pass the examination in provincial and municipal hospitals and obtain a health certificate (the certificate is valid for one year).

China scholarship council (a non-profit enterprise legal person directly under the Ministry of Education) is responsible for the specific implementation of the national public study abroad.

Basic conditions for declaration:

1. At the time of application, the doctoral students should not be over 35 years old. They have a master's degree, or they are fresh graduates at the time of application, or they are studying for a master's degree (including fresh graduates) or a first-year doctoral student.

2. When applying for a master's degree, the graduate student is not over 30 years old, has a bachelor's degree or an excellent undergraduate graduate, is in good health and performs well.

3、? Visiting scholars (including postdoctoral research) should be no more than 50 years old at the time of application, and should be official staff of institutions of higher learning, enterprises and institutions, administrative units at all levels and scientific research units.

A senior research scholar who is not over 55 years old at the time of application shall meet one of the following conditions in addition to the application conditions for visiting scholars:

The backbone of the State Key Laboratory, the Key Laboratory of the Ministry of Education and the National Engineering (Technology) Research Center;

Among them, teaching and research personnel should be professors and doctoral supervisors; Managers of central state organs and local administrative departments shall have administrative posts at or above the deputy bureau level; Managers of large and medium-sized state-owned enterprises should have administrative positions at or above the deputy bureau level.
