2. Make an independent enrollment plan, incorporate it into the enrollment charter, and announce it to the public. The independent enrollment plan of colleges and universities mainly includes the following contents:

(1) Enrollment target. General requirements are extraordinary innovation and practical ability, or special talents in literature, art and sports; Or the comprehensive quality is among the best, and it must be a high school graduate;

(2) enrollment scope. Generally, independent enrollment is designated in some provinces and cities, and many independent enrollment schools expand the enrollment scope to all parts of the country;

(3) registration procedures. Students themselves can apply, but also be recommended by relevant schools or teachers, tested by pilot colleges, and determined to be independent candidates;

(4) admission principles. The first choice of pre-selected candidates must be reported to the pilot colleges, and the college entrance examination scores must reach the level stipulated by the school (if the school is less than 20 points below the local investment line) before admission.

3. Pre-selected students participate in normal channels and procedures for admission when their first choice is not reported to the school or the college entrance examination results do not meet the requirements of the school.

4. Pre-selected candidates can get policy guarantee, even if the college entrance examination results do not reach the local investment line of the university, they may still be admitted.

Autonomous registration procedure

1. According to the actual situation of the school, the pilot school will formulate an independent selection and admission plan, which will be incorporated into the school enrollment charter and announced to the public.

2. The fresh high school graduates who meet the conditions of independent selection and admission in the pilot schools shall be recommended by their middle schools or apply in other forms, and the middle schools shall provide the pilot schools with the candidates' moral, intellectual, physical and aesthetic development, awards, specialties and other proofs and realistic materials.

3. According to the standards and assessment methods independently determined and publicized, the pilot schools organize expert groups to review the candidate materials, and put forward candidates after interviews and other related assessments. The enrollment leading group of the pilot school will determine the selected list after the audit.

4. The list of qualified candidates after examination shall be reported to the provincial recruitment office where the students are located for the record, and published on the information release platform or news media designated by the middle school, pilot school website and the provincial recruitment office where the students are located.

5. Selected candidates are required to take the national unified examination, and their scores reach the admission control scores of the same batch of pilot schools determined by the provinces (autonomous regions and municipalities directly under the Central Government) where the students are located. The provincial admissions office should file with the pilot school selected by the candidates. Pilot schools conduct comprehensive evaluation and independent selection and admission of candidates who have passed the preliminary examination and meet the requirements of the unified examination results.

6. After the admission of the pilot school, the provincial admissions office where the students are located will announce to the public the candidates independently selected and admitted by the pilot school through the provincial enrollment information platform and relevant news media; Pilot schools should publish the list of candidates who have been selected and admitted by themselves on the school website in time.
