Dongying has jurisdiction over three counties and two districts: Dongying District, Guangrao County, Lijin County and Kenli County in Hekou District. China Youshi University (East China) is located in Dongying District, Dongying City.

Dongying District is the seat of Dongying Municipal Government, which is divided into Dongcheng and Xicheng. Xicheng is the old city and Dongcheng is the new city. It's beautiful! Because Petroleum University is an old school, it is naturally located on the west side of Dongying District. There are buses 106, 106(A), 1, 2 and 3 along the line.
