Heilongjiang International University is a language undergraduate college, founded in 1993 and formerly known as Harbin Hengxing Foreign Languages Institute. In March, 2003, it was established with the approval of Heilongjiang Provincial People's Government. The Institute cooperated with Harbin Normal University to establish Hengxing College of Harbin Normal University.

On April 20 1 1, with the approval of the Ministry of Education, it was agreed that the Star College of Harbin Normal University would be transformed into Heilongjiang International University, and the establishment of the Star College of Harbin Normal University would be abolished at the same time.

In 2020, the school won the annual project of National Social Science Fund 1, the project of Science and Technology Development Center of Ministry of Education 1, the project of foreign experts at the provincial level in Heilongjiang Province 1, the project of youth research and planning in philosophy and social sciences in Heilongjiang Province 1, and the Chinese academic translation project of National Social Science Fund 1
