What if dad doesn't pay college tuition?
Father's refusal to pay college tuition is handled as follows:

1, parents have the obligation to raise and educate their children; Children have the obligation to support and assist their parents. When parents fail to perform their maintenance obligations, minors or children who cannot live independently have the right to ask for maintenance;

2. Children born out of wedlock enjoy the same rights as children born in wedlock, and no one may harm or discriminate against them. A biological father or mother who does not directly raise a child born out of wedlock shall bear the living expenses and education expenses of the child until the child can live independently. If the biological father is sued for alimony in the name of the child, and the two parties fail to reach an agreement or the agreement is not allowed, the people's court shall make a judgment according to the actual needs of the child, the affordability of both parents and the local actual living standard, from the perspective of protecting the legitimate rights and interests of the child and being conducive to the healthy growth of the child.

Legal basis: Article 1067 of the Civil Code of People's Republic of China (PRC).

If parents fail to perform their maintenance obligations, minor children or adult children who cannot live independently have the right to ask their parents to pay maintenance.

Parents who fail to perform their maintenance obligations, lack the ability to work or have difficulties in living have the right to claim alimony from their adult children.

Article 1068

Parents have the right and obligation to educate and protect their minor children. If a minor child causes damage to others, parents shall bear civil liability according to law.
