In order to implement the spirit of the 17th National Congress of the Communist Party of China on encouraging young cadres to exercise and grow in grassroots and hard areas, and the requirements of the Central Organization Department and the Provincial Party Committee on doing a good job in Selected Graduates and sending college graduates to serve in villages, we will further strengthen the selection and training of outstanding young cadres, cultivate reserve talents of party and government cadres with firm ideals and beliefs, love their jobs and have deep feelings for the people, further strengthen the construction of grassroots organizations and improve the structure of grassroots cadres. Enhance the vitality of grassroots cadres, promote the healthy growth of young cadres, and provide talent support and organizational guarantee for the construction of the economic zone on the west side of the Taiwan Strait. After research, it is decided that in 2009, our province will continue to transfer a group of outstanding college graduates to work and exercise at the grassroots level (referred to as "Selected Graduates") and transfer a group of outstanding college graduates to work in villages (referred to as "Selected Graduates"). The relevant matters are hereby notified as follows:
I. General requirements
Adhere to the principles of openness, equality, competition and merit-based, adhere to conditions, adhere to standards, strictly select procedures and work discipline, and further improve the quality of Selected Graduates and the quality of enrollment. Selected Graduates and Selected Graduates are selected simultaneously, and at the same time, registration recommendation, examination with the same paper, unified physical examination, tangency of classification and grading, synchronous assessment and selection, distribution arrangement and classification and grading induction training are carried out. Maintain the continuity of work, and the selection conditions, scope and methods remain basically unchanged. Strengthen policy propaganda and work coordination, strive to create a good atmosphere to encourage and guide outstanding university graduates to serve the grassroots, serve the masses and contribute to Haixi, and establish a correct orientation for selecting and employing people.
Second, the scope of choice
Selected Graduates: Full-time undergraduate graduates from Xiamen University, Huaqiao University, Fuzhou University, Fujian Normal University, Fujian Agriculture and Forestry University, Fujian Medical University, Fujian College of Traditional Chinese Medicine, Jimei University, Zhangzhou Normal University, Quanzhou Normal University and yang-en university in 2009; Fujian, a key university outside the province, is a full-time undergraduate graduate of outstanding universities in 2009; Full-time 2009 master's and doctoral students in colleges and universities inside and outside the province.
Enrolled students: full-time undergraduate graduates from Xiamen University, Huaqiao University, Fuzhou University, Fujian Normal University, Fujian Agriculture and Forestry University, Fujian Medical University, Fujian College of Traditional Chinese Medicine, Jimei University, Zhangzhou Normal University, Quanzhou Normal University, Fujian Engineering College, Minjiang College, Putian College, Sanming University, Longyan University, Xiamen Institute of Technology, yang-en university, and outstanding universities in 2009; Fujian students from universities outside the province are full-time graduates of excellent universities in 2009; Full-time graduate students in colleges and universities inside and outside the province in 2009. Undergraduates and above who participated in the activities of "Three Supports and One Support" and "Volunteer Service" organized by the Provincial Personnel Department and the Communist Youth League Committee, after the expiration of the service period, were voluntarily selected and qualified, and were also listed as candidates after being recommended by the organization.
The above graduates must take the unified entrance examination for undergraduates and postgraduates in ordinary colleges and universities nationwide or be exempted from the examination according to regulations. Master students must graduate before September 2009 1 and doctoral students must graduate before September 2009 1 and before February 3, 20091. In particular, outstanding college graduates from the starting point of preparatory courses or specialties can also participate in the selection of candidates.
Third, choose the number.
1. It is planned to select about 240 students from Selected Graduates, including: ① Party and government students 150 (including 30 graduate students), court students (including graduate students 12) and prosecutors (including graduate students 10); ② Minority students 10. There is no limit to the number of doctoral graduates, and the tone is selected according to the merit-based rules. Receiving and arranging the administrative establishment required by Selected Graduates shall be solved by all localities in the administrative establishment at the same level issued by the province.
2. It is planned to hire about 470 students.
Fourth, the selection conditions
1. Seriously study Deng Xiaoping Theory, Theory of Three Represents and Scientific Outlook on Development, support the party's line, principles and policies, and actively demand political progress; Integrity, correct style, law-abiding; Care for the collective, unite with classmates, and have the spirit of service and dedication.
2, study hard, solid professional knowledge, excellent academic performance, and obtain the corresponding graduation certificate and degree certificate. Wide range of interests, quick thinking, good at communication, strong oral and written expression skills.
3. Establish a correct outlook on the world, life, values, success and employment, consciously combine personal ideals with the needs of the country and society, have a correct understanding of the work in Selected Graduates and Selected Graduates, and voluntarily work in grassroots and hard places to exercise and dedicate their talents. Strong organizational discipline, obey organizational arrangements.
4, physical and mental health, can adapt to the needs of grassroots work and adapt to the difficult working and living environment at the grassroots level. Physical fitness must meet the qualified conditions stipulated by the Ministry of Personnel and the Ministry of Health in the General Standard for Physical Examination of Civil Servants (for Trial Implementation).
5. Strong ability to organize activities. Undergraduate graduates should hold the post of monitor (or secretary of the League branch) for more than 1 year, or vice monitor (or deputy secretary of the League branch) for more than 2 years (students from Sanming City, Nanping City, Longyan City and Ningde City, 1 year or more). Graduate students should serve as student cadres above the class Committee during their college years. The conditions for minority students can be appropriately relaxed. In order to meet the demand for talents in the construction of new socialist countryside and provide a broad platform for more young people with aspirations to work, serve, study and exercise in rural areas, anyone who has held the post of student cadre above the class committee 1 year during his college years, has outstanding performance in work and study and is eager to work at the grassroots level can apply for Selected Graduates.
6. Undergraduate graduates are not more than 28 years old (1 981born after July, and so on), master graduates are generally not more than 32 years old, and doctoral graduates are generally not more than 35 years old.
7. The types of work reported to the court and procuratorate are limited to the legal profession.
8. Recruit students who have passed the examination in Selected Graduates. Doctoral students are not required to take the qualification examination, and they are selected by combining interview and examination.
With the above conditions, priority will be given to party member students, outstanding student cadres, miyoshi students and minority students. Undergraduate and graduate students who have been rated as outstanding * * * party member, Miyoshi students, outstanding student cadres, outstanding league cadres and outstanding league members at or above the provincial level (hereinafter referred to as "provincial eugenics") will be added with 2.5 points (Sanming City, Nanping City, Longyan City and Ningde City, and students who voluntarily return to their original places will be added with 5 points), which will be included in the qualification examination results of Selected Graduates City, Selected Graduates.

1, determine the number of places. Candidates must accurately fill in the Application Form for Selected Graduates in Fujian Province in 2009 and the Application Form for Selected Graduates in Fujian Province in 2009, and be responsible for the completeness and accuracy of the application materials. Candidates' colleges and universities should be strictly examined. In the process of inspection or review, if the information provided is found to be untrue or unqualified, the qualification for transfer and employment shall be cancelled.
Candidates are exempt from the registration fee.

3. Fill in the report voluntarily. Students' places of origin (that is, where their families and middle schools are located before entering the university) and work areas are divided into nine districts and cities in Fujian Province, namely: Fuzhou, Xiamen, Zhangzhou, Quanzhou, Putian (above the coastal areas), Sanming, Nanping, Longyan and Ningde (above the mountainous areas).
Selected Graduates Volunteer: Only one of the three jobs is allowed: Party and government, court and procuratorate. Undergraduate students must fill in the workplace volunteers according to their students, and only one is allowed to fill in. In the process of adjustment, if there are insufficient candidates in mountainous areas, appropriate adjustment will be made with the consent of the students themselves. Master's and doctoral graduates are not restricted by their place of origin.
Volunteering in Selected Graduates: volunteering in the place where you work according to your place of origin.
When hiring students, first select from those who voluntarily hire students. If the number of people in Selected Graduates is insufficient, we will choose those who are reported to Selected Graduates, Selected Graduates, but not in Selected Graduates, Selected Graduates to supplement.
4. Application procedures. Procedures for colleges and universities in the province to apply for Selected Graduates and select students: ① Colleges and universities release selection information. ② Eligible students can register online. (3) The Party Committee of the College shall be responsible for the qualification examination, and the Organization Department of the Party Committee of the College shall conduct the qualification examination together with the Political and Educational Affairs Office. (4) According to the comprehensive performance of students, the Party Committee of colleges and universities recommends candidates according to the proportion of 1:6 selection plan, the appropriate proportion of mountainous areas and coastal areas, and the appropriate proportion of girls. ⑤ Colleges and universities publicize the candidates to be recommended for three days. ⑥ The College Student Affairs Office is responsible for collecting and sorting out the application forms for recommending candidates. ⑦ Issue admission tickets. The college student affairs office downloads the admission ticket centrally, affixes the seal of the student affairs office, and keeps the root. ⑧ The qualification of "provincial outstanding students" is verified by colleges and universities, and the copy of relevant honorary certificates is signed by myself, which is audited and sealed by the College Student Affairs Office. Graduates who participate in activities such as "Three Supports and One Support" and "Volunteer Service" apply for Selected Graduates. The basic procedures are the same as those of colleges and universities outside the province. The application form shall be sent to the Youth League Committee and Personnel Bureau of the county where the service is located for examination and seal.
Candidates must remember their personal password for surfing the Internet, so that they can check the medical examination results, examination results, investigation list, appointment notice and other information in the future. Application form, admission ticket, copy of honorary certificate, etc. It must be copied (printed) on A4 paper, and the paper should be kept clean and tidy.
5. exams. On June 5438+1October 18, 2009, the Selected Graduates and Selection Examination was held at Fuzhou University (Yishan Campus) from 2: 00 pm to 5: 00 pm. Candidates must enter the venue before June 5438+ 0: 40 pm. The contents of the examination are "Administrative Professional Ability Test" and "Application". The answer time is 180 minutes.
6. Physical examination. On the morning of June 5438+1October 65438+September, 2009, the candidates from universities outside the province were organized in a unified way. Graduates who have participated in activities such as "three supports and one support" and "voluntary service" and applied for physical examination. Candidates from colleges and universities in the province will arrange physical examination after the inspection. The physical examination of doctoral graduates will be notified separately. The physical examination is organized by the Organization Department of the Provincial Party Committee, the Provincial Personnel Department, the Provincial Court and the Procuratorate. Those who fail to attend the physical examination on time or fail to pass the physical examination will not be included in the selection inspection.
7. Determine the object of investigation. Distinguish between different volunteer areas (jobs) and educational levels, and according to the results of qualification examination, determine the lists of candidates from Selected Graduates and Selected Graduates respectively according to the proportion of the number of people in the selection plan 1:2 (the proportion of universities outside the province is 1:3). According to the comprehensive quality and professional expertise of doctoral graduates, recommend units, and conduct a preliminary investigation according to the recommendation and reception.
8. check. The Organization Department of the Provincial Party Committee and the Provincial Personnel Department led the investigation team to the school to conduct a comprehensive investigation and understanding of the candidates. After the inspection, fill in the Registration Form for Examining Candidates in Selected Graduates, Fujian Province in 2009 and the Registration Form for Examining Students in Fujian Province in 2009.
9. Determine Selected Graduates and the recruitment list. According to the comprehensive performance and quality of candidates during their school days, each investigation team put forward a preliminary list of candidates. The list of candidates for Selected Graduates is determined by the Organization Department of the Provincial Party Committee, the Provincial Personnel Department and relevant departments.
10, publicity. The Organization Department of the Provincial Party Committee and the Provincial Personnel Department entrust relevant universities to publicize the list of students to be transferred and accept the supervision of teachers and students. The publicity period is 3 working days. During the publicity period, problems can be reflected to the Organization Department of the Party Committee of the College or the Student Office, or to the Organization Department of the Provincial Party Committee and the Provincial Personnel Department. Verify that it is not suitable for Selected Graduates, recruit students, and make timely adjustments.

The Organization Department of the Provincial Party Committee and the Provincial Personnel Department issued a notice of transfer (employment) and employment to the Organization Department of the Party Committee or the Student Office of the relevant university. The relevant institutions shall, jointly with the provincial department in charge of graduate employment, handle the relevant procedures for graduate employment. Arrange the party and government organs, court organs and procuratorial organs in Selected Graduates to handle the recruitment procedures of civil servants. Party and government Selected Graduates is appointed by the Organization Department of the Provincial Party Committee and the Provincial Personnel Department; Selected Graduates of the court and procuratorate is employed by the Organization Department of the Provincial Party Committee. The Organization Department of the Provincial Party Committee and the Provincial Personnel Department entrusted the county (city, district) to organize the personnel department to sign an employment contract with Selected Graduates.
12, scheduling discipline. Colleges and universities should be serious about the discipline of graduates' employment dispatch. After the list of Selected Graduates and Selected Graduates is confirmed, they must obey the mobilization and selection of the organization, and may not be reassigned without the consent of the Organization Department of the Provincial Party Committee and the Provincial Personnel Department.
VI. Operation Report
1, distribution direction. In principle, Selected Graduates should be enriched to the grassroots level and arranged to have time to make up for it. Undergraduate students are arranged to work in township party committees, governments (street offices in individual cities) or grass-roots courts and procuratorates below the county level according to their place of origin; Master students can be arranged to work in county (city, district) party committees, government agencies or courts and procuratorates in districts and cities (Xiamen is the district); Doctoral students can arrange to work in party and government organs at or above the district level when they have the preparation time.
In principle, students choose to work in rural areas that are conducive to their exercise and growth according to their place of origin. They are official party member, and they are generally arranged as assistants to the secretary of the village party organization; Is in * * * to prepare party member or not in * * * party member, generally arranged in the village committee as assistant director; Is a member of the * * *, can be arranged to concurrently serve as secretary and deputy secretary of the village youth league organization.
2. Allocation procedure. The Organization Department of the Provincial Party Committee and the Provincial Personnel Department issued a list of Selected Graduates and Selected Graduates to all districts and cities. Selected Graduates of the courts and procuratorates were put forward by the courts and procuratorates of the districts and cities respectively, and reviewed by the Organization Department of the Municipal Party Committee, the Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau. Party and government Selected Graduates by the Municipal Party Committee Organization Department in conjunction with the Municipal Personnel Bureau put forward specific arrangements, and solicit opinions from the Municipal Party Committee Organization Department. All Selected Graduates distribution plans shall be summarized and reported by the Organization Department of the Municipal Party Committee to the Organization Department of the Provincial Party Committee. The Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau will put forward specific arrangements for Selected Graduates. Selected Graduates's plan for selecting and appointing students shall be implemented after being approved by the Organization Department of the Provincial Party Committee. Selected Graduates's distribution plan is sent to the provincial party committee for the record.
3. File transfer. The files of students selected for employment in Selected Graduates are sent by the institutions where the students belong according to the specific requirements, and the notice of selection is sent to the relevant districts and cities and the organization department of the municipal party committee. The organization department of the municipal party Committee should do a good job in file registration, inventory and forwarding in a timely manner. Selected Graduates files working in counties (cities, districts) are managed by the organization department of the county (city, district) committee. The employment of students' files is managed by the talent service institutions affiliated to the county-level personnel department.
4. Registration arrangements. Registration is the responsibility of the Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau. On July 2, 2009, at 9:00 a.m. on Kloc-0, Selected Graduates and Selected Graduates reported to the Personnel Bureau of the districts and cities in the distribution area with their original diplomas and degree certificates, and went through relevant formalities. The Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau, together with the municipal courts, procuratorates and other units, held collective talks with the students selected by Selected Graduates. Before August 3, 2009, Selected Graduates and the selected students were assigned to work units and rural areas respectively.
5. Pre-job training. In order to help Selected Graduates and Selected Graduates adapt to grass-roots work as soon as possible, the Organization Department of the Provincial Party Committee and relevant departments will organize on-the-job training for Selected Graduates at the end of 2009. Organized by the Organization Department of the Municipal Party Committee and the Municipal Personnel Bureau, trainees were selected for pre-job intensive training from July 22nd to August 2nd, 2009. The training contents mainly include the policies and regulations of the Party and the state on rural work, basic knowledge of rural grass-roots work, basic knowledge of agricultural production, safety education of grass-roots work, short-term inspection and probation, etc.
VII. Relevant requirements, treatment and safeguard policies
Selected Graduates implements the minimum service period system. After being selected to work at the grassroots level, they should have served for 3 years (including probation period) within the scope of their districts and cities. Students from Fuzhou, Xiamen, Zhangzhou, Quanzhou and Putian volunteered to work in Sanming, Nanping, Longyan and Ningde. The minimum service period is 4 years (including probation period).
The service period for Selected Graduates to work in the village is generally 2 years. Students who are employed as "special posts for village organizations" during their service in the village belong to non-civil servants. After the expiration of the service period, the examination will be jointly organized by the Organization Department of the Provincial Party Committee and the Provincial Personnel Department. Those who pass the examination will be hired as Selected Graduates, included in the Selected Graduates plan of that year, and arranged to grass-roots party and government organs (civil servants) or institutions as time goes by. Among them, law majors can be arranged to grass-roots courts and procuratorates over time. If I am willing to work, I can continue to work in the village; For a few people who are not employed like Selected Graduates and do not continue to work in the village, they will be guided and encouraged to choose their own jobs and start their own businesses. The management, treatment and guarantee policies for selecting and hiring students shall be implemented according to the Interim Measures for the Administration of Selecting and Hiring Excellent College Graduates to Work in Villages in Fujian Province.
Eight, organization and leadership
Selected Graduates and Selected Graduates are led by the Organization Department of the Provincial Party Committee and the Provincial Personnel Department, and jointly organized and implemented by the Provincial Party Committee, the Provincial Education Commission, the Provincial Agricultural Office, the Provincial Department of Education, the Provincial Public Security Department, the Provincial Department of Finance, the Provincial Department of Labor and Social Security, the Provincial Court, the Provincial Procuratorate and other relevant departments. All localities and relevant departments should strengthen policy propaganda and work coordination, and the party committees of relevant colleges and universities should attach great importance to it, earnestly strengthen leadership, give strong support and cooperate closely. The relevant departments of colleges and universities should carefully organize and do a good job in recommendation, selection and ideological and political work in strict accordance with conditions and procedures.
