Since the reform and opening up, the total GDP of Shandong has hardly fallen out of the top three, and has always appeared as a strong province. In the next decade, Shandong will usher in a more comprehensive and balanced development and build an urban development network with two circles and four districts. Two circles: Jinan metropolitan area and Qingdao metropolitan area; Four districts: Dong Bin Metropolitan Area, Wei Yan Metropolitan Area, Jizhou-Heze Metropolitan Area and Riri Metropolitan Area.
Shandong proposes to establish the idea of land-sea integration, adhere to the unity of spatial layout and development functions, coordinate resource development and environmental protection, strengthen land-sea coordination, attach importance to land-sea coordination, and create the overall pattern of building a strong marine province with "leading, bay area driving, island cooperation, peninsula rising and global expansion".
The new thinking of land and sea planning in East China obviously needs to change the old concepts of emphasizing land over ocean, emphasizing offshore over distant sea, emphasizing shallow sea over deep sea, and not eating the sea inland, strengthen ocean awareness and firmly establish a brand-new ocean view of land and sea integration.
