Peking University is not the administrative subject. As a university directly under the Ministry of Education in China, Peking University does not belong to the state administrative organs, does not have the characteristics of administrative subject, and fails to verify that it is an organization authorized by law with administrative functions. Peking University and Tsinghua belong to public institutions in terms of unit types. Institutions refer to social service organizations established by using state-owned assets to engage in education, science and technology, culture and health.
