The work of university student village officials is an important strategic decision made by the CPC Central Committee since the 17th National Congress. Its main purpose is to train a large number of backbone talents for building a new socialist countryside, reserve talents for party and government cadres, and train outstanding talents for all walks of life. The management and assessment of college student village officials shall be implemented with reference to the relevant provisions of civil servants, led by the organization department of county (city, district) party committees, directly managed by township party committees and assisted by village party organizations; Personnel files are managed by the Organization Department of the Party Committee of the county (city, district) or the personnel service agencies affiliated to the human resources and social security departments of the county (city, district) are free agents, and the relationship between the party and the masses is transferred to the village where they are located.
