That depends on the school. Some schools are not so good (mostly private), and some are very good, not worse than those in Chinese mainland, such as Yi Bei Women's School and Jianzhong School, which are all very good. Many people are admitted to Harvard, Cambridge and other universities every year. For universities, National Taiwan University and Qing University (in Taiwan Province Province) are also very good. As for other universities with mixed diplomas, there are still some, but their diplomas are similar to others.
