The examination and approval of the establishment of institutions of higher learning is entrusted to a review body composed of experts.

The division, merger and termination of institutions of higher learning and other institutions of higher education, and the change of names, categories and other major matters shall be examined and approved by the examination and approval authority as stipulated in the first paragraph of this article; Amendments to the Articles of Association shall be reported to the education administrative department of the State Council or the education administrative department of the people's government of a province, autonomous region or municipality directly under the Central Government for approval according to the management authority.
