Chapter I General Provisions

Article 2 The elderly within the administrative area of this Municipality shall enjoy relevant preferential treatment in accordance with these Provisions.
The term "elderly" as mentioned in these Provisions refers to citizens over 60 years old (including 60 years old).
The elderly with the city's household registration enjoy the preferential treatment provided by this Municipality, and the elderly without the city's household registration (including the elderly in Hongkong, Macau and Taiwan Province Province and the elderly with foreign nationality) enjoy the preferential treatment provided by the household registration location.
Article 3 The old-age care institutions in cities, counties, municipal development zones and agricultural high-tech zones in the Yellow River Delta shall be responsible for organizing the implementation of these Provisions and checking the implementation of preferential treatment for the elderly by relevant departments.
Development and reform, civil affairs, justice, finance, human resources and social security, housing and urban construction management, transportation, culture and tourism (radio and television), health and wellness, market supervision, sports, medical security and other relevant departments and units should carry out their duties, cooperate closely, and do a good job in preferential treatment for the elderly.
Article 4 Deepen the reform of "simplifying administration and decentralizing power, strengthening supervision and improving services". From September 20, 2022, the paper "Shandong Senior Citizen's Preferential Card" will be stopped, and the elderly can enjoy the relevant preferential treatment in these Provisions with their resident ID cards or other valid documents. Support and guide the elderly to handle or entrust their relatives to handle the electronic preferential card for the elderly in Shandong Province.
Chapter II Preferential Treatment
Article 5 The elderly who have registered in this Municipality and are aged between 70 and 99, and do not enjoy retirement pension and employee pension insurance benefits (excluding destitute dependents), can enjoy life assistance benefits for the elderly. Among them, 70 to 74 years old, not less than 600 yuan every year; 75 to 79 years old, not less than 800 yuan per person per year; 80 to 89 years old, not less than 1200 yuan per person per year; 90 to 99 years old, not less than 2400 yuan per person per year. The elderly with the city's household registration, 100 years old and above, enjoy a longevity allowance of not less than 1000 yuan per person per month. The living assistance and longevity subsidies for the elderly shall be managed in a territorial manner, and the funds required shall be borne by the finance of the city and county (municipal development zones and agricultural high-tech zones in the Yellow River Delta) in accordance with the relevant provisions.
Article 6 Empty nesters, such as scattered destitute elderly, disabled elderly, widowed elderly, elderly aged 80 and above who enjoy the minimum living allowance, who have registered in this Municipality and actually live in the administrative area of this Municipality, will be taken care of by the county government, the administrative committee of the Municipal Development Zone and the administrative committee of the Provincial Agricultural High-tech Zone where they are registered, upon application, such as purchasing food, cleaning, medical care, transportation and emergency assistance.
Article 7 Government-invested pension institutions shall give priority to providing pension services to the elderly who are widowed, disabled, aged and have special family financial difficulties in family planning, and actively use idle beds to provide pension services to the society.
Article 8 The elderly who have the household registration in this city and have no ability to work, no source of income, can't determine their dependents, or their legal dependents really don't have the ability to support, shall be included in the scope of support for the destitute; Will meet the minimum living conditions of the elderly into the minimum living security, improve the level of security for the elderly.
Ninth urban poor elderly people who meet the housing security conditions will be included in the scope of housing security, and their age will be given a quantitative score, and priority will be given under the same conditions; Priority will be given to the homeless and dangerous houses among the poor elderly in rural areas into the scope of rural dangerous houses reconstruction.
Article 10 Qualification certification for receiving pension, life assistance for the elderly and longevity allowance shall be based on the principle of convenience for the elderly, with informationization and intelligence as the means to realize "silent certification" with information comparison as the main factor and socialization as the supplement. Do not meet the requirements of "silence", the implementation of on-site certification.
Eleventh elderly people who voluntarily move their accounts with their children enjoy basic public services in the place where they move in according to law.
Twelfth to encourage and help the elderly to participate in the basic medical insurance for urban and rural residents, eligible elderly people aged 70 and above to participate in the basic medical insurance for urban and rural residents funded by the government.
The elderly who have not yet participated in the basic medical insurance for urban and rural residents shall seek medical treatment in medical institutions at or above the county level established or supported by the government, and the fees for ordinary bed treatment, examination and hospitalization shall be reduced by no less than 20%.
Thirteenth elderly people give priority to medical treatment, laboratory tests, inspection, payment, medicine, and need to be hospitalized, giving priority to bed hospitalization. If the elderly outside the city suddenly get sick while traveling in Dongying, medical institutions will provide the same emergency "green channel" service as the elderly in this city.
Medical institutions at or above the county level established or supported by the government are exempt from general outpatient treatment fees for the elderly; In the convenience clinic, the first-time medical records and manual medical records of the elderly are exempted.
Medical institutions should reserve a certain proportion of on-site sources for elderly patients, keep artificial service windows such as registration, payment and printing of inspection reports, and provide medical guidance services for elderly patients with medical guidance, volunteers, social workers and other personnel. Public hospitals are free of registration fees for elderly patients aged 65 and above.
Article 14 According to the national basic public health service standards, the health department is responsible for providing health management services (including lifestyle and health status assessment, physical examination, auxiliary examination and health guidance) for the elderly aged 65 and above within its jurisdiction free of charge once a year, and establishing health records. The elderly at 100 and above are given free home physical examinations twice a year.
Fifteenth medical institutions should actively carry out the service of combining health and medical care for the elderly, and can set up geriatric department (geriatric department) if conditions permit. Encourage qualified medical institutions to provide family sickbeds, family rounds, long-term care and rehabilitation, hospice care and other services for the elderly and the disabled with mobility difficulties.
Sixteenth medical institutions established within the old-age care institutions, in line with the conditions, can be included in the scope of management of the basic medical insurance designated agreement.
Encourage and support the use of Chinese medicine to provide health services for the elderly, and include qualified Chinese medicine diagnosis and treatment projects into the scope of medical insurance reimbursement in accordance with regulations.
Seventeenth elderly people take city buses free of charge. Encourage highway passenger service units to implement free or preferential treatment for the elderly. Special chairs for the elderly should be set up in the waiting rooms of railway stations and bus stations, and a certain number of seats for the elderly should be set up on buses. Older people take trains, buses and planes, giving priority to entering the station, checking tickets and getting on and off (planes).
Eighteenth public utilities and business units such as water supply, power supply, heat supply and gas established or supported by the government shall give appropriate preferential treatment to poor elderly people in accordance with relevant regulations. Encourage communication, tourism, insurance, commerce, housekeeping, catering, transportation, maintenance, finance and other service industries to provide priority, preferential or on-site services for the elderly.
Nineteenth city roads, stations, airports, shopping malls, bus stops, residential quarters and other public buildings, should be in accordance with the relevant provisions of the construction of barrier-free facilities, to facilitate the elderly to travel. Encourage and support the installation of elevators in houses with a high proportion of elderly residents.
Twentieth cable (digital) television business units for elderly families living alone, to give half-price concessions for installation fees and viewing fees.
Twenty-first public cultural centers, libraries, museums, art galleries, science and technology museums, exhibition halls, memorial halls and other places should be open to the elderly free of charge.
Twenty-second public sports and fitness venues established or supported by the government should provide free or half-price concessions to the elderly according to the time period.
Twenty-third parks and scenic spots established or supported by the government are free of tickets for the elderly. Parks and scenic spots organized by social forces are free of tickets for the elderly aged 70 and above, and half-price concessions for the elderly under 70, and advocate free tickets for the elderly aged 60 and above. Sightseeing bus, cable car and other transportation fees in state-owned scenic spots invested by the government are given to the elderly at half price.
Twenty-fourth elderly education resources should be open to the elderly in an orderly manner. If the elderly who enjoy the urban minimum living guarantee or poor support enter the university (school) for the elderly supported by the government, the tuition fee will be reduced or exempted; Educational institutions that advocate the establishment of social forces give preferential treatment to the learning expenses of the elderly.
Twenty-fifth legal service institutions to consult their own legal affairs of the poor elderly, free of charge. When their legitimate rights and interests are infringed, the rural elderly and the urban poor elderly can apply for legal aid from legal aid institutions, which will provide legal aid.
Twenty-sixth poor elderly people to safeguard their legitimate rights and interests, apply for maintenance, old-age security, medical security, relief compensation and other notary legal aid, notary agencies should be exempted from notary fees.
For the first time, the elderly aged 80 and above who have registered in this city will be notarized, and the notarization service fee will be exempted.
Twenty-seventh for the elderly as the legal representative or the elderly accounted for more than 30% of the employees of enterprises or private non-enterprise units, the relevant examination and approval and registration departments should give priority to their business licenses, registration certificates and other procedures.
Twenty-eighth rural elderly people do not undertake "one thing, one discussion" and other types of financing.
Chapter III Supervision and Administration
Twenty-ninth service units with the obligation of preferential treatment shall express the preferential treatment provisions for the elderly at the entrance, toll collection office and business office.
Thirtieth units and individuals shall conscientiously perform their duties and obligations under these Provisions, and shall not cancel all kinds of preferential treatment that the elderly should enjoy for any reason. When the government purchases old-age care services, the subsidies enjoyed by the elderly shall not be reduced.
Thirty-first elderly living assistance, supervision by the financial, auditing, discipline inspection and supervision departments according to law.
Thirty-second do not fulfill the obligation of preferential treatment for the elderly in accordance with the provisions, the Yellow River Delta Development Zone, agricultural high-tech zone aging work institutions shall be ordered to make corrections, criticism and education; Those who fail to perform the obligation of preferential treatment for the elderly and cause serious consequences shall be dealt with according to law.
Article 33 State functionaries who neglect their duties, abuse their powers or engage in malpractices for personal gain in preferential treatment for the elderly shall be given administrative sanctions according to law; If a crime is constituted, criminal responsibility shall be investigated according to law.
Chapter IV Supplementary Provisions
Article 34 These Provisions shall come into force as of September 20, 2022 and shall be valid until September 6, 2027.
