4. Those who have normal working ability, but refuse to work without justifiable reasons, resulting in poverty due to laziness, and those who evade legal investigation, do not belong to the minimum living allowance.

The conditions for not applying for a record card are as follows:

1, a poor household living in the village;

2. Peasant families who have been away from home for more than one year;

3. Farmers' families with financial support personnel in their families;

4. Farmers' families with village cadres in their family members;

5. Farmers' families with cars, urban real estate, large agricultural machinery and large transport vehicles with subsidies of more than 7,000 yuan;

6. Among the family members, there are registered shops, corporate shareholders and profitable peasant families.
