For normal college students, it is a routine action to participate in teacher qualification recognition when they graduate, and it is also a prerequisite for taking up the post of teacher. However, Xiao Li, an English major of Grade 20 14 in the School of Foreign Languages of Shaanxi Normal University, can't participate in the recognition of teacher qualification certificate because her height is "not high enough".
It turned out that on May 29th, Xiao Li participated in the graduation physical examination organized by the school, with a height of 140 cm. On June 13, the school employment office informed her that her height was not up to standard and she could not take the teacher qualification certificate. Because according to the Notice of Shaanxi Provincial Health and Family Planning Commission of Shaanxi Provincial Department of Education on Doing a Good Job in the Physical Examination of Teachers' Qualification in Shaanxi Province (Shaanxi Normal University [2016] No.4), "Men's height below 155 cm and women's height below 150 cm are all unqualified for the physical examination of teachers' qualifications."
The problem is that when Xiao Li applied for college four years ago, he was not rejected because of his unqualified height. Near graduation, she can't take the teacher qualification certificate because of her height difference 10 cm, which makes her puzzled. The more realistic worry is that Xiao Li is a free normal student and has signed a work unit. If she can't participate in the teacher qualification certification, she will not be able to join the job, and she will also face the dilemma of violating the agreement of free normal students.
Is there a height requirement for being a teacher? In the eyes of ordinary people, such restrictions are quite strange. Because in common sense, as long as a teacher has professional ethics, professional knowledge and physical and mental health, height is not important. What can best support this view is that there are no restrictions on height in the Teachers Law and other laws in China. But in reality, the teacher qualification certificate does have many regulations on the height and weight of normal students. However, at present, Sichuan, Jiangxi, Guangxi and other provinces have cancelled. Sichuan and Jiangxi said that the original height limit "does not meet the actual situation of some students".
In this context, it is a bit confusing to look back at the practice in Shaanxi Province. If, as the relevant staff of the Shaanxi Provincial Department of Education said, there was a height restriction on the enrollment of normal students nationwide in 2003, in 2009, Shaanxi Province also issued a physical examination standard for applying for teacher qualification, which has continued to this day. In other words, Xiao Li's problem belongs to "problems left over from history". In this regard, there is really no need to be too picky, and it may indeed take a process to correct it. However, several years have passed, why have other provinces already improved, but Shaanxi has been slow to take action?
Even, to some extent, there are signs of strengthening the height limit. Take Shaanxi Normal University as an example. In 20 14, when Xiao Li entered the school, the height restriction was not mentioned in the undergraduate enrollment charter of the school, but it was clearly stipulated in the Standards and Methods of Physical Examination for Applicants with Teacher Qualification in Shaanxi Province (Trial) (Shaanxi Normal University [2009]17). However, in the enrollment charter of Shaanxi Normal University 20 18, this provision is clearly defined. In other words, the height limit that was not written into the enrollment charter in 20 14 years was written into this year. What is the explanation?
Another thing to mention is Xiao Li's status as a free normal student. The system of free normal students is an important policy measure to promote the development and fairness of education in China, aiming at cultivating a large number of outstanding primary and secondary school teachers and educators. In 2007, it was implemented in six normal universities directly under the Ministry of Education, and Shaanxi Normal University was one of them. Before entering the school, the free normal students signed an agreement with the provincial education administrative department of the school and the place where the students came from. After graduation, they must be engaged in primary and secondary education for more than 10 years (this year, the "free normal students" was renamed as "free normal students" and the teaching period was adjusted to 6 years). Failure to perform the agreement requires payment of liquidated damages, which affects personal integrity. In reality, many students who apply for free normal students are students from poor areas. After graduation, most of them returned to their native places to teach. From this perspective, the problems of Xiao Li and others are not only the loss of personal studies, honesty and money, but also related to the vast number of young students who are interested in education and the basic education in poor areas of China. This is a big event, and we can't be careless.
Shaanxi Normal University admits that it is not a case that Xiao can't complete the qualification of teachers because of her height. The school can only try its best to help coordinate the solution. Previously, there were indeed normal students who were unqualified in height, but they got the teacher qualification certificate through "coordination". Although the staff of the Safety Education Bureau and Shaanxi Education Department thought that Xiao Li "140 cm was not up to standard", the latter also said that "this year's special events will be held first" and "the height limit of teacher qualification certificate will be cancelled next year". This is a good attitude.
But it is also necessary to ask, why can't the pace of cancellation be faster, before this year's graduates show certificates? Why wait until the fire breaks out before "doing something special"? "Special treatment" cannot always be used by relevant departments as an excuse for being lazy or even inaction. Only through scientific argumentation, extensive investigation and in-depth listening to the opinions of the masses can the problem be fundamentally solved.
At present, the most important thing is to use various channels to ensure that Xiao Li, who graduated this year, will not be denied the teacher qualification certificate because of height restrictions.
Indeed, there are rules. Why do you want to go to college?
