Standing in a new historical position, the delegates have a profound and sober understanding: in the era when opportunities and challenges coexist, persisting in reform and innovation is an inexhaustible motive force to push the great ship China forward along the sound, fast and scientific development channel. Reform and innovation inject forward momentum into development, which in turn "ignites" the "spark" of a new round of reform and innovation. Such a pair of forces appear in all aspects of social and economic fields.

In the process of building an innovative country and an innovative city, if we want to innovate in technology, we must first innovate in the system. Deputy Zhang Zhaoan summed up the aspects that must be further improved to create a good atmosphere for reform and innovation with "four noes": unclear operational level, uncoordinated micro level, uncoordinated system and mechanism, and uncoordinated multi-level goals. To change the status quo, we must start with institutional innovation. "The reform and innovation of institutional mechanisms can't keep up, and the effect of independent innovation will be greatly reduced." From the experience of foreign countries, the government has given great support to pillar industries. At present, China's policy of independent innovation is very good, but it is difficult to implement. We must promote independent innovation through government system reform. Delegates clamored for time and tide wait for no man. We should speed up the pace of reform and explore innovative mechanisms and systems that are more conducive to economic and social development. The introduction of the State Council's institutional reform plan can be regarded as the first step taken by the government to create a good atmosphere for reform and innovation, which requires perseverance and courage. Advancing along the path of scientific development is a great undertaking and a hard long-distance running, which requires us to strengthen our faith and carry out reform and innovation throughout. Constantly reforming and innovating requires constantly emancipating the mind. The world today is undergoing extensive and profound changes, and so is contemporary China. These changes do not meet the needs of such changes and have not emancipated their minds in the face of challenges.
