Interim Provisions of Guangdong Province on General Education Supervision
Article 1 In order to promote the development of education in our province and strengthen the macro-management of general education, these Interim Provisions are formulated. Second provinces, cities and counties (districts) education administrative departments at all levels set up supervision offices. The supervision offices at all levels are functional institutions that supervise, inspect, evaluate and guide the education work of the lower education administrative departments and their subordinate general education schools. Article 3 The tasks of supervision offices at all levels are:

(a) to supervise and guide the general education work in this area.

(two) to supervise and inspect the implementation of the national education policies, laws and regulations by the lower education administrative departments and their subordinate schools.

(three) to evaluate, help and guide the education quality and management level of the lower education administrative departments and various schools.

(four) to investigate and study the important situations and problems found in the education work, and to reflect and put forward suggestions to the local government and the higher education administrative department in a timely manner.

(five) to complete other tasks assigned by the government at the same level, the administrative department of education and the higher supervision institutions. Article 4 The scope of work of supervision offices at all levels:

Responsible for supervising the educational administrative institutions, kindergartens, ordinary middle schools, primary schools, vocational middle schools, adult culture and technology schools, secondary normal schools, further education schools and schools for blind, deaf and mentally retarded children within the jurisdiction of the Bank. Article 5 Staffing of the supervision office: eight to ten people in the provincial supervision office and five to eight people in the city and county (district) supervision office.

The staffing required for inspection rooms at all levels shall be adjusted by the local government within the existing staffing.

Supervisors at all levels shall have one supervisor and one or two deputy supervisors. The supervisor of the provincial supervision department can be a department or section, the supervisor of the municipal supervision department can be a department or section, and the supervisor of the county (district) supervision department can be a department or section. The appointment and removal of the deputy director and inspector of the supervision office shall be handled in accordance with the provisions and procedures of the cadre management authority.

Supervision offices at all levels may employ several part-time inspectors according to the needs of their work. Article 6 special inspector shall meet the following conditions:

(a) received higher education or equivalent education, familiar with the education business, understand the laws of education, have rich experience in education and the ability to work independently, and have a certain level of writing. Department-level, department-level and department-level inspectors should have 10, 15 and 20 years of teaching experience or educational work experience respectively.

(two) loyal to the cause of socialist education, with a high level of theory and policy, adhere to principles, act impartially, seek truth from facts, decent style, and have a high prestige in the local education community.

(3) Being in good health and able to meet the needs of work. Seventh inspectors have the following powers in the supervision work:

(a) to inspect and supervise the education and teaching business, and to participate in meetings, activities and lectures related to education.

(two) as needed to find the object of supervision to understand the situation and exchange views.

(3) to consult relevant documents, materials, account books and archives.

(4) For teaching management personnel who have made remarkable achievements or made major mistakes, suggestions on rewards and punishments (including the appointment and dismissal of cadres) can be put forward to the local government and education administrative departments in time.

(five) to participate in the training of educational administrative cadres and school staff. Eighth full-time and part-time supervisors at all levels must hold the inspector's work permit when performing official duties. The inspector's work permit is uniformly printed and distributed by the Provincial Department of Education.

Education administrative departments and schools at all levels should actively support the work of inspectors, provide necessary conditions, listen carefully and study the evaluation opinions of inspectors, and truthfully reflect the situation. Units and individuals that need to improve their work shall report the measures and results taken to the supervision department in writing within the time limit. Article 9 These Interim Provisions shall come into force on 1 September, 9891day.
