Interim Provisions of Hefei Municipality on Continuing Education of Professional and Technical Personnel
Chapter I General Provisions Article 1 In order to strengthen the continuing education of professional and technical personnel, improve the overall quality of professional and technical personnel and promote the economic development of this Municipality, these Provisions are formulated in accordance with the Interim Provisions of the Ministry of Personnel on the Continuing Education of National Professional and Technical Personnel and in light of the actual situation of this Municipality. Article 2 The term "continuing education for professional and technical personnel" as mentioned in these Provisions refers to the planned, organized and regular education of new knowledge and skills for professional and technical personnel through various forms such as further study, study, self-study, training and lectures, so as to supplement and broaden their professional knowledge and improve their knowledge level. Article 3 These Provisions shall apply to the management of continuing education of in-service professional and technical personnel at all levels in enterprises and institutions (excluding provinces and directly affiliated units) within the administrative area of this Municipality. Article 4 The continuing education of professional and technical personnel in this Municipality shall be subject to unified planning and hierarchical management. The personnel administrative department of the people's government of the city or county (District) is responsible for the continuing education of professional and technical personnel in enterprises and institutions affiliated to the city or county (District), carries out macro management, coordination, guidance, supervision and inspection of the continuing education of professional and technical personnel, formulates the development plan and annual plan of continuing education, and organizes the exchange and commendation of continuing education experience. The organization and management of the city's advanced seminar shall be the responsibility of the personnel administrative department of the Municipal People's government.

The competent departments of enterprises and institutions and the personnel (education) departments of enterprises and institutions shall be responsible for the continuing education of professional and technical personnel in their own systems and units, formulate continuing education plans and annual plans of their own systems and units and organize their implementation, and be responsible for the registration and management of continuing education certificates. Intermediate professionals mainly learn the latest theoretical knowledge of their major or related majors, broaden their knowledge, cultivate the ability to solve complex professional and technical problems independently, and become the business backbone of their own units.

Junior professional and technical personnel should combine their own work, strengthen professional learning and practical skills training, master scientific working methods, and cultivate and improve their independent working ability and post adaptability. Article 7 Continuing education must adhere to the principles of integrating theory with practice, teaching according to needs, paying attention to practical results and being flexible and diverse. According to the different learning objects, learning conditions, learning content, etc. , its form is mainly amateur self-study and participation in the training organized by the unit and the system. Can also be arranged by the unit, through advanced classes, training courses, correspondence publishing, study lectures, academic conferences, business visits and other ways and planned, organized and assessed. The personnel administrative department of the Municipal People's Government shall uniformly identify a number of comprehensive and professional continuing education centers. All training bases should improve teaching conditions and ensure teaching quality. With the approval of the finance and price departments, necessary teaching fees can be charged. Tenth continuing education teachers in accordance with the principle of combining full-time and part-time, with the exception of a few full-time teachers, can hire people with high theoretical level and rich practical experience in their professional and technical fields as part-time teachers. The business expenses required by the administrative departments of continuing education at all levels shall be included in the budget by governments at all levels every year.
